Castilla Doctrine [open to all]

To the International Community and the representatives of the parties therein,

I, as the President of the United Republic of Emmeria, would like to notify the International Community of the official declaration of the Castilla Doctrine, whose main points were described during my own State of the Union Address last night. Although the specific details of the doctrine are distinct and new, its policies have been implied during this past term of my presidency through the form of the actions undertaken or supported by the United Republic.

In the interest of freedom and liberty, in the interest of democratic institutions, in the interest of protection, in the interest of the right to live, and in the interest of the people of the United Republic of Emmeria, I, Luis Castilla, as President of the United Republic of Emmeria, hereby declare the Castilla Doctrine an integral element of United Republic foreign policy.

The essential points of the doctrine describe that the United Republic:

Will condemn authoritarianism wherever it may exist or arise;
Will offer humanitarian assistance to oppressed people who require it;
Will interpret and perceive any attempts of inhumane tyranny as a direct threat to international peace and security;
Will provide assistance and support to rebellions against oppressive government regimes;
Will rescind diplomatic recognition of governments that commit inhumane, barbaric atrocities;
Will undermine the sovereignty of such governments while recognizing publicly anti-regime opposition movements;
Will refuse to export military equipment to such nations;
Will support the principles of popular sovereignty wherever a tyrannical government has been uprooted or otherwise defeated;
Will openly provide aid to nations under the threat of oppression;
Will take into consideration the use of military force should the situation dictate and warrant such;
Will openly support and launch slave-liberation operations alongside its allies;
Will make no distinction between oppressive nations and those that support their innumerable evils;
And will consider the responsibility to protect people from violation of their rights an inherent and intrinsic responsibility of the United Republic of Emmeria.

The interventionist stance of the doctrine is one supported by the United Republic and its allies. A full copy of the doctrine is included below.

Ever since the Emmerian Declaration of Independence was signed and ratified by the first fourteen states on July 7, 1801, the United Republic of Emmeria has persistently fought against the evils of oppression and tyranny for the fruits of liberty, freedom, protection, and prosperity. Despite the ongoing campaigns against the brutal treatment of innocent people, it has been made clear time and time again that a large number of authoritarian dictatorships still litter the world, counter-productively negating the hard work of the countless millions of brave men and women who have placed their ideals and their lives on the line in an effort to promote freedom for billions of innocent people otherwise deprived of their inalienable rights. The occasion has thus been deemed proper for asserting, as a principle in which the rights and interests of the United Republic are concerned, that the United Republic of Emmeria, by the free and independent condition with which it was established and continues to maintain, will actively combat oppressive regimes around the world who abuse their power and violently expropriate from their citizens otherwise inherently inviolable rights, under the basic principles and self-evident truths that all men and women are created equal, that they are endowed with certain inalienable rights, and that among these are life, liberty, and the pursuit of happiness; the goal of which being to announce that the United Republic shall stand defiant against tyranny and against oppression, and it shall never rest, nor shall it falter, until the last evil on this Earth has fallen.

It is thus to be made clear that the United Republic, with all appropriate powers, rights, and responsibilities vested in it, will henceforth (1) condemn authoritarianism wherever it may exist or arise; (2) that it will offer humanitarian assistance to oppressed people who require it; (3) that it will interpret and perceive any attempts of inhumane tyranny as a direct threat to international peace and security; (4) that it will provide assistance and support to rebellions against oppressive government regimes; (5) that it will rescind diplomatic recognition of governments that commit inhumane, barbaric atrocities; (6) that it will undermine the sovereignty of such governments while recognizing publicly anti-regime opposition movements; (7) that it will refuse to export military equipment to such nations; (8) that it will support the principles of popular sovereignty wherever a tyrannical government has been uprooted or otherwise defeated; (9) that it will openly provide aid to nations under the threat of oppression; (10) that it will take into consideration the use of military force should the situation dictate and warrant such; (11) that it will openly support and launch slave-liberation operations alongside its allies; (12) that it will make no distinction between oppressive nations and those that support their innumerable evils; (13) and that it considers the responsibility to protect people from violation of their rights an inherent and intrinsic responsibility of the United Republic of Emmeria.

