Uh, "your" and "they" are acceptable pronouns. I think you need to reread R4b:

(b) You must refer to nations as nations, not as the player behind them. This includes the use of pronouns such as "he" or "she" as opposed to "they".

I was going to start this off with "plagiary is not a word" but then I realized it is a word that means "one that plagiarizes" however I doubt it was the word you meant so I'll be a jerk and point it out anyways.

Either way, the top two simply approved the bottom proposal, they did not submit other "Commend Congratulations on being Featured"s. Additionally, just because two proposals have the same name that does not mean they are plagiarized. They could have completely different texts with the same title.
