Bidding for the capital of culture on behalf of Albertasby is the city of Albertasby, and also the surrounding area of Moonlight County. Swantana (pronounced swan-tar-na), is a city that provides the best of both worlds; urban and rural, and is the capital of Albertasby. Surrounded by the beautiful Moonlight County, the biggest national park in Albertasby, makes this area famous for its vineyards, peach trees and daisies. The city lies in a large valley, with rolling hills and sprawling pastures surrounding it. Although it is bathed in sunlight, it receives quite a bit of rainfall during the winter months. The beautiful green countryside and glimmering city combine to create one of the most visited spots in Albertasby. The two major roads into the city have been described as 'The most beautiful drive into a city' by numerous travel agents. In the city itself, piazzas filled with markets are common; most of them having numerous food stalls were food is cooked fresh. Skyscrapers, glass buildings and bridges are dotted throughout the city, making it shine and shimmer during both the daytime and the night time. All of this makes Swantana a truly unique and a once-in-a-lifetime experience for all.

Swantana is served by Fabian Evans International Airport, located just 20 kilometres north of Swantana. With over 30 million passengers flying from 250 destinations worldwide passing through Fabian Evans International Airport every year, the airport has to be well managed and maintained, and so passenger-friendly initiatives are constantly in place to make sure that visitors know exactly where to go and what to do. Once a visitor has cleared customs, a train service runs directly from the airport into Swantana Central, the city's biggest train station. From there, anyone can catch trains, taxis and buses to numerous points throughout the city. The airport also runs a shuttlebus service, travelling to the city's five biggest hotels and a taxi rank is located just outside the airport.

Travelling within Swantana is extremely easy and reliable, as the city is connected by two main train systems. Albertasby Rail, runs trains throughout the city, with a central hub in Swantana Central, the city's largest train station. Basement Rail is a subway train network that helps to connect the suburbs of Swantana, as well as taking people to top tourist attractions. Trains also run frequently into Moonlight County, to give people a taste of the area. Arriva provide a fast, clean, eco-friendly bus service that connects all of the city. All buses end and begin their routes in the city's bus station, a place where all of the other buses can be caught. Another common site in Swantana is segways, with a dedicated segway route throughout the city. Various spots throughout the city serve as charging stations as well as areas to rent a segway to travel on.

For experiences in Swantana, it is advised that travellers take a visit to the surrounding Moonlight County. Taking a train from Swantana Central to Darwin Station will upon up the surrounding areas for all travellers. From Darwin, trains can be taken throughout the county to various spots. In the county, activities such as canoeing, rock-climbing, wine tasting, peach picking, fishing, rafting and hiking can be experienced. The county is an area of natural beauty and is a recommended 'picnic spot' and the landscape has inspired many an artist to pick up a paintbrush.

If travellers wish to stay in Swantana, then there are numerous experiences to have. In the north of the city, Whispin Castle and Palace de Sagacite stand, awaiting to be explored. The south nestles all of the government buildings and royal households, wanting to be photographed. With the tweeting of birds and the trickling of water, this area of land is one of the most relaxing and peaceful in the world.

If a visitor would rather remain in the city, then there are numerous parks throughout the city, providing a rural-like setting surrounded by an urbanised environments. At 12pm and 6pm, a tour of Swantana is available by boat on the river, going up and down the city to tell you where to go and what to see. The surrounding hills illuminate at night with small camp fires, and visitors are encouraged to go along with some marshmallows and attend these gatherings, so-called 'Campfire Conversations', to meet the locals, spend time with the family, and wind down after a busy day.

Whatever your cuisine, Swantana will have it. Nicknamed as 'The City of Food', there is an average of a restaurant on every other street. Albertasbian cuisine is centred around family life and gatherings, with buffets, banquets and barbecues being common things amongst the diners of Swantana. All restaurants have both indoor and outdoor seating, with a lot of the seating being concentrated in patio areas; under canvas ceilings with chimera fires burning in the centre.

Walking throughout the city, it soon becomes clear how many restaurants nestle within. Beautiful aromas of food and spices can be smelt on almost every corner, giving the city an identity and a buzz around food. As well as this, there is an ice rink where sports such as skating, curling and ice hockey can be observed.

If watching sports isn't your thing, then visit one of the many parks, where there is always a sport going on to take part in. From the daily rugby games in Albert Memorial Park, to the weekly test cricket matches in the Park of Fountains, there is something there for everyone. As well as this, there is a pathway that runs across the city that provides people with their chance to run a marathon in their own time.

Highroyds is the capital and largest city in The Kiaser Colonies. It is a bustling centre of sporting events, historical sights and multiple artistic venues. While the city centre itself is filled with fantastic theatres, museums, architecturally stunning modern skyscrapers and stadiums the surrounding area in Highroyds county is filled with beautiful scenic valleys and beaches. It is also flooded with walk ways, beautiful country towns and villages, excellent swimming areas (seaside and lakeside) and historical sights all of which are complemented by the year round beautiful sunny weather.

