To the International Community and the representatives of the parties therein,
I, as the President of the United Republic of Emmeria, would like to notify the International Community of the official declaration of the Castilla Doctrine, whose main points were described during my own State of the Union Address last night. Although the specific details of the doctrine are distinct and new, its policies have been implied during this past term of my presidency through the form of the actions undertaken or supported by the United Republic.
In the interest of freedom and liberty, in the interest of democratic institutions, in the interest of protection, in the interest of the right to live, and in the interest of the people of the United Republic of Emmeria, I, Luis Castilla, as President of the United Republic of Emmeria, hereby declare the Castilla Doctrine an integral element of United Republic foreign policy.
The essential points of the doctrine describe that the United Republic:
- Will condemn authoritarianism wherever it may exist or arise;
- Will offer humanitarian assistance to oppressed people who require it;
- Will interpret and perceive any attempts of inhumane tyranny as a direct threat to international peace and security;
- Will provide assistance and support to rebellions against oppressive government regimes;
- Will rescind diplomatic recognition of governments that commit inhumane, barbaric atrocities;
- Will undermine the sovereignty of such governments while recognizing publicly anti-regime opposition movements;
- Will refuse to export military equipment to such nations;
- Will support the principles of popular sovereignty wherever a tyrannical government has been uprooted or otherwise defeated;
- Will openly provide aid to nations under the threat of oppression;
- Will take into consideration the use of military force should the situation dictate and warrant such;
- Will openly support and launch slave-liberation operations alongside its allies;
- Will make no distinction between oppressive nations and those that support their innumerable evils;
- And will consider the responsibility to protect people from violation of their rights an inherent and intrinsic responsibility of the United Republic of Emmeria.

The Castilla Doctrine
To the Congress of the United Republic of EmmeriaAuthored by: Lana Basara, United Republic Secretary of StateEver since the Emmerian Declaration of Independence was signed and ratified by the first fourteen states on July 7, 1801, the United Republic of Emmeria has persistently fought against the evils of oppression and tyranny for the fruits of liberty, freedom, protection, and prosperity. Despite the ongoing campaigns against the brutal treatment of innocent people, it has been made clear time and time again that a large number of authoritarian dictatorships still litter the world, counter-productively negating the hard work of the countless millions of brave men and women who have placed their ideals and their lives on the line in an effort to promote freedom for billions of innocent people otherwise deprived of their inalienable rights. The occasion has thus been deemed proper for asserting, as a principle in which the rights and interests of the United Republic are concerned, that the United Republic of Emmeria, by the free and independent condition with which it was established and continues to maintain, will actively combat oppressive regimes around the world who abuse their power and violently expropriate from their citizens otherwise inherently inviolable rights, under the basic principles and self-evident truths that all men and women are created equal, that they are endowed with certain inalienable rights, and that among these are life, liberty, and the pursuit of happiness; the goal of which being to announce that the United Republic shall stand defiant against tyranny and against oppression, and it shall never rest, nor shall it falter, until the last evil on this Earth has fallen.
It is thus to be made clear that the United Republic, with all appropriate powers, rights, and responsibilities vested in it, will henceforth (1) condemn authoritarianism wherever it may exist or arise; (2) that it will offer humanitarian assistance to oppressed people who require it; (3) that it will interpret and perceive any attempts of inhumane tyranny as a direct threat to international peace and security; (4) that it will provide assistance and support to rebellions against oppressive government regimes; (5) that it will rescind diplomatic recognition of governments that commit inhumane, barbaric atrocities; (6) that it will undermine the sovereignty of such governments while recognizing publicly anti-regime opposition movements; (7) that it will refuse to export military equipment to such nations; (8) that it will support the principles of popular sovereignty wherever a tyrannical government has been uprooted or otherwise defeated; (9) that it will openly provide aid to nations under the threat of oppression; (10) that it will take into consideration the use of military force should the situation dictate and warrant such; (11) that it will openly support and launch slave-liberation operations alongside its allies; (12) that it will make no distinction between oppressive nations and those that support their innumerable evils; (13) and that it considers the responsibility to protect people from violation of their rights an inherent and intrinsic responsibility of the United Republic of Emmeria.
