OK, I have an proposal for Celtic nations, which is the Coalition of Celtic Nations. It is going to be a group of Celtic nations who will co-operate on various issues and have mutual laws etc, I may even explore the creation of a region if we have a good amount of interest.
Requirements for membership:
Members must have some form of Celticness; this could be countries with a Celtic majority population, speaking a Celtic language, a Celtic culture etc.)
You can apply for observer status if; you're a Celtic nation that feels content with observer status, you have an area of your country with a large Celtic population* or Your people have a fondness of Celtic culture.
*If you have a(n) certain area(s) with Celtic roots, then that specific area/community can apply for full membership. This automatically qualifies the sovereign state that it's in for observer status, so if the sovereign doesn't want observer status they must opt out.
The General Secretary will always be from Celtindia but advisor posts are up for grabs