Arts and Theatre
Highroyds is renowned internationally for it's fantastically maintained theatres and art galleries. There are also many music festivals and concerts in Highroyds each year. The famous World Theatre located at the very heart of the city has been mentioned by travel writers from all over the world. All said it was one of the greatest theatres that they had ever encountered. With 8 different stages and a total capacity of 3'990 it is the largest theatre in The Kiaser Colonies. With shows every day there's always something for a play lover to enjoy. Historical Sights
Despite being only just over 250 years old, The Kiaser Colonies and Highroyds alone are bathed in history. On the coast is the fully restored remains of the Mercurial. Many native villages are located around the county, some are still inhabited and others are more like museums. Most of them have workshops on native activities (e.g games, dances, cooking/washing methods). The city is no exception to historical places of interest. Museums have many different exhibitions on history from all around the nation. Most notable sights in the city are the old parliament building, the old cotton factory and Nakatumo Park. The old parliament building was the meeting place of parliament until 1878 when it was damaged by fire and replaced. Nakatumo Park is the burial ground of Chief Nakatumo and several other key figures after 300,000 natives attacked explorers who had began to oppress native people (See The Kiaser Colonies NSwiki page for more info [unfinished])

Sporting
Highroyds is home to many stadiums and other sporting venues including Highroyds City Stadium which has a capacity of 250,000 people. It is mainly used for football (soccer) and athletics but is used for any other sport when it is being played at an important International level. Along with football stadiums there are also stadiums for rugby, basketball, cricket, Aussie rules, hurling, gaelic football, hockey and olympic handball. All of these sports have regular games throughout the year. On the coast there are many beaches suited to surfing, sailing and other water sports. The river Kiaser is a popular destination for kayaking and Lake Kiaser is perfect for rowing. There are many athletics tracks across the county and many allow visitors to use the facilities.

Dining
With over 1800 restaurants in the city alone you are bound to find you favourite cuisine and many others. Why not try some of the local food or even classic native dishes such as rock wallaby steak, stew or pie? If your vegetarian don't worry, there is plenty native dishes for your enjoyment. You can find any type
of food here ranging from some of the most expensive, fancy 5 star food in the world to cheap fast food. Recommended to any visitor is to visit the cobblestone markets any buy the freshest fish, meat, bread and vegetables in the world and cook your own. Travel
Highroyds has one of the best public transport systems in the world and cars are few in number so traffic is not a problem. 2000 taxi's are available and there are over 1000 bus stops. That's just for the roads. There is also 30 monorail stations and 27 subway stations. All these modes of transport connect the city, the airport and the harbour together so it's never hard to get here. Highroyds International Airport is the biggest international airport in The Kiaser Colonies and has flights from and to all countries in Rushmore and many others outside the region.

RUSHMORI CAPITAL OF CULTURE GUIDELINES
As an effort to establish greater cultural understanding within its constituent nations, to increase mutual awareness and community spirit, it is proposed that a Rushmori Capital of Culture be established.

If managed effectively by the bidding city, being Rushmori Capital of Culture has the potential to bring long-term cultural, social and economic benefits to the host city and nation. Even those cities that aren’t selected can benefit; careful preparation of the application can increase local awareness and give a boost to the city’s cultural life.

SELECTION PROCEDURE
Voting shall take place for Rushmori Capital of Culture every two months; a bidding period of one week will take place where participating nations may nominate and write about one (1) city within their country describing its cultural heritage, impact within and outside of its borders and generally things that make it an awesome place to be that others should flock to. At the end of this week, the President of the Rushmori Capital of Culture shall collect votes for five days. At the end of the voting period, the city with the most votes shall host the Rushmori Capital of Culture. In the event of a tie, voting will be reopened between the tied bids, and the President of the Rushmori Capital of Culture shall collect votes for a further five days. In the event that no bids are received, the title of Rushmori Capital of Culture shall stay with the incumbent however will not be recorded as an additional term of tenure.

BID REQUIREMENTS
In order to guide cities on how to present their application for nomination as Rushmori Capital of Culture, bidding cities are recommended to address the questions below as part of their application. The answers may be accompanied by additional information to support and provide further detail about the bid. The bid may include a logo, however bid logos are not required (but are helpful due to creativity). The bid may be presented in non-english languages but must be accompanied by an english language version.

  • Why does the city which you represent wish to take part in the competition for the title of Rushmori Capital of Culture?
  • Explain the concept of the programme which would be launched if the city was nominated Rushmori Capital of Culture?
  • Could this programme be summed up by a slogan or theme?
  • In what way does the bid represent something new and innovative?
  • Will there be an event/artistic director? What is his/her profile? What will be his/her field of action?
  • Will there be sponsors involved in the event?
  • What are the city's assets in terms of accessibility (regional, national and international transport)?

Additionally, bids could address such questions as “If the city in question is awarded the title of Rushmori Capital of Culture, what would be the medium- and long-term effects of the event from a social, cultural and urban point of view?” and/or, “How does the event fit into the long-term cultural development of the city and, where appropriate, of the greater Rushmori region?” and/or, “Does the city intend to develop particular cultural projects in the coming years, irrespective of the outcome of its application for the title of Rushmori Capital of Culture?”.
These questions are NOT mandatory but are recommended and should at least give cities interested in bidding a starting point from which to work from.