It has been decisively established, without discounting the tireless work of many noteworthy individuals, that throughout history oppressed peoples have been unconcernedly neglected by the bulk of the International Community, which has for far too long refused to take action, and forced these peoples to take upon themselves the burden of removing an authoritarian regime from power in the interest of establishing a free nation, and that it is a burden which free nations rightfully should henceforth spread amongst themselves with the sole purpose being to liberate the oppressed. As oppressive nations are to be considered detrimental to international peace and security, this Doctrine is not regarded as unnecessarily expansionist.
The Doctrine then begs a legitimate question regarding the status of benevolent or otherwise moderate dictatorships, to which the policy of the United Republic is to be described as inherently neutral, unless the aforementioned dictatorships display hostility towards the United Republic, the occasion on which the United Republic will retaliate with appropriate measures and recognize the hostile government as an illegitimate totalitarian power. Governments judged by the United Republic to be oppressive, including, but not limited to, totalitarian dictatorships or autocracies, tyrannical absolute monarchies, authoritarian oligarchies, radical stratocracies, or extremist theocracies, are all subject to the consequences specified by the policies in this Doctrine, unless they have agreed with and specified a number of essential civil freedoms and these freedoms are considered both valid and well enforced.
Furthermore, the status of a region where an oppressive government has been removed from power, as previously specified in the Doctrine, is protected under the principle of popular sovereignty, whereby the local population has the right to determine its government, a principle which, under the ideals of the social contract between state and self, is fully supported by the United Republic Declaration of Independence, a document that is considered among the essential documents upon which the United Republic was founded and upon which all government policies, this Doctrine included, are based. The oppressed peoples are to be openly invited to become a territory or protectorate of the United Republic of Emmeria; as a territory the people would be recognized as citizens and granted appropriate rights, privileges, and protection, and as a protectorate they would receive protection against attackers as a close ally of the U.R. However, becoming a territory or protectorate is not a mandatory requirement, but merely an arbitrary invitation for which the consent of the reformed government of the liberated peoples or the peoples themselves in the absence of an established government is required. It is difficult to more strongly stress the importance for oppressed peoples of the world to openly protest against their respective governments, a right considered intrinsic and inviolable for all people and often a necessary obligation for the people of the oppressed nations under certain circumstances.
Finally, the United Republic invites all free nations of the world to participate in its continued, protracted campaign against tyranny, fully understanding that the oppressed shall always overcome the oppressor by any means necessary, and that this Doctrine mandates the right and obligation to do so an essential responsibility of the United Republic and all other free nations across the world.

Under various circumstances it is necessary to amend previously defined foreign policy, and to further clarify particular policy goals in order to increase overall cooperation and the successful implementation of such policy on a universal basis.
Under such an objective it is necessary to assert, where the interests and principles of the United Republic are concerned, that the United Republic of Emmeria, under the free and independent condition with which it was established and continues to maintain, will actively oppose all oppressive or extremist political, economic, or social policies of governance across the modern political spectrum. Whereas opposition to fascism was explicitly defined in the original issue of the Castilla Doctrine, it is essential to declare further opposition to ideals of all forms of communism not inherently tied to Republican ideals of the Founding Fathers of the United Republic of Emmeria.
The United Republic, with all appropriate rights, responsibilities, and powers vested within it, will hereby oppose all forms of hardline fascism, communism, tyrannical absolute monarchism and autocratism, and all forms of government specified in the original issue of the Castilla Doctrine. As a precautionary measure it is necessary to clarify that "communism" does not refer to moderate democratic socialism.
The essential nature of each of these forms of governance represents oppressive ideals to which the International Community has yet to respond, and it is seen as an inherent objective of the Free Nations of the world to oppose these ideologies wherever possible and promote the free and independent pathway. Such a stance is supported by the founding documents of the United Republic of Emmeria, and is inherently tied to the original objectives of this Doctrine.
It is understood that opposition to communism and fascism, both on opposite sides of the political spectrum, may result in potential conflict between two entirely unique and extremist political ideologies. In such circumstances, it is understood that the United Republic shall take a varied and measured response in order to promote the free condition in order to best spread the blessings of liberty and freedom across the world.