It has been decisively established, without discounting the tireless work of many noteworthy individuals, that throughout history oppressed peoples have been unconcernedly neglected by the bulk of the International Community, which has for far too long refused to take action, and forced these peoples to take upon themselves the burden of removing an authoritarian regime from power in the interest of establishing a free nation, and that it is a burden which free nations rightfully should henceforth spread amongst themselves with the sole purpose being to liberate the oppressed. As oppressive nations are to be considered detrimental to international peace and security, this Doctrine is not regarded as unnecessarily expansionist.

The Doctrine then begs a legitimate question regarding the status of benevolent or otherwise moderate dictatorships, to which the policy of the United Republic is to be described as inherently neutral, unless the aforementioned dictatorships display hostility towards the United Republic, the occasion on which the United Republic will retaliate with appropriate measures and recognize the hostile government as an illegitimate totalitarian power. Governments judged by the United Republic to be oppressive, including, but not limited to, totalitarian dictatorships or autocracies, tyrannical absolute monarchies, authoritarian oligarchies, radical stratocracies, or extremist theocracies, are all subject to the consequences specified by the policies in this Doctrine, unless they have agreed with and specified a number of essential civil freedoms and these freedoms are considered both valid and well enforced.

Furthermore, the status of a region where an oppressive government has been removed from power, as previously specified in the Doctrine, is protected under the principle of popular sovereignty, whereby the local population has the right to determine its government, a principle which, under the ideals of the social contract between state and self, is fully supported by the United Republic Declaration of Independence, a document that is considered among the essential documents upon which the United Republic was founded and upon which all government policies, this Doctrine included, are based. The oppressed peoples are to be openly invited to become a territory or protectorate of the United Republic of Emmeria; as a territory the people would be recognized as citizens and granted appropriate rights, privileges, and protection, and as a protectorate they would receive protection against attackers as a close ally of the U.R. However, becoming a territory or protectorate is not a mandatory requirement, but merely an arbitrary invitation for which the consent of the reformed government of the liberated peoples or the peoples themselves in the absence of an established government is required. It is difficult to more strongly stress the importance for oppressed peoples of the world to openly protest against their respective governments, a right considered intrinsic and inviolable for all people and often a necessary obligation for the people of the oppressed nations under certain circumstances.

Finally, the United Republic invites all free nations of the world to participate in its continued, protracted campaign against tyranny, fully understanding that the oppressed shall always overcome the oppressor by any means necessary, and that this Doctrine mandates the right and obligation to do so an essential responsibility of the United Republic and all other free nations across the world.

The Burns Amendment
To the Castilla Doctrine

Under various circumstances it is necessary to amend previously defined foreign policy, and to further clarify particular policy goals in order to increase overall cooperation and the successful implementation of such policy on a universal basis.

Under such an objective it is necessary to assert, where the interests and principles of the United Republic are concerned, that the United Republic of Emmeria, under the free and independent condition with which it was established and continues to maintain, will actively oppose all oppressive or extremist political, economic, or social policies of governance across the modern political spectrum. Whereas opposition to fascism was explicitly defined in the original issue of the Castilla Doctrine, it is essential to declare further opposition to ideals of all forms of communism not inherently tied to Republican ideals of the Founding Fathers of the United Republic of Emmeria.

The United Republic, with all appropriate rights, responsibilities, and powers vested within it, will hereby oppose all forms of hardline fascism, communism, tyrannical absolute monarchism and autocratism, and all forms of government specified in the original issue of the Castilla Doctrine. As a precautionary measure it is necessary to clarify that "communism" does not refer to moderate democratic socialism.

The essential nature of each of these forms of governance represents oppressive ideals to which the International Community has yet to respond, and it is seen as an inherent objective of the Free Nations of the world to oppose these ideologies wherever possible and promote the free and independent pathway. Such a stance is supported by the founding documents of the United Republic of Emmeria, and is inherently tied to the original objectives of this Doctrine.