RESTRICTIONS
A COUNTRY may only nominate a CITY to become the Rushmori Capital of Culture if both the COUNTRY and CITY are located in Rushmore. A COUNTRY must be on the Rushmore regional map, or qualify to be on the regional map at the next update, to nominate a CITY to become the Rushmori Capital of Culture. A CITY may not seek to become the Rushmori Capital of Culture more than once in a row. That said, a COUNTRY may nominate a different CITY for the term immediately after hosting the Rushmori Capital of Culture. There is no limit to the number of times the capital may be consecutively hosted in a single country, but it is suggested that countries take a term or two off after hosting the capital twice.
There is no limit to the number of puppet nations that may bid to host. However, the maximum number of cities that may bid for each term is one (1) per nation.

Welcome to Île d'Elisabeth, Cotdelapoms' fourth largest city- home to 2,039,538 people and the hopeful fifth Rushmori Capital of Culture. Whilst Montréal and Outremont often get a lot of attention for their contributions to music and film, respectively, Île d'Elisabeth is also a cultural hub. Were you not aware? Well, stick around and let me tell you about it.

Île d'Elisabeth: Building Bridges, Not Walls

As you may have been able to tell by the name, Île d'Elisabeth is an island and a city. Two great tastes that go great together! There are a few main ways to get to Île d'Elisabeth, and if you're from outside of Cotdelapoms, you are most likely to arrive via Aéroport Île d'Elisabeth-Loïc Mineau. Loïc Mineau is one of the most highly trafficked airports in Cotdelapoms, and is the hub for discount airline Grainger- famous for it's turboprop airplanes, flight attendants dressed as they would have years ago, and commitment to local Cotdelapomais snacks and beverages.

If you are coming to Île d'Elisabeth from within Cotdelapoms, specifically from Côte-Est, the only place with a real connection to Île d'Elisabeth, you could potentially find yourself on a Victory Port Authority ferry, which is cheap and a great way to meet new people. However, more likely than not you're going to find yourself on the bridge. That's right, the bridge. There's only one. The Dominion Bridge is "one of the best bridges you'll ever drive over!"*, connecting the island to the mainland. And once you're on the island, you may never want to leave! Which is good, since entering Île d'Elisabeth is free, but returning to the mainland costs $15.

Île d'Elisabeth: Artisanal Hockey Puck Capital of the World!

Île d'Elisabeth is a city apart from the rest of the country, and as such for a long time fostered a sort of self-sufficiency that the rest of the country ignored as a part of their general sense of community and social responsibility. As time as passed and we've all gotten more interconnected, in Île d'Elisabeth it became less about fending for yourself and more about just being the only one who cares enough about doing a certain thing by hand that you can call yourself an artisan and make loads of money!

All over the city (but especially in the "Orange Circle" and "Mytanar Village" neighbourhoods), little shops and factories are popping up where a tiny group of "artisans" are putting together small batches of all sorts of products that are then sold for extreme amounts of money. Are you in the market for some artisan shaving gel? We've got it! How about hand crafted playing cards? We've got those too! Do you keep your records in a crate that wasn't hand-whittled by a burly man with a beard wearing suspenders? Well, in Île d'Elisabeth we can rectify that problem! Pretty much anything you need, you can buy in Île d'Elisabeth and have it be hand-made, and we haven't even started talking about the food!

You see, food in Île d'Elisabeth is a little bit of an obsession. Everyone in the city has an opinion about the best drink, the best pain à l'avocat, the best lentil soup, the best pizza, the best poutine, et cetera. It just so happens as well that everyone's opinion is the same about each of these topics! You see, coming to a consensus is one of the great skills of the city, and everyone agrees- the best drink is a Frozen Orange, which you can get with or without alcohol all over the city. Most people from outside think it's gross, but you should probably give it a try if you're visiting, 'cos why not? Being lactose intolerant is no excuse, either, as most places will serve it with soy or almond milk, because it's a city of full of hippies. The best pain à l'avocat is at Patisserie Weis, where the avocados are always perfectly ripe and the bread is hand made. If you want to know where to get the best of the other things, just ask literally anyone- they'll all give you the same answer.

Île d'Elisabeth: Do You Like Listening to Bands Outdoors?

Montréal is the hub of the music scene in Cotdelapoms, but for 3 days every year it is Île d'Elisabeth. Every year during the weekend of fête nationale, some of the best bands from all over the country, Rushmore and the world find their way to Parc du Maurier for music, portable toilets, food and standup comedy at the Poplisabeth! festival. It is the #1 cause of tourism to Île d'Elisabeth each year, along with the #1 cause of sunburns- don't forget to pack some sunblock!

In Conclusion: Île d'Elisabeth Is Rad!

