I do believe this counts as flaming, I don't think it counts as "All x are Y" because it's a generalization not an outright declaration.

I just figured since it wasn't an outright use of "all" it wasn't strictly that. Am I to understand declaring a group to be anything without specifying something to the effect of "only some" or "a few" counts?