It is understood that opposition to communism and fascism, both on opposite sides of the political spectrum, may result in potential conflict between two entirely unique and extremist political ideologies. In such circumstances, it is understood that the United Republic shall take a varied and measured response in order to promote the free condition in order to best spread the blessings of liberty and freedom across the world.

We are pleased that another nation has taken up the fight for freedom. Unfortunatly ournation is having rpblems with the crime rate but once that is out of the way, we would gladly support you in any of your endeavours. Tothia has always beleived in freedom, and simply declaring that you're free does not mean you ARE free. We applaud you for also realising this. Expect help where-ever and when-ever you need it as long as we can answer the call without putting our country at risk.

Most esteemed representative of the United Republic of Emmeria, President Luis Castilla,

It is my duty as minister of foreign affairs to write you this message. We have noted your membership of the International Coalition for Expansion (which shall be referred to as the ICE) with some degree of worry. Yet we postponed the debate within the central government concerning our position on this until on the charter revisions of the IRC, following the Quendi declarations, would be made public. However your last open communique pertaining the United Republic’s new doctrine, which is called ‘The Castilla Doctrine’ was sufficient as evidence to satisfy the collective mind of the Central Government.

The Hegemonic Union has members and interests stretching through most of the region, because of that we have a vested interest in regional stability that favours the Union. We as a result oppose foreign threats that could upset the sphere of influence, threats that would harm our political, social and economic stability. To that extend we have system of classifying foreign powers according to their foreign policies and political doctrines, and how they may affect the Union. As you might understand the new situation required that we give The United Republic a new classification.

The United Republic is a member of the ICE, an organization whose objective is self admittedly expansionism, whilst under a pretext pertaining governmental forms and doctrine of the victim, pretexts that as you may know we do not don’t see as relevant of in accordance with our own political doctrine. This has been furthered by your new doctrine promising overt and covert aggression against states under similar pretexts, which leaves us no choice.

A nation that clings to the illusion of a central moral authority, one for whom the non-existent and abstract concepts of an inadequate culture imperialist agenda forms the basis of policy, is one that has either lost its senses or is lying to get a domestic and foreign justification for its own ambitions. Ambitions which to us are naked truths which we see clearly regardless of the rethoric these nations espouse is their obligation to humanity. Such a terrible lie and illusion. The unenlightened states are a threat to stability and security and they do not see reason or understand the geo-political world and the true path which forms the basis of our doctrine.

For such a nation we hold only contempt. We have no illusions about how the unenlightened nations view us, we chose the form of government that work best for us. This differs per nation and we respect that by not basing our foreign policies on it through the policy of political apathy. However many consider us a tyrannical regime because we don’t hold nationwide elections or see political and social sabotage as a ‘human right’. By this we understand that according to ‘The Castilla Doctrine’ we fall under its targets. This is of course a direct threat to the Hegemonic Union.

Thus we, the central government of the Hegemonic Union saw it necessary to re-classify the United Republic of Emmeria as an unenlightened hostile moral imperialistic state with an interventionist policy targeting the Union and its members, allies and interests with the intent of destabilization and destruction of the state.

Under normal circumstances this would entail a denial of entry responsive status effecting the movement and entry of that states assets and members within the HU area, the region that contains the Union’s member states, allies and interests. But because the United Republic is an native Pardesi nation opposed to extra-regional one and resides within our area of interests with both proximity to Natalia and a good portion of our shipping lanes we have to apply a different status. For it would otherwise result in a direct blockade which is an act of war. Which we prefer to avoid.

As a result we bestow upon the United Republic the following as art of the revised responsive status:

- The Hegemonic Union declares a political, social and economic embargo upon the United Republic of Emmeria, prohibiting import and export of goods, the establishment of embassies and the movement of citizens of both states between the United Republic and the Hegemonic Union. We currently have no embassies of the United Republic within the Hegemonic Union and vice-versa. In addition all people with the Emmerian nationality currently residing within the Hegemonic Union (both temporarily and permit) will be deported back the United Republic, with guaranty that they will not be harmed.

