Until Africa becomes more stable and India gets its shit together there's no way that will happen. Not to mention most of their former habitat in Northern Africa is too desertified to even remotely sustain an elephant population anymore. Sadly it's pretty much going to be that way for a long time in all likelihood. It'll be easier to just improve conditions and safety in zoos, so that's exactly what they'll do.
