SJA: Nay (Randomly creating shelters, also in areas where it isn't needed, and asking for identification to homeless people is in many cases impossible, so instead of 'inculding' people you 'exclude' them. Free water seems quite unneeded, but at least it isn't bottled water..)

Which is why it doesn't lead to an automatic expulsion. The qualified staff wouldn't deny entry to people for no reason, but only if they have founded and reasonable doubts that they aren't homeless (like a lady in designer clothing and carrying a £4,000 purse asking for entry).

Free water seems quite unneeded,

-RESPONSE TO COMMONWEALTH AIR FORCE (I am on my phone so quoting is difficult)

If you create a shelter for every 10,000 personas can never assure that an area is completely covered. Or it can happen that there are to many shelters. This should be regulated by municipalities or other administritive areas, not the national government. This should be decentralized. Because regional governments know best what to do on these issues.

And yes, I think it is weird that the government obliges enterprises to hand put free water. This means that everyone can pass by and ask for free water.
