Though it raises the question--how can you tell a zombie Decepticon apart from a normal one?

(OOC: "Zombie Empire" was the only way to get billions of zombies to spam around, so zombie empire it was! Plus, I couldn't see Decepticons working on a cure for a virus - viruses only affect DNA-based beings, and since we have no DNA, we are already invincible to it. Therefore, it ICly makes sense to intentionally infect every biological in the way. So the bottom line again went to "zombie empire."

Plus, it makes no sense to have a virus be able to affect machinery [since a virus' mode of operation is to hack DNA, and we have no DNA], so the only infected would have to be biological creatures. It was always my plan that ICly the Decepticons would be immune or nearly so. Not that Decepticons wouldn't enslave any zombified bots that got in the way!)

The WA only counts humans in its calculations about things like who is a zombie or not - it's an ongoing problem for our foreign relations people.

In reality, Cybertron remained free of any zombies. Most of the zombies, after all, came about because of a virus - and a virus can't infect us because we don't have DNA. It wasn't until some of the virus had infected various bacteria that it was able to reach us at all. Bacteria, unfortunately, can live on our rubberized parts, so the zombified versions caused some slight problems. Even then, the speedy rotting of the rubberized parts was the worst of that aspect. Of course, we biocided the hell out of Cybertron even more than usual to quickly eliminate that particular problem.

The "Zombie Empire," therefore, involved turning all of the biologicals under our control into zombies and then siccing them on the targets of our choosing.

As for your second question - How can you spot a zombie Decepticon:

Alas, some of the supernatural type of zombies did appear as well. These, of course, are the ones who were once dead and mysteriously began to walk once more...

Zombie Decepticons of this type did arise on Decepticon Earth. It was quite easy to spot them, because most of the deactivated Decepticons there died in rather brutal ways. When you see a robot managing to walk around with his engine blown up or his head-boards turned to char, you can guess that something very odd is going on.

We also had a few very rusted ones rise from the oceans. Those are guys who thought they could "swim as good as any lousy immigrant" - but didn't realize that the immigrants actually invest about $150,000 NSD in extreme gaskets in order to enter deep water. The ocean is not at all kind to an unprotected hunk of ferrous metal that's been sitting on its bottom for a few decades, and it was quite plain that they were some of the un-deactivated.

On a positive note, any zombie Decepticons whose mind-boards were still relatively intact are perfectly able to think the way they used to. They are now effectively invincible - they can run without engines, motion boards, or other usually-essential parts. These are almost impossible to spot because they have already undergone repairs that make them look as intact as anyone else.

Their near-invincibility will cause problems for someone at some point, and that someone is not us. The Military will very much enjoy having a few soldiers who will not crash even with catastrophic-seeming damage.

Alas, those who shorted out in the ocean are now mindless. Circuit boards cannot handle being drenched, and ocean water plus time ensures that they will never be repairable. These mindless ones have been stuck with control boards and put to work along with the biological deadstock. They will probably seize up soon even with their odd, supernatural attributes.