Île d'Elisabeth is truly a Rushmori city, certainly befitting the title of capital of culture. If you want some mass produced Polarian furniture (perhaps the only mass produced thing you can buy in Île d'Elisabeth), head to Hakk! Do you want to go to an entire bookshop that sells solely Mytanar Revolutionary Literature? Head to Esca Bibliothèque! Local beer in the Waaldish style? Perhaps a trip to Brasseurs Buurgique is in order. Tired of drinking Frozen Oranges and want to drink Chocolate drink like a Civiline? Head to Hamilton Winterbottom's House of Malt! Come during Poplisabeth and hear Astograthi folk music, Virabi death metal and pretentious valladar tourists! Île d'Elisabeth deserves to be the fifth Capital of Culture, and not just because it was the only one to enter a bid, even if it was months late!

New Luxembourg is the capital city of Corinthina. It is situated on the south-eastern coast of the Corinthinian main island (map below) and has a population of 8.5 million. It is a large city with a rich history and culture. New Luxembourg would be an ideal Cultural Capital since it is renowned worldwide for it's dedication to the arts, particularly the theatre. Broadway is a particularly famous street with many different theatre productions on at once. New Luxembourg is home to many museums and art galleries, including the Corinthinian History Museum, the National Art Gallery, the Natural History Museum, the Corinthinian War Museum, the National Science Museum and many more. new Luxembourg is home to many world-class athletic teams, in football (soccer), basketball, rugby, baseball and ice hockey.

Why does the city which you represent wish to take part in the competition for the title of Rushmori Capital of Culture?

New Luxembourg has long been considered a cultural hub for Corinthina, which as a nation, is renowned worldwide for it's vivid culture's significance. Corinthina's presence in the performing arts, for example, is world famous. The New Luxembourg bid is also hoping to be a kick-starter for greater Corinthinian involvement in Rushmori events. The Corinthinian government would very much like to get more involved economically, culturally and sportingly with the nations of Rushmore.

Explain the concept of the programme which would be launched if the city was nominated Rushmori Capital of Culture?

If the New Luxembourg bid were to be successful, the government would initiate Corinthinian Culture Month (November), a month dedicated to the rich and vibrant culture of Corinthina, past, present and future. All Museums, Concert Halls, Sporting Events and other Cultural festivities would reduce their admission fees, even removing them completely in some cases, for the entire month. A greater amount of cultural events would be planned. Thousands of Rushmori citizens, including diplomats, athletes, world leaders and more, would be invited to attend New Luxembourg for the New Luxembourg Cultural Ceremony, a two-hour event being held at the National Stadium. This event would go down in history as one of the most spectacular displays of culture the world has ever seen. Fund-raisers for arts programmes, as well as increased government funding into the arts would see Corinthina's future cultural heritage being financially secure.

Could this programme be summed up by a slogan or theme?

The theme is Corinthinian Culture. There is no official slogan for the campaign but Corinthina's national motto "Terra de Libera" (latin: The Land of the Free) would surely be fitting.

In what way does the bid represent something new and innovative?

No city from Corinthina has ever applied for Cultural Capital status. It would be highly innovative for Rushmori culture if Corinthinian culture was embraced, proclaimed and heralded. It would truly add to the rich melting pot that is already Rushmori culture. The plan of action to promote Culture is a bold step by the current Corinthinian government and will surely go down in history as something that really benefits Corinthinian culture, Rushmori culture and relations between Corinthina and Rushmore.

Will there be an event/artistic director? What is his/her profile? What will be his/her field of action?

The head of the Corinthinian Cultural Committee (CCC), which is the committee in charge of the entire bid, is LaMarcus Price (pictured below). He is a world famous Actor, Writer, Comedian and Film Director. His plan of action is to make sure that the Cultural Month goes off flawlessly, particularly the Cultural Ceremony which he is directing. The CCC have been given adequate funding to ensure the productivity of the month. Public Transport has been updated to accommodate the many tourists that will be visiting New Luxembourg during this time. Numerous television campaign have been created by famous actors, artists, athletes etc. to help promote this bid. LaMarcus has been at the forefront the entire time and has really helped gain unequivocal support for the bid.

What are the city's assets in terms of accessibility (regional, national and international transport)?

New Luxembourg is situated on the south-eastern seaboard of the Corinthinian main island. It has multiple main roads and highways linking to it from all over Corinthina. It has a number of major train stations that link it to the rest of Corinthina, as well as one of the best Rapid Transit (Subway/Underground) systems in the world, for travel within the city. There are 4 international airports serving New Luxembourg, NL Amway, NL Albany, NL City and NL Burbank, all of which have numerous travel options to get into the city. What is the city's absorption capacity in terms of tourist accommodation?

There is no set figure of absorption currently, since congestion measures are still being decided upon. The current congestion charge does limit vehicles from entering the square mile (legislative sector) and the new city (business). Most commuters use the public transport system which, whilst somewhat crowded during rush hour, is still thoroughly efficient and rarely suffers from delays due to overcrowding. The city's population of 8.5 million means that the city is very densely populated, but the CCC will certainly make the best effort to accommodate as many tourists as possible. New Luxembourg already receives a large number of tourists anyway and can definitely accommodate more over the month of festivities. New Luxembourg will be able to handle whatever amount of tourists Rushmore throws it's way!

