As for the attack, it's only the second I've heard of. Most of what I read and see is gang-related violence.

No. Absolutely no. As someone who was in cadets and had to hold an unloaded rifle, there's plenty of times when you're either holding it or leaning on it where you're glad it wasn't loaded.

The police are hardly the only people who can share information. The Canadian intelligence agency knew the guy and had him on the terrorist watch list.