- The establishment of no-go zones in both Union’s airspace, maritime EEZ and specific area near member states. Through the enforced power of the Unified Armed Forces which shall possess shoot on sight orders for any United Republic military and non-military asset trespassing in defiance to these zones.

- A military policy of counter-intervention. We shall see any attempted intervention within Pardes Elion as an attack of the Hegemonic Union’s interests, requiring an appropriate retaliatory action directed at the United Republic of Emmeria.

As is the truth, United republic is not obligated to accept this by any universal principle as is not a law we enforce upon you, but that matters not to us. You can limited yourself by this or stand in deviance against our assertion of sovereign power, which we consider a right claimed by our will. What we want you to understand is that this is not so much a threat as it is a warning. That you may better understand our position before the United Republic takes any sort of action and that it might grant you some insight and foresight to the consequences of your actions. Less you do so in ignorance.

To the esteemed Minister Mitalref Lraga and the foreign relations officials of the Republic of Tothia or their representatives otherwise,

First and foremost the United Republic wishes to express its pleasure to the Republic of Tothia that they follow the basic, essential principles of freedom and civil rights. We do however note and recognize that internal problems are to be dealt with prior to conducting interventionist foreign policy, and thus we fully understand your concerns regarding your nation and we promise to inform you when your help is required.

We have come to a regrettable conclusion that hostilities with the Hegemonic Union cannot be avoided. With due respect, many of the concerns suggested by the Hegemonic Union are not considered by the United Republic to be legitimate or well-supported by the statement issued by the Hegemonic Union.

The first of such claims is the statement indicating that "[a] nation that clings to the illusion of a central moral authority [...] is one that has either lost its senses or is lying to get a domestic and foreign justification for its own ambitions." The Hegemonic Union then proceeds to declare these so-called "ambitions" as "naked truths", and states that the very fact that the nations uphold international civil rights make them impossible to reason with, further mentioning that civil rights for all people is a vision that is "[s]uch a terrible lie and illusion".

However, the Hegemonic Union fails to support its belief that the adherence to rights and freedoms is such an "illusion", and further does not clarify the nature of the so-called "ambitions"; this leaves the only example for support being the Hegemonic Union's own government, one which evidently, according to various statements made in other areas, consistently considers the concepts of egalitarianism to be a lie (Exhibit 1.1), considers democracy to be "death" (Exhibit 1.2), and considers all free nations to be "unenlightened". An international affairs advisory organization of the United Republic Department of Foreign Affairs confirmed that accusations of "unenlightened" nations being unnecessarily "expansionist" are elements found in a large majority of recent open diplomatic communications conducted by the Hegemonic Union (Exhibit 2).

We do not clearly understand the blind, close-minded approach displayed by the nation you represent, Minister Lraga. It is no surprise that, although specifically stating that free nations "do not see reason", the Hegemonic Union's policies are inherently and incredibly obstinate and shortsighted themselves; such a hypocritical overall policy is consistent with other internationally released communications from the Hegemonic Union, which thoroughly deviate from international interpretations of the responsibility to protect. It however comes as no surprise that a nation so utterly opposed to democracy and basic freedom would be thoroughly opposed to the Castilla Doctrine.

Although we would like to avoid hostilities with the Hegemonic Union as it is not generally considered an ultimately oppressive totalitarian government, the Hegemonic Union has initiated such hostilities itself with specific declarations against the United Republic of Emmeria. We accept the deportation of Emmerian citizens in the Hegemonic Union back to the United Republic, and will welcome them with open arms. However, our policies of liberty prevent our nation from deporting Tehraanian or Natalian nationals back to their respective nations without appropriate reason, and thus will not do so against their will unless specifically requested to do so by the Hegemonic Union. Should the Hegemonic Union request its citizens to be expatriated back to the Hegemonic Union, appropriate actions will be taken by the United Republic in compliance with such requests, and we shall ensure that none of the individuals are unnecessarily harmed during the process.

