Some of these fields can't be changed until your population is big enough. After 1 billion, you'll be eligible for everything.

One question.

I got the Easter Egg issue "Pull the Lever", aka #078. I'm wondering what happens if you pull the lever (my choice)... since it's an Easter Egg Issue, I assume that nothing much happens as a permanent side-effect on your nation.
