The Empire was a takeover attempt of The East Pacific... three years ago? It involved both Gatseville and Biyah if I'm not mistaken, among others. Basically it was a big powwow of some of the game's greatest coupists working together, and they still managed to fail at holding the region.

With a friendly delegate in place forces will be easily marshaled to tip the endo-scale in the completely opposite direction, and TDE will be banned by a high influence native if need be.

No region would prostitute itself to such an agreement when in control of its own delegacy.

I would implore the West Pacific, the South Pacific, the Rejected Realms, the North Pacific, and the East Pacific to prepare to message your WAs to this end.

WAs in GCRs will move when marshaled, and are useful as non-updaters. The South Pacific marshaled 30+ WAs in non-updater combat in Warzone Australia, securing the delegacy record there.
