Personality: Liz wants to enjoy her life to the fullest, so she tends to be good-tempered and intrepid, sometimes forgetting her own mortality; this sanguine temperament is sometimes replaced by one that's more secretive and phlegmatic. She can be quite crude or over-spontaneous, for example regarding her sexuality; in short, she's bisexual and adventurous, as the concept of sex and any human sexual instinct do not apply to her. She also has this thing where she chews a lot. Gum, straw, tobacco, etc.
History: Existing within the ethereal realm as long as she can remember, Elizabeth - or Liz as she had started to call herself - watched the Earth as humanity started to rise as one of the most prominent beings on the planet. During her first few lifespans she had no gender, nor a form to identify herself with. As human became the dominant species, she assumed the form of one, shaping herself in their image. Time passed, and Liz developed emotions and feelings that made her yearn for a life on the blue planet she had watched for all that time. During some magical anomaly - probably caused by Crowley - she managed to cross over to the other side and enter the body of a newborn child who had already been passed off as dead. Through an apparition that spoke to her during childbirth, the mother was convinced that God brought her child back to life and thus called her Elizabeth, as the spirit said to her. Liz lived her early years as a regular little girl, with some exceptions. At the age of ten she had her mother buy a deck of tarot cards, which she became slightly obsessed with. Using her powers, she managed to use the cards as gateways to the ethereal realm and summon some of her 'friends'. Her parents found this strange, and identified her as magically gifted. When she reached the age of 17 they decided to send her to Elfen High, because they got slightly concerned about the possibility of her new friends possibly killing someone.

Functions as a magical healing bandage when placed on a wound.

V. Pope (often also titled 'Hierophant')
Transformation: Hermes
Ability: High speed.
VI. Lover(s)
Produces pheromones and bathes the user in them.
VII. Chariot
Summons a chariot for transportation. Tends to be a car these days.

Gives the user angel wings.
IX. Hermit
When placed on an object or person, this card turns it invisible.
X. Wheel of Fortune
Conjures a random object.
XI. Strength
Shoots a blast of force out of the back of this card.

XII. Hanged Man
Summons a metal-clad warrior, Dullahan, wielding an exceptionally large blade and missing a head.
XIII. Death
Transformation: Thanatos
Ability: Shadow control.
XIV. Temperance
Thrown card. Entangles and restrains a target.
XV. Devil
Summons the Balrog, scaled down to fit in a room or regular size depending on how much energy is infused in the card.
XVI. 'Maison Dieu' (often also titled 'Tower')
Erects an energy shield in the same shape of the card, only much larger.
Must be constantly powered and held up to face the blast or incoming strike in order to be even remotely effective.
XVII. Star
Thrown card, Lightning.
XVIII. Moon
Thrown card, Ice.
XIX. Sun
Thrown card, Fire.
XX. Judgement
Summons persona's of one of the Horsemen of the Apocalypse (not the Horsemen themselves, but ethereal representations). The stronger the horseman's power, the lower the chance and the higher the energy it requires to summon. (Conquest, War, Famine and Death)
XXI. World
Opens a gate to another realm. (Requires a shitload of power)
XXII. Fool
Transformation: Izanagi
Ability: Has a lot of blades, obviously.
Notes:
- Cards like the Lovers, Hermit and Justice must be kept on the user to remain active and will constantly draw out energy from him/her.
- Summoning cards also draw energy from the nearest magic user. (Except for Emperor/Empress, that work like thrown cards)
- Transformation card (Fool, Death, etc.) fuse with the user and can be deactivated either by will or when the user is knocked unconscious/killed.
- Thrown cards require only a little power, some sort of activation energy.
- If more power is infused in a card, the effect will be enhanced. Counts for every bloody card in the deck. Bigger shield, stronger transformation and full-size Balrog, shit like that. (Powerful summons/transformations tends to be impossible for Liz to handle on her own, as activating the card will already draw enough energy to make the entire duration last less than a minute before the card runs out of power.)
I think that covers it, plus adds some limitations.