The Grand Old Lady of Sant'Elia, capital of Ossidiacqua, is proud to announce its bid to be the next Rushmori Capital of Culture

Background
The city of Sant'Elia has been the capital of Ossidiacqua since the country was formed from the ashes of Oasirica. Before the debacle that was the Pause Time, the city was also the capital of Oasirica for as long as records go back, which is impressively far, given the circumstances. First of all, for all those unfamiliar with the circumstances that the nation of Ossidiacqua find itself in, a brief summary can be found in the following spoiler. Those in the know, feel free to skip past it.
The cut a long story short, the old nation of Oasirica was a haven of arts and cultures, as well as being highly technologically advanced in the sciences. With a deadly plague known as La Plaga sweeping the nation and killing all in its path, sparing only the Djocorangan immigrants, the people demanded a response from their government. Seated in Sant'Elia and aware that time was of the essence, the go ahead was given for experimental 'time wall' technology to be used to form a barrier around the central hospital in the Theodora district of Sant'Elia, so the scientists and medical experts within could hunt to find a cure for La Plaga at an accelerated rate whilst life on the outside of the wall continued at a normal pace. Unfortunately, the time wall backfired, and rather than the hospital being encased for what appeared to the outside world as a couple of minutes, the entire nation was enclosed for what appeared to the outside world as a couple of months. Inside the wall, 270 years. In that time, the population was decimated, and then rebuilt from the Djocorangan population. The cities and towns fell, and were rebuilt. The remnants of what arts and sciences could be salvaged were protected, but a great deal of knowledge was lost. To centuries of volcanic eruptions have deposited huge amounts of obsidian into the waters of the whole nation, and the time wall has irreparably affected the weather, meaning very little rain falls despite relatively mild temperatures. Condensing technology required to extract drinkable water from the rivers and atmosphere is revered, as the knowledge to create more or to properly fix it has long been lost. As a result, the people of the nation worship a machine deity, with the worship, the mechanical training of the tech-priests, and the general running of the nation undertaken by the Magisterium, the head of which is Grand High Cardinal Giocomo Re, and the seat of which lies in Sant'Elia.

The site of a confluence of two rivers that run into each other just before flowing into the sea, Sant'Elia has long been a site of civilsation in the nation. The rivers Elia and Lago flow together, and create the island of Penthesilea just before they reach the ocean, and it is this island that the city was originally named after.

The story of the renaming of the city is told by the city crest, above. The story goes that Prince Elia of the then Oasirican royal family, was troubled by the plight of his citizens, whose fishing was being constantly disturbed by two great sea-beasts that were terrorising the waterways of the city. The Prince stepped to the water's edge, strode into a chariot crafted from the waves themselves and pulled by two great seahorses that rose from the surf to serve their master. Armed with nought but a spear of silver and two throwing stars of brass that were modelled after the symbol of the city, Prince Elia slew the seabeasts, and freed the people of the city. Upon his coronation there was much rejoicing, and after his death the miracle was properly acknowledged by the priests of the religion at the time (whose details were sadly lost with the passing of the Pause Time) and he was made a saint. The city was re-named in his honour.

The city did not fare well during the Pause Time, with many great fires ravaging it at one point or another. As the ashes died down and the Djocorangans started again however, the model of the city we see today started to develop. The neighbourhoods got denser, the city expanded to swallow many satellite towns like Zobeide, Esmeralda, Octavia, and Valdrada, and the city today is a huge conurbation of over 22,000,000 people in an area of roughly 4,500 km2, giving it a population density of nearly 5,000 people/km2. Indeed, nearly one in four Acquans lives in the city. Notable districts of the city today include the docks of Venezia, the old town of Penthesilea, the well-to-do neighbourhoods of Theodora, the seafronts of Berenice and Fedora, the wooded national parklands of Zaira Selva, the marshes of Despina, and the densely packed streets of Valdrada. As is usual in the nation, electrical goods are almost unheard of, and much of the technology that exists is powered by poorly maintained steam engines.

Transport
Transport in the sprawling metropolis of Sant'Elia is made easy by the dense network of roads, with each district having its own radial network towards its respective centre. The more advantaged citizens of the city might have combustion engine powered taxis, however, the majority of taxis are either steam powered or donkey and cart. On the other hand, you may prefer to get about the city by rail, and there is a tightly worked network of metropolitan rail services, with stations far too numerous to label on the above map. Instead, each stop is denoted by a green dot on the smaller green network drawn out. The more major train stations are labelled
+32on the map however, and should any visitor decide to take a trip to the rest of the great nation of Ossidiacqua, it is these national rail lines marked in dark grey that you may use to get to it. Both the tracks and roads criss-cross both the rivers in the city on a variety of bridges of all ages and stages of decay, and it is they that keep the Grand Old Lady running.