We consider the policy of "shoot-on-sight" and the fact that it is directed at both military and commercial assets of the United Republic to be overly aggressive and irrational and a threat to international trade, although we shall comply with these policies and issue a statement disallowing Emmerian-flagged aircraft and ships from "trespassing" into the specified zones. In compliance with World Assembly regulations on international trade we shall not do the same to non-military Hegemonic Union-flagged assets; military assets of the Hegemonic Union trespassing on Emmerian interests will be treated with hostility and escorted out of the restricted zone, and may be fired upon (initially with mere warning shots) should they resist. As with the Hegemonic Union's similar, yet potentially hypocritical, statement, we would also strongly prefer to avoid war.

In accordance with the Castilla Doctrine, the Hegemonic Union has been declared a potential enemy of the state of the United Republic, and the United Republic will deny any and all foreign military sales requests to the Hegemonic Union.

Finally, we acknowledge the Hegemonic Union's counter-interventionist policy in dealing with the United Republic's actions in the region of Pardes Elion, and interpret this policy as a direct threat to the peace and security assured by the Castilla Doctrine.

We would also like to inform the Hegemonic Union that we fully understand the position and consequences of the Castilla Doctrine.

We are appalled by your newly instated interventionist policies. Despite the obviously good intentions of the Castilla Doctrine, it will cause unnecessary conflicts between you and the nations being condemned. These acts tend to contribute to the rise of imperialism and expansionism, therefore it should be in all of our best interests to change its conditions. We find fault with the following excerpts, denoted by bullets:

•the United Republic shall stand defiant against tyranny and against oppression, and it shall never rest, nor shall it falter, until the last evil on this Earth has fallen.

The ideas of tyranny and oppression can be interpreted differently depending on the affiliation of the interpreter, therefore an inclusion of your definition of said ideas would assist in clarification.

•that it will support the principles of popular sovereignty wherever a tyrannical government has been uprooted or otherwise defeated...

If the tyrannical government was uprooted by a group that created an equally or more oppressive regime, what actions, if any, would be taken?

•that it will make no distinction between oppressive nations and those that support their innumerable evils...

A free nation that did not oppress its people might, under certain circumstances, support the oppressive nation. There would be a clear distinction between the two nations, so surely the free nation would not be condemned as well as the nation it supported.

•The Doctrine then begs a legitimate question regarding the status of benevolent and/or otherwise moderate dictatorships, to which the policy of the United Republic is to be described as inherently neutral, unless the aforementioned dictatorships display hostility towards the United Republic, the occasion on which the United Republic will retaliate with appropriate measures and recognize the hostile government as an illegitimate totalitarian power.

If said dictatorship were to show hostility towards a democratic nation other than yours, what measures, if any, would be taken?

•The oppressed peoples are to be openly invited to become a territory or protectorate of the United Republic of Emmeria, whereby the people would be recognized as citizens and granted appropriate rights, privileges, and protection; however, becoming a territory or protectorate is not a mandatory requirement, but merely a suggestion.

We suggest that the sentence above be removed from the Doctrine. It is blatantly expansionist, and if the oppressed peoples truly want to become a territory or protectorate of Emmeria, then they would surely make a request on their own.

We would also like to add that if this is taken to extremes, then it will most likely give way to imperialist policies. Therefore, instead of installing democracies, it may undermine your own. May this only be a warning.

In conclusion, we the people of the Republic of Segland, condemn the Castilla Doctrine in its current state. We believe that changes must be made to maximize its efficiency and promote its true intentions, and without amending it, the Doctrine is nothing but a path to authoritarianism, the very thing it was created to destroy. The Chancellor is hopeful that you will heed our warnings and answer our inquiries about the contents of the Castilla Doctrine. Understand the consequences and implications it may bring about.

Before all else the United Republic would like to thank President Bard and the rest of the Dissant Machine Empire for their generous contribution of USD $100 billion to the cause of freedom and liberty. It gladdens us to see that other nations are also devoted to our cause in support of the Castilla Doctrine, and we are deeply satisfied to inform you that your donation will go directly to the further enforcement of the Castilla Doctrine. In order to facilitate further, closer ties between our two nations, we suggest that you file an application with the United Republic Department of Foreign Affairs. Thank you.

