True enough. The Internet Tough Guy outbreak this thread caused is amusing, though. The problem is, the ASPCA will probably tell the OP that unless there is proof that the neighbors are deliberately causing harm to the animals, rather than being just dumber than a box of rocks, they can't do anything.

Perhaps, but when the way your neighbors treat their property becomes upsetting, as it appears to have done with the OP, it might be necessary to have a talk across the fence. Calling the ASPCA as the first action may be more than is required, and as I said, they may be powerless in the situation.

Make sure you report them as soon as possible. Also, since you're clearly such a community minded individual, here are a couple other things you can do to help...

- Make sure the paint on the neighbors' house is latex. Many communities have laws regulating the type of exterior paint that can be used.
- Check their car and make sure there are no leaks of any fluids under it. Make sure there's no rust holes or damage to the glass.
- Find out what type of lawn fertilizer they're using to make sure it's in compliance with local ordinances.
- Check the cable hookups to their house to make sure they're not stealing it.
- Find out of the A/C in their car is working. If not, there may be a leak of refrigerant which would be a violation of Federal Law.
- At night, see if their car has all the lights working. Maybe a pair of binoculars would be useful here.
- If you live near a desert then I'm guessing there are restrictions as to local water usage. Make sure they're not taking long showers. You can spot this by looking at the bathroom windows from outside and seeing how long they stay fogged.

These are just a few more ways you can be a hero!

I think you should report those damn cats to the FSPCPO (The Feline Society for the Prevention of Cruelty to Pet Owners). They bought those little kittens so they could be cute and adorable in their house (or maybe because they looked tasty, if they're Korean neighbors). Those cats should NOT be running off, either way. It's a really stupid mentality regardless of whether it's being invoked by organized crime or by a couple of douches with no sense of social propriety. Now that said, there are some situations where snitching isn't the best thing to do. Like, if a floormate of mine comes back and I can tell they've smoked weed, technically I'm probably supposed to tell my PA but... I mean, why?

They also fail to feed their cats for days on end and lock them in the no AC 110 degree garage during all summer while they go on vacation. That's animal abuse. The OP talked about it a few pages back
