I'm not sure the Necrons nor the Tyranids would be killed by the Halo arrays. Further since every time an Ork dies he releases a massive amount of spores, you're effectively increasing the Ork population by firing it.

But the Orks already have an answer for that, since they produce their own food, their entire ecosystem is based on their own biology and they carry around the ingredients for it in their DNA.

We can reasonably presume from Cortana's description that Ork spores would survive, and based upon the Ork Codex, we know that even in the absence of any kind of nutrition an Ork colony will survive because they eat the mushrooms/algae/etc. fungus that their bodies produce. They even make beer out of it.
And there's a good reason for that, as the Necrons kill all sentient life too, and the Orks were specifically designed as a survivor race specifically for the purpose of surviving something that kills all sentient life.
And that's just the Orks, as stated the Necrons won't die as they're not technically alive, and then the Tyranids are extra-galactic and won't be killed by something that goes off within a given galaxy.
And then you have to deal with the Chaos Space Marines who don't even live in this plane of reality, but within the Warp, who'll not only survive the Halo Array, but fight with the force of Tens of Thousands of Master Chiefs.

If the halo array is activated, there wouldn't be much LEFT of either side to be stuck anywhere. Although halo suggests that the rings destroy "sentient" life, it's probably more clear to say that it targets complex multcellular life. Unless the rings are inherently psychic in nature, only targetting sentient lifeforms, I always interpreted as a FTL pulse that traveled through the galaxy destroying organic bonds.
As such, necrons MAY survive, but the star gods designed the necrons to not function without their orders. They'd be shut down waiting for the star gods orders.
The only way to resolve those questions is to figure out whether:
1) the star gods would be affected
2) the necrons would be affected
3) the orc spores would be affected
4) the chaos forces in the eye were sufficiently insulated from the "real" universe to avoid the halo rings' power
and the answer to THOSE questions is basically complete fan wankery.