In response to the call to action suggested by Minister of Foreign Affairs Jethro Eillyard, we would politely like to inform you that the Castilla Doctrine, likely to your dismay, will not be modified or repealed.

First of all, the definitions of tyranny and oppression are clearly described as the suppression of inviolable, inalienable rights that are considered vital according to the United Republic Declaration of Human Rights, the first ever resolution passed by the United Republic Congress that detailed the first ten amendments to the Charter of the United Republic, describing a number of human rights deemed essential and nonnegotiable. Among these are the freedoms of speech and expression, freedom of religion, and freedom to protest. Abolishing these rights is generally regarded as acceptable grounds for being considered oppressive; however, the final decision shall be made by the president or his Cabinet with the assistance of advisors.

The inquiry regarding the replacement of a tyrannical regime with an equally oppressive one is an interesting one that has gained much deliberation and debate throughout Emmerian politics ever since the issuing of the Castilla Doctrine. It has generally been a consensus among politicians that, as the United Republic is aiding in both the liberation and the reconstruction of the nation and its once-oppressed peoples, it is highly unlikely that a tyrannical regime will replace the previous government; however, should this be the case, the United Republic would likely be neutral pending action by the aforementioned government. The precedent for such a policy has yet to be established.

Free nations will likely never be subject to harsher portions of the Castilla Doctrine despite their support of oppressive regimes; however, they may be victim of soft power such as diplomatic and economic sanctions and political pressure as well as condemnation. More significant actions will only be taken should the nation commit to disproportionately hostile action against the United Republic.

Should a dictatorship show hostility to a free nation under the grounds that their democratic policies are unacceptable, support will generally be towards the free nation in question. However, if the tensions between the two nations are not related to the oppressive policies of the dictatorship versus the free policies of the democratic nation, the United Republic will not take action in the matter unless obligated to through alliances or other agreements.

The section regarding the option of assimilation into the United Republic as a territory (a part of the United Republic) or a protectorate (sovereign nation under bilateral protection of the United Republic) has come under the purview of various political critics and the clause may be revised in order to clarify various issues that have little to do with your concerns; however, it will not be removed from the Doctrine as it is not considered "blatantly expansionist". We understand your concerns regarding the Doctrine's perceived potential to lead to imperialism; however, we do not see it as a path to further authoritarianism. This is because the protocols for the application of the Castilla Doctrine are very well defined and the doctrine does have its limitations in practical application to prevent imperialistic policies. The Burns Amendment
to the Castilla Doctrine

To the Congress of the United Republic of Emmeria

Under various circumstances it is necessary to amend previously defined foreign policy, and to further clarify particular policy goals in order to increase overall cooperation and the successful implementation of such policy on a universal basis.

Under such an objective it is necessary to assert, where the interests and principles of the United Republic are concerned, that the United Republic of Emmeria, under the free and independent condition with which it was established and continues to maintain, will actively oppose all oppressive or extremist political, economic, or social policies of governance across the modern political spectrum. Whereas opposition to fascism was explicitly defined in the original issue of the Castilla Doctrine, it is essential to declare further opposition to ideals of all forms of communism not inherently tied to Republican ideals of the Founding Fathers of the United Republic of Emmeria.

The United Republic, with all appropriate rights, responsibilities, and powers vested within it, will hereby oppose all forms of hardline fascism, communism, tyrannical absolute monarchism and autocratism, and all forms of government specified in the original issue of the Castilla Doctrine. As a precautionary measure it is necessary to clarify that "communism" does not refer to moderate democratic socialism.

The essential nature of each of these forms of governance represents oppressive ideals to which the International Community has yet to respond, and it is seen as an inherent objective of the Free Nations of the world to oppose these ideologies wherever possible and promote the free and independent pathway. Such a stance is supported by the founding documents of the United Republic of Emmeria, and is inherently tied to the original objectives of this Doctrine.

