Not necessarily, especially if you got American Dollars (Those are worth their weight in gold here).
You can find a fairly decent apartment or house in a not-so-bourgeois neighborhood (I live in one of the most expensive parts of Buenos Aires, so I think you might be better off else where in the area).

If you have the money, Rosetta Stone is actually a pretty good program, but its really expensive. the PirateBay has it on it, though. I learnt in an actual class room, and to me that was the easiest. Nova Roma has/had Latin Classes that they taught online, don't know if they still do.
