If I recall correctly they went with 10 because there's legacy code that looks for Windows 9x. Calling it Windows 9 could potentially cause issues with backwards compatibility.

It's nowhere near as bad as people make it out to be, and 8.1 pretty much eliminated most of the legitimate criticisms. Back when it was first released, the loudest critics seemed to be the ones who hadn't even used it yet.
