Shrug.

That's what happens to liberal democracies. They become more and more authoritarian as the people realize that they can vote themselves more and more shit at their neighbors expense. Eventually, reactionary elements rise to check the expropriation and install a greater institutional authority to stop the bleeding. Sometimes that leads to a constitution - which creates a more authoritarian (relatively speaking) limit on the will of the people and sometimes it results in a dictator who speaks as the manifested will of the people and results in an explicitly authoritarian democracy.
