(E) Be composed solely of citizens of the Aurentine Commonwealth who have undergone government background check at the highest level of scrutiny, and whose loyalty to the state is deemed unquestionable.


(2) the Council, which will
(A) be composed of the President, the Vice President, the Prime Minister, the Minister for Defense and the the Director of the National Intelligencery,
(B) be tasked with interpreting and acting on intelligence provided by the intelligence community
(C) be solely responsible for the actions of the Intelligencery, as long as those actions were performed with their knowledge.


(3) the Office of the Director of the National Intelligencery, who will
(A) be selected from the senate, or any other governing body, by the President.
(B) be tasked with the responsibility to direct the actions of the Intelligencery.
(C) be tasked with the responsibility of reporting all actions of the Intelligencery to the Council in weekly updates, or however more often is required by the situation.
(D) be tasked with the responsibility of reporting to the President any intelligence deemed too sensitive for even the entire Council, at the Director's discretion.


(4) the National Reconnaissance Office, which will
(A) be tasked with collecting intelligence as it pertains to the military.
(B) be tasked with consolidating all relevant information into a ten page "Bi-Daily Military Intelligence Dossier" which will be presented to the President and the Minister of Defense every two days, or however more often is required by the situation.
(C) be tasked with informing the President and the Minister of Defence on the status of global foreign military operations in an in-depth format before any Aurentine military operation.
(D) be tasked with using the sensory assets of the Commonwealth Armed Forces in the collection of military data, at the President's and the Minister of Defense's discretion.
(E) be constrained and accountable to all current laws governing the use of the military, but will not be a branch or organization that falls under the category of a "military organization."

Section 1. Acknowledgements

We hereby acknowledge the large contributions to the justice community, and to the people of Aurentina themselves, by the late Senator Joseph Kourie. In his death at the hands of the organization he fought to destroy, being one of great loss to the community and a terrible blow to national spirit. This bill will set aside 1.35 sq. km park to be dedicated in the name of Joseph Kourie and a statue erected to honor those fallen in the pursuit of life, liberty, and the pursuit of happiness.

Section 2. The Park Grounds

This bill would place the 1.35 sq. km park under the protection of the National Forestry Service, declaring it to be a public park and under management of the public domain. At the center of the park a 3m tall statue sitting upon a base of 6m in diameter. Three figures will stand facing three pathways that lead outward from the park's center. One Constable will stand gun drawn as if responding to a dangerous person, while the constable is outfitted in regular uniform; to remind us that these men fight and die so that we may be safe. One civilian in a typical working man's clothing such as blue jeans or overall's, will be carrying a book and have pose to face the sun at it's westerly decent; to symbolize his untimely loss from the earth and the knowledge and power lost. One Gendarme will be in typical load out in a marching pose as if surveying a scene, he will have a stern face to remind us of the diligence of justice.

Under each figure a plaque will be placed with the following words. Under the Gendarme: To defend those who cannot Under the Civilian: Carry on in our memory Under the Constable: Never forget those who fall for justice

Hereby passes the JKMPE Bill and sets aside 1.35 sq. km for the Joseph Kourie Memorial park's construction.

I move to extend debate for a time period of 24 hours in order to allow for continued debate of the bills already in place as well as to allow for the submission and debate (if any) of a third amendment to SIMBEDS which will focus on a different topic of adding bills to categories after debate/voting has started.

The Senate of Aurentina,

APPLAUDING the goals and ideas behind the SIMBEDS Omnibus Procedure Act, however, noting the fact that it creates problems which must be dealt with immediately
NOTICING the unrestricted ability for Senators to add a bill to a SIMBEDS legislative category after debate or voting has commenced on that said category
OBSERVING this could be a problem in future times if bills are submitted during these times as it may allow for less debate and/or complicated and unjust voting

Hereby instates the following:

1. Bills shall be restricted from being added to a category during a voting period of the same said legislative category
2. Bills shall be restricted from being added to a category during a debate period of the same said legislative category
2a. Clause 2 shall be rendered optional if and only if the author of a bill being submitted during debate motions for at least a 24-hour extension of debate with the required ten seconds and Prime-Minister, Deputy-Prime-Minister, or President-pro-Tempore approval.
2b. Section 2a shall still be instated even if the specific debate period has already been motioned for a continuation with the required ten seconds and Prime-Minister, Deputy-Prime-Minister, or President-pro-Tempore approval.
3. Allows debate to be motioned for a continuation a maximum of two times during a singular debate period. If the continuation level has reached a maximum limit, bill authors are required to submit their bills after debate and voting on the category have ended. In special high-urgency circumstances, the Prime-Minister, Deputy-Prime-Minister, President-pro-Tempore, President of the Senate, or presiding Administrator may allow for another continuation of the debate period but are advised to make this decision with deep thought and discussion between other officials.

The Senate of Aurentina hereby passes the Third Amendment to the SIMBEDS Omnibus Procedure.

HEREBY;

1) The President shall have the power to give someone a state funeral.
2) If a petition asking for a state funeral is signed by thirty senators or more, the President must give the person a state funeral.
3) If the President attempts to give someone a state funeral and a petition asking that he does not give a state funeral to the person is signed by thirty senators or more, the President must not give the person a state funeral.

Section 3 may be amended from "he" to any other gender if any president after Guy Britanno is not male.

For the purpose of this act, the symbol "£" shall refer to the Pound Sterling.

2) A minister will be paid £6000 per month.
3) The Prime Minister, Deputy Prime Minister, President and Vice President will be paid £8000 per month.

I would like to remove my motion for more debate as there seems to be no more debate needed.

The Senate Salaries Act has been added to the queue. Voting will start as soon as I can get a draft for a vote counter. The category, again, will be Senate Procedures. Voting has technically started, but I will allow a bit of time in between debate and voting to let everyone gather their senses. :p
