You might want to consult the nice ladies and gentlemen in this thread about whether your navy as you posted it, even with your addition of a budget far beyond anything reasonable, is even halfway realistic. Besides the obvious of only two shipclasses actually named and still lacking any specifications.
As do I lack an answer about the homing and targetting systems of your torpedos.
Still making them. I have the specifications in some pieces of paper that's well organized, and all it takes is for me to get them to my factbooks, which will be hard to do since much of my time is spent in class.
