If you create a shelter for every 10,000 personas can never assure that an area is completely covered. Or it can happen that there are to many shelters. This should be regulated by municipalities or other administritive areas, not the national government. This should be decentralized. Because regional governments know best what to do on these issues.
I find it perfectly reasonable that a restaurant is mandated to offer free drinking water, a basic necessity of life, to people who ask for it.And yes, I think it is weird that the government obliges enterprises to hand put free water. This means that everyone can pass by and ask for free water.

Tap water costs fractions of pennies, I fail to see the issue with a business being required to provide something that is necessary for life.