Eagle eyed readers will have noted that the districts of Ares and Penthesilea bear a striking literary resemblance to the name of that nation in Esportiva, Ares-y-Penthesilea. And it is true, before the Pause Time, it was scholars and explorers from Sant'Elia that first sailed to the nation known today as Ares-y-Penthesilea and founded the university and nation there. They sailed from the old docklands in Ares. However, the modern-day city of Sant'Elia now conducts the majority of its watery business in the huge ports found in the natural harbours of the district of Venezia. The smaller ports of Ares and Leandra, as well as the many smaller inlets and marinas are nowadays given over to more historical ship conservation or tourism and private boat dockings and tours, whilst the city's naval port and fleet of military paddle-steamers is based at the port in Zobeide.

The best way to see the city however, is by zeppelin, and there are many Zepports dotted all around the city. These zeppelin services are regular, reliable, carry up to a hundred passengers at a time, hardly ever end in flaming death these days, and are all connected to the metropolitan rail services.

There is an international airport towards the north-west of the city, and after our Polarian friends sponsored its construction and aided with its day to day running, there is increasing traffic from abroad through the medium of 'aero-planes'. However, the people of Ossidiacqua are generally distrustful of technology that they do not have the knowledge or power to understand (the exception being Sant'Elia's mastery of the mechanical world), and as such Acquan travel abroad is not nearly as common as foreign travel in.

Sights

Image Anfiteatro della Machina - One of the oldest surviving buildings in the city, this amphitheatre overlooking the confluence towards the district of Venezia is host to many state-sponsored plays and traditional cultural displays. There is a play most nights of the year, with several resident theatre companies rotating and fighting for the premium nights, and taking in a showing is a must-do.

Image Biblioteca Centrale - Although the original central library of the nation was burned to the ground in the great fire of Theodora, many of the ancient texts held within it were rescued by brave individuals, some of whom surrendered their lives in the name of history and literature. Most of what we know today about Oasirica is held today in the restricted sections of the Biblioteca Centrale, guarded by the Literary Monks of the Magisterium. Many historical exhbitions are held in the halls, and are well worth a visit.

Image Grande Cattedrale di Sant'Elia - Built in honour of the eponymous Sant'Elia, this grand structure is incredibly ornate, and is the largest religious building in the entire nation. The frescos and woodcarving inside simply have to be seen to be believed.

Image Cittàvecchia - The old town of Penthesilea District is the original seat of the city we now know as Sant'Elia. With spiralling streets, rickety constructions that appear to defy gravity, and labyrinthine alleyways, this area of the city has a certain character of its won that it is encouraged that visitors experience.

Image Il Colosseo - The stadium of the national team, this giant construction coated with stained glass and lit by oil lamps also has something for the non-football fan. However, most visitors come for the football, with more and more tickets for the final match of the Acquan football season, the final of the Trofeo del Magisterio, being snapped up by foreign visitors keen to soak up its famous atmosphere.

Image Città Condensatori - Whilst not an attraction for the people of the city, these vast banks of condensers that draw drinking water for the city from the river through extensive mechanical processes can be of huge interest to the foreign visitor. Prone to breaking, displaying centuries of educated guesswork in the construction, and relied upon by the city for its water, these ranked condensers have long given steady employment to those in the city - with one football club formed from their workers union now playing international football. Coincidentally, also the region's foremost supplier of obsidian flakes.

Image Djocoranga Distretto - The original home of many of the Djocorangan immigrants who were immune to La Plaga, this region in the north of the city continues to retain a certain Djocorangan feel to it, and it is rightly revered by those who visit as a sort of pilgrimage in honour of those who rebuilt this city, and the nation beyond.

Image Festival Acustico - Along with Il Colosseo, the Festival Acustico was one of the first buildings undertaken after after the eradication of La Plaga. Built on the site of a traditional meeting point for musicians, the impressive construction is dedicated to the performance of traditional acoustic Acquan music, as well as including many of the greatest restaurants in the city around its lower tiers.

Image Grande Ponte - A three-way construction between Olinda, Penthesilea, and Confluenza districts, the Grande Ponte is a Y-shaped bridge that is a complex junction, suspended over the water, as well as being two tier, with road above metropolitan rail - though that isn't that visible on the picture.

Image Palazzo del Magisterio - The seat of the Acquan policy-makers, this grand complex of palaces and halls contains a great many secret passages, and even has things like football stadia tucked away inside it. It is rarely open to the tourists, so if you get a chance, seize it.

Image Despina Paludi - The marshlands in the east of the city are protected by the Grand High Cardinal himself, and he likes to go for walks around the wetlands when the chance arises. Without his protection, the wetlands would surely have been developed upon like those further south already.

Image Museo del Tempo di Pausa - The Museum of the Pause Time is the premium depository of Pause Time information in the multiverse, as the name might imply. A visit to its purpose built halls and galleries is a must for any visitor who wants to understand the ways in which this complex city works today. A great undertaker of research.

Image Bauci Osservatorio - Once the house of great telescopes that would scour the night sky, the observatory now lies empty, the telescopes long lost. However, the great complex of buildings that sits atop the mount at Baucis is as good a place as any to enjoy fine views across almost all of Sant'Elia.

