RECOGNIZING the sincere importance of energy as a source of power and production, yet;
REALISING that fossil fuels cannot last forever;
REALISING it is the duty of any humane government to assure sufficient national production of electricity and improve energy efficiency;
BELIEVING further improvement can be made to the use of energy;
ESTABLISHING that many forms of energy are not suitable for the overall welfare of our environment and community health;
SEEKING the revitalization of how we, as a government, control the usage of everyday energy in its physical form;
REALISING that there is no exact perfect energy source in our current time;
APPROVING the foundation of the National Hydropower Company, the National Nuclear Power Company, the National Renewable Energy Company and the National Power Line Company;
SUGGESTING the government funds these ventures in order to rapidly build up our electrical infrastructure.
DEFINES the following terms:
Energy – The power or strength required for maintaining and refining a population’s needs
Fossil Fuel (Non-reusable Resource) - A natural element or fuel formed in the deep geological past through the dead remains of previously living organisms. It can be used for the production of energy but is not able to be recreated and deteriorates in populous as more is used for the aforesaid energy production. Examples include forms of coal, natural gas, or petroleum.
Renewable Energy - A source of energy which is capable of being conveniently reproduced to suit the needs of a population. Examples include forms of wind-energy, solar-energy, and hydroelectric-energy. Nuclear energy is not part of this definition.
Fission Energy - A source of energy which is created by splitting the nuclei of large atoms into smaller nuclei.
Fusion Energy - A source of energy which is created through the fusion of two light atoms into one heavy atom.
The government hereby enacts the following:
Article 1: On overseeing the management of state-provided energy
1a. The Renewable Energy Agency shall be created within the Ministry of Energy to oversee the nation's transition to more sustainable energy sources.
1b. The REA shall set seven-year plans for renewable power. These will set national targets for renewable energy production by percentage of total produced power, with the goal of eventual reliance entirely on renewable energy.
1c. The REA shall also sponsor government-run renewable energy production. Workers from the fossil fuel and nuclear industries losing their jobs due to the goals of the seven-year plans will be preferred for employment at these facilities and provided necessary training.
1d: The various companies outlaid in this bill are to receive a one-time starting investment by the REA in order to have adequate starting capital for the projects outlaid in this bill.
1e: Annual future profits of the companies is to be put to a minimum as the purpose of these companies is to provide a social service first and foremost, to guarantee cheap electricity for all citizens.
1f: When one of the companies outlaid within this bill experiences surpluses, most of this surplus is to go directly back into the company. Up to 35% of surpluses from the companies are to be given directly to the state in order to finance our nation's budget.
1g: The REA is responsible for appointing the Boards of the companies created by this bill.
Article 2: On funding construction of our national electricity infrastructure
2a: The state and senate is founding the National Power Line Company to be responsible for the construction of power lines in our country.
2b: By the end of 2014 all citizens of the country is to have access to electricity regardless of their location.
2c: The National Power Line Company is to be state-managed for the time being.
2d: Existing state-owned power lines is to be turned over to the National Power Line Company.
2e: Existing privately-owned power lines are to remain in private hands, but the NPLC has the authority to act as a regulatory agency in order to assure the power lines are responsibly maintained.
2f: The NPLC is not to have a state-monopoly on electrical infrastructure and private competition is allowed.
Article 3: On Nuclear Power
3a: The state and senate is to found the National Nuclear Power Company in order to construct and maintain responsible nuclear power plants in our nation.
3b: The NNPC is to have the strictest possible safety standard requirements and is only to employ educated and competent nuclear engineers and technicians.
3c. The NNPC shall direct the nation's immediate transition of all fossil fuel power to nuclear fission as quickly as possible. The deadline for the elimination of fossil fuel power shall be the year 2034.
3d. Workers from the fossil fuel industry losing their jobs due to the elimination of fossil fuels will be preferred for employment at these facilities and provided the necessary training.
3e. The NNPC shall cooperate with the REA to transition nuclear power into reusable energy as the seven-year plans dictate.
3f: The NNPC is to produce at least 400 tWh by 2018.
3g. The NEA will oversee a program by the government to develop a fusion reactor. The reactor will be complete by 2037.
3h: The NNPC holds a state-monopoly on nuclear electricity, in order to assure safe nuclear electricity in our country.
Article 4: On Hydropower
4a: The state and senate is founding the National Hydropower Company in order to construct and maintain our national dams and other sources of hydropower.
4b: The bill stipulates the NHC is to build at least three major dams by 2018 in order to provide our country with clean hydropower.
4c: The NHC is authorized to expropriate land for the purposes of the the dams in 4b, but is to provide fair compensation to landowners.
4d: The NHC is not to have a state-monopoly on hydropower and private competition is allowed.
Article 5: On Renewable Power
5a: The state and senate is to form the National Renewable Energy Company in order to regulate, research and finance renewable energy projects in our country.
5b: The NREC is to primarily finance research into renewable sources of power (wind, geothermal, methane, electricity efficiency, etc.) and selling the solutions to the private sector and the population at large.
5c: The NREC holds no state-monopoly on renewable energy and private competition is allowed and urged by the Senate.
5d: Private companies investing in renewable power is to receive tax-breaks compared to private companies in other sectors.
5e. The NREC shall purchase power from renewable energy businesses who will be carefully selected by competition.
Article 6: On Privatisation
If the Senate should, in the future, decide to privatise the National Electricity Companies (the sum total of the companies outlaid in this bill), the following process is to be made.
6a: Privatisation is to be done gradually, first by putting the company on the stock market (going public) and then a year later reducing the state's shares to 51%. Once the company is stable and profitable, the state can sell of the remaining of its stocks in the companies.
6b: Voucher system: Employees in the state companies are to get first-pick of stocks at cheap prices during any point in a privatisation.
6c: The Senate prohibits privatisation of the electricity companies until 2019.
6d: The companies may be privatised individually or collectively, as per the will of the future senate.
So, other than nuclear power, all other power stations are up for private ownership?
Does that mean, under contract, they could provide to private utilities providers?
