Emanuele VIII attended parliament, which approved buying newer equipment for the army. However, it will likely take 20 years to complete.
Tripoli, Libya
150.000 men are now stationed in Libya, and have begun a new offensive against desert Guerillas, employing 8 reconnasaince aircraft to do so.
OOC I'll assume Libya and the Dodecanese Islands have already been conquered. If you don't want that to be, war with the Ottamans it is.
Mogadishu, Somalia
30.000 men are now stationed in the country. Reequipped with more modern equipment (6 years behind everyone else), along with 13 airplanes, they begin an offensive to take Ethiopia.
Aden, Eritrea
10.000 men are now stationed in the country. They begin and offensive with 4 airplanes on Ethiopia.

We would like to buy modern artillery, particularly your 75mm cannon, for our campaign on Ethiopia. We would also like your guarantee of non-intervention, or even intervention on our side if possible.
To Italy
From France
We shall not sell the 75, however we could send 160 to aid your campaign, but commanded by French crews.

Franco-Russian Alliance Treaty
1.The nations of France and Russia will be joint in a military defense pact that will ensure peace in Europe, an attack to one would signal an attack to all.
2.A trade agreement will also be set up, and France will be more then happy to lend aid to Russia and her problems, if this was done vice-versa
3.Russian Ships will be allowed to use French ports, and vice versa aswell as the lending of various military equipment an example being the French 75.

We in the USA are very disturbed by the recent troop movements in South East Asia. Any conflict that arises within the region will inflame tension in an already fragile situation. We strongly urge your government to reconsider your plans in South East Asia and remove troops for the border areas of Indochina. If any conflict arise, the US government will not stand behind the French either military or diplomatically. The USA will also take the appropriate actions according to our own interests. Thus, we ask again for your government to reconsider.

How will this upset the balance of power in anyway, the Kingdom of Siam is a neutral nation and we only plan on expanding into territory that has been faught over for some time, if the British did this would it be seen as an upset of the balance of power? considering a majority of the world is under their influence.I will take the appropriate measures that will insure the "balance of power" is not upset in anyway, if you feel that we would be posing a threat against your Phillipines islands, remember who helped your country become a country.

French Parliament Building, Paris, France
Ambassador Medveyev look the document and looked at long and hard, then walked into the building. His actions spoke as loud as words; this was a matter that needed a proper environment for deliberation. He took a seat in the room prepared for the diplomatic personnel, then at last spoke to Clemenceau, smiling.
"I, as a representative of my Tsar, see no problems in this agreement. As such, I can accept it as it stands." He pulled a steel-tipped ballpoint pen from the pocket of his dapper waistcoat, and signed the document.
The Ambassador then leaned back in his chair, and spoke in musing tones. "With that aside, I must tell you that my Tsar has also informed me that the Russian Empire would be interested in any terms of a separate agreement that would see French industrial advisers and agricultural experts come to my homeland; you know it, I am sure, but our people have been slow to embrace the progress that has so defined Europe. Russia has unlimited untapped potential, and my sovereign would consider a great sign of Franc-Russian friendship if your government could provide such assistance. Perhaps some favorable tariff relaxations would be in order in exchange for such a gesture." He smiled then, a slight smile.

"Its Prime Minister" George replied in "I shall be the Presidents representative in this meeting, as he still has the country to run" Clemenceau then gestured to the seats around the table "Sit, if you like, the Japanese and Russian delegations are already here, if you have anything to discuss with the French Republic please let me know"

George Clemenceau looked baffled "An alliance?...I..I cant accept this, especially with the French people not having a very strong liking towards the Germans..and the fact you hold French territory"