Image Ottovoci Teatro Dell'Opera - Named after the voices of the eight singers and performers that founded the institute, the Ottovoci has single-handedly kept the art of opera alive in the nation throughout the Pause Time, and although it is thought no new works of historical significance will be found in the Biblioteca's reading shelves, the performances are as true to historical accuracy as can be gathered, and therefore offer a great snapshot into the life of Old Oasirica.

Image Piazza del Palio - The Piazza del Palio in Venezia district started out as just a simple piazza amongst hundred in the city, but it became host to a traditional race between the horses owned by the houses of the city's districts. The nobility have been replaced by teams whose job it is to represent their districts, and these days the race, or 'Palio', is held twice a year on the equinoxes at noon. Racing is highly competitive, with riders racing bareback around the piazza and on laps of the surrounding streets. A huge gambling culture exists around it, fuelled by civic pride in each individual's district, and it is not uncommon for blood to be spilled either on the track or in the stands. A hugely exciting watch if you can find a ticket.

Image Parco Nationale di Cittadella - The second of the two national parks in the capital city, Parco Nationale di Cittadella is a hilly and wooded area in and around the Zaira Selva district, and is home to the original Distretto Djocoranga. It is a popular destination for short breaks for those in the city centres, more popular than the beaches and the Paludi thanks to its pleasant shaded hillocks and crests.

Image Ponte dei Morti - The Bridge of Death is a bridge in the north of the city over the Elia River. The original reason for its morbid name was lost with the Pause Time, but like any legend, it has grown and changed over time. The current story goes that the entire population of the unusually inhabited bridge over the river was struck down in the sleep by the cold hand of death, only for the exact same thing to happen two weeks later, supposedly the work of mechanical cultists who believed the bridge-dwellers were keeping secrets from the hands of the Magisterium. Quite how killing them all was supposed to spill the secrets isn't clear, however. These days, the bridge is a highly sought after address.

Image Università degli Studi di Oasirica - The first university in the nation, the old university of Oasirica was born from the efforts of some of the foreign visitors way before the Pause Time. Although it is not known today exactly where those visitors came from, the nicknames for the region, university, and local football team have stuck - Internazionale.

Image Valle del Principe - The Valley of the Princes is the dominant geographical feature of the city on the eastern side of the rivers, and is a deep gorge that sinks to below sea level, flanked by two hills on either side that rise fromteh ciy fabric only to plunge suddenly in its cliff-faces. Legend has it that it was Sant'Elia himself who, angered by the opulence and arrogance of his fellow princes, struck the hill on which they favoured chasing the local women with his silver spear, creating the huge gorge present today.


Football
The nation was not chosen as one of the co-hosts of the Baptism of Fire along with Iturributa for no reason. The sport is huge in Ossidiacqua. And I mean, huge. Sant'Elia is the capital of the nation, and the centre for football in the nation, with three of the so-called 'big four' hailing from the city. Indeed, a grand total of thirteen professional clubs come from the city, a huge proportion of them when considered nationally, and the stadiums are famed for each being more different than the last.
El Imperio (CA Conquistadores), is a 95,411 seater in the Elia district, known for sitting atop one of the hills that makes up the Valle Del Principe. It lights up at night with great flaming torches being lit on all the giant golden eagles that decorate its top.
Rue de Novembre (Internazionale), is a 74,100 seater in the Civetta district, known for sitting as part of the University developments, and having been renovated several times, such that all the plumbing is now external of all walls to allow ease of further renovations.
Palacios Luis Stade (Atletico Sant'Elia), is a 56,033 seater in the Valdrada Este district, known for being constructed on the foundations of one of the old stately homes of the city in the same style, the playing field being on the site of the former courtyard.
Estadio Acqua (Condensadores CD), is a 93,300 seater in the Confluenza district, known for being something of an exhibition of condensing technology, and as such features great channels, fountains, and elaborate waterfalls that snake and twist their way around the stands after the water is extracted from the atmosphere by the condensers that surround the roof. The water then irrigates lush gardens and plantings inside the stadium, making it a little like playing in a botanical garden.
Stadio Municipal (Magisterio AC), is a 72,941 seater in the Nord Penthesilea district, known for being the home of the club of the administration that is the life blood of the nation This stadium looks like any other building in the Magisterium complex, and it is only when you enter through its grand doors that you see it is a large and intimidating stadium.
Stade de la Mer (AS Débardeurs Nationale), is a 61,031 seater in the Venezia district, known for being located in the docklands of the capital city, and actually floating on the water itself, accessible only by bridges.
Stade Blanco (Caballeros CF), is a 89,770 seater in the Isaura Este district, known for being built on the site of the old barracks and stables in the capital, and is nicknamed 'white towers' by fans. Every stand is marked by a rickety wooden tower on both corners as well as in the middle, and the whole stadium features extensive battlements and is painted white.
Stadio Nero (Clube Esporte de Penthesilea), is a 40,683 seater in the Penthesilea Sud district, known for being so closely intertwined with the old streets and houses of the old town that many house and streets actually twist their way through the stands, meaning many residences feature great pitch views, and some seats have their views obstructed by chimneys
Olimpico Sant'Elia Arena (Stade Olimpico FC), is a 56,241 seater in the Baucis Sud district, known for almost entirely constructed from mud bricks, with only the merest wooden framework.
Esercizio Terreno (Berenice-Fedora), is a 38,671 seater in the Berenice Sud district, known for opening straight out onto the beach, with great sea views from the other three stands.
Estadio Ciudad (Pro Libertas), is a 18,752 seater in the Moriana Sud district, known for being flat on four sides and featuring a great stand on the fourth that often plays host to great political rallies by those rebels that the Magisterium allows to practise free speech.
Stadio Jose Carlos (Il Djocoranga CR), is a 19,467 seater in the Zaira Selva district, known for bring surrounded by the very woodlands that make most of the district a national park.
Stadio Sable (CD Cerro Nero Aglaura), is a 19,628 seater in the Aglaura district, known simply enough for being painted black. Everything is painted black. Everything. Supposedly, this is to commemorate the four blackened oak trees that were all that was left of central Aglaura's parkland following a devastating fire during the Pause Time.
And, last but by no means least - Il Colosseo (National Stadium), is a 103,450 seater in the Venezia district, known for being lit by oil lamps and featuring vast walls of stained glass. It is a treasured landmark, being one of the first buildings built by Acquans following the eradication of la Plaga, as the nation began to reinvent itself during the Pause Time.

