In response to your question on proximity, it is in fact that case the Kyrian Republics are not 2 hours away from Seculartopia.
Secondly, your excellency, several thousands soldiers are already in Darwin under your command, meaning a large workforce is already prepared and it is only the construction materials and experts that need to be transported.
