That's easy.
Where? It is in a dock right now.
Why? Because they can spend a long time under water without having to be re fueled and are silent.
Why do we have them? For future possible wars and because this one is a special submarine, sitting in the Channel it can 'hear' a ship leave a dock in New York.

Think about it, it doesn't just know what is leaving a NY dock.
This means it could detect an enemy ship leaving any dock in the world if it is in that massive range. That is a tactical asset anyone would want in a war.

I was thinking that this could be possible, at least as far as the navy is concerned, if we figured out how to make dolphins guide missiles straped on their backs. Make some progress with that idea & sailors could replace their guns with silent dolphin whistles.