Future
Should Sant'Elia win the title of the Capital of Culture, a great deal of fuss will be made. The festivals that already exist in the city would be given a great deal more funding, and international coverage will be invited and international visitors encouraged to attend them. A travelling roadshow of Sant'Elia cultures will be initiated, travelling first the rest of the nation, and then the rest of Rushmore so the whole region may benefit from the festival we will enjoy here in the Grand Old Lady. A grand Festival Sant'Elia will be funded, with each district funded and instructed to produce their own floats and attractions for a great parade that will last the whole day and walk around the whole centre of the city. More conservation projects will be undertaken in the marshes and national parks of the city. The hives of hotels and accommodation are well equipped to absorb the many thousands of visitors that are projected should the city win, and the people are warm and welcoming.

In all likelihood, the overseer of the festivities will be the Grand High Cardinal Giocomo Re, and believe me when I say that there is nobody on the face of the region who wants to see the city of Sant'Elia covered in the glory and recognition it deserves. As such, the Magisterium is completely funding the Capital of Culture bid. He and the Magisterium truly believe that the history and background make-up of Sant'Elia make it an absolutely unique and interesting city in the region of Rushmore, and we believe that not just Sant'Elia, but the whole region would benefit from the appointment of Sant'Elia to the title of Capital of Culture. For you see, in a city where old and new overlap and intertwine so readily, the Oasirica and the Ossidiacqua, you would not really be appointing one city, but two.

This is the formal bid of the city of Fortune, Kitsunia-Deesse for Rushmori Capital of Culture.

In opposition to the big cities that face Fortune for the position of Capital of Culture, Fortune is a rural-looking city, crowded by green all over it. And that's not toxic green we are talking about, it's florest green. The green of the leafs, the green of the grass, the green that is beared on the nation's flag. It's the type of green the whole world needs and deserves. Welcome to Fortune.

The city however doesn't live like a small hidden village in the forest. It also has some very interesting buildings. The most important building to the people who live in Fortune is the Temple of La Déesse, governed nowadays by La Déesse X, the encarnation of the Godess that leads Kitsunia-Deesse to existance. In fact, the name of the city, Fortune, is in homage to the birth name of La Déesse III. Other creatures such as dragons are very well considered and prayed to, following the multi-beliefs that generate Kitsunism.

Fortune doesn't dissapoint when the issue is education. Like most cities of the country, instead of the normal Universities here and there, each city has training areas, where the Kitsunes are teached to have a special profession in order to mantain the survival of their people and their leader. The biggest training area of the country is in Fortune, named Centre d'Lafayette.

Fortune was originally built on the top of a fallen city. While most of the area has already been taken by Kitsunes, a small percentage (around 5%) is mantained in silence as a way of respect. There isn't a definitive name to the fallen city, but most use the name Tombésville, Fallen City in french.

Fortune hosts several festivities, but the most known one is Jour du Dragon, where the elder tell the youngsters about the legend of a purple dragon who saved its tribe from destruction on the hands of a sorceress. In this festivity, a Dragon's head statue spits fire. This statue spits fire solely for the day of the celebration every year.
The main economical activity of Fortune is mining. Non-stop activity that is given to the strongest Kitsunes of the village. Fortune has recently decorated their mining areas, creating things such as the famous Dragon Mill. Mining has a very strict conjunct of regulations, that are followed fully by the city, ensuring rights to their workers and a good life.
Houses in Fortune tend to be built in oriental form. They tend to be very organized on districts that have most of their habitants to be architects. A high point would be the neighborhood of Isatora, a neighborhood filled of Architect Kitsunes. Other cities have sponsors backing up their bid. Other cities have high skyscrapers... Maybe it's time we return to a simple city. A city that prefers to don't marvel your eyes with height, but with simplicity and effience. This is Fortune.