It is understood that opposition to communism and fascism, both on opposite sides of the political spectrum, may result in potential conflict between two entirely unique and extremist political ideologies. In such circumstances, it is understood that the United Republic shall take a varied and measured response in order to promote the free condition in order to best spread the blessings of liberty and freedom across the world.

As a stringent upholder of the rights of the sovereignty of nations the Free Republic must express its disdain to this position which the government of the UNITED REPUBLIC OF EMMERIA has officially adopted; a doctrine which calls for intervention against foreign states which operate under different laws and a method of government other than its own.

Nations who violate the intrinsic rights of their people infringe upon those peoples' own sovereignty. We do not recognize "rights of sovereignty" for oppressive governments.

Should you choose to read the Doctrine in question, put into place as foreign policy under the administration of my predecessor President Luis Castilla (who was, unfortunately, assassinated in office in May), you may come across Paragraph 2 Clause 3: "that it will interpret and perceive any attempts of inhumane tyranny as a direct threat to international peace and security".

Tyrannies inherently threaten peace and security, not only for their own people, but on an international scale. It is the responsibility of free nations to handle this unfortunate issue and give the people the right to govern themselves.

Whenever any form of government becomes destructive of individual rights and the consent of the governed, it is the right of the people and free nations around the world to alter or to abolish it, and to institute new government, laying its foundation on such principles and organizing its powers in such form. These ideals form the basis of our nation.

In response to your request, we are not interested in reconsidering our foreign policy in regards to a single request. If you are concerned about the foreign policy in question, please be advised that it will likely remain the same at least until the presidential elections this November. I myself am running for my party.

Having read and considered the Castilla Doctrine, I, as the Empress appointed by God and elected by the people of Ascelonia, see it in the interests of the Grand Republic and my conscience to reiterate my belief in the cause of liberty and to redeclare Ascelonia's supportive stance towards all states that adopt the values of non-oppressive governance. Therefore, the Grand Republic of Ascelonia offers its spiritual backing in Emmeria's endeavors to promote freedom across the world. As a free nation, we will continue to maintain a united front against the forces of tyranny and oppression. As the leader of a free nation, I will continue to voice my support for free markets, free trade, and civil liberties.

However, considering the wording of this policy, namely the "interpret[ing] and perceiv[ing of] any attempts of inhumane tyranny as a direct threat to international peace and security" and the lack of "distinction between oppressive nations and those that support their" actions, we cannot offer our full and official support for a doctrine with such broad interventionist aims. While we believe the free world has a role in advancing the cause of democracy and human rights, this role does not include the violation of a nation's sovereignty or the usurpation of the will of peoples abroad. Unfortunately, despite our efforts, there exist authoritarian regimes underpinned by popular opinion. In spite of the benefits of choice and free will, some people will inevitably choose to yield their rights and freedoms to despots.

The world is full of crude, sadistic, and misguided governments. Some are exceptionally evil and belligerent while others merely practice systems of economic oppression that harm their own people but not others. To put ourselves at odds with all of them and their allies would be unrealistic and far too idealist. We cannot categorize the savage Ralkovians in the same tier as peaceful collectivists the now defunct Anti-Communist Alliance sought to crush. Similarly, we cannot place the largely nonaggressive nations that trade with belligerents in the same set. By doing so, we would lower ourselves to the same level as the leaders of Prussia-Steinbach.

Hence, we recognize that liberty cannot be directed from the barrel of a gun and certainly not an indiscriminate gun. Instead, we must promote liberty with diplomacy and trade. Rather than the pursuit of the active destruction of tyrannical regimes, the role of nations of the free world must involve common defense, as mentioned in your doctrine, and setting an example. By simply existing as prosperous and peaceful countries, we set an example for the rest of the world to follow. This is the greatest message we can offer.

Of course, this is not a call to inaction against the despicable brutality across the world. Belligerent hordes who invade and destroy peaceful states must be brought to justice. Yet, the free world cannot descend into indiscriminant militarism. That would make us no better than they are.
