The Collective Security League Assembly(old thread)

The Collective Security League, or CSL for short, is an alliance of nations who wish to protect global democracy. The league acts for the security of its members states, and to protect them from attack by other nations, especially from autocratic regimes.

CSL Founding charter:

• The CSL is to uphold democratic values and human rights in its action and ideals.
  
  
• CSL member states must act as one in times of war. An attack on one is an attack on all members.
  
  
• The CSL is a primarily peaceful, defensive organisation. The CSL will not condone unprovoked aggression from its member states, or fighting amongst them. CSL member states shall not conduct acts of colonisation or imperialism, as this is contrary to the above.
  
  
• CSL member states are to donate at least 10% of their armed forces to the CSL peacekeeping division, with the exemption of those who are unable to do so.
  
  
• Observer states also are encouraged to donate 5% of their armed forces, with the same exemption as for member states.
  
  
• The CSL assembly will be a Place to discuss threats faced by its member states, and how to respond to threats faced.
  
  
• Member and observer nations are encouraged to donate to the CSL collective fund, which will provide funding to the military’s of member and observer nations who are at a financial disadvantage.
  
  
• All CSL members are equal in rank: they are to have an equal voice in the CSL assembly. They all have a right to challenge the CSL charter, aside from the first 3 articles and this article

Suspensions and Ejections(violating CSL charter)

• Violation of the CSL charter (as opposed to the code of conduct), as well as actions deemed imperialist in their intention, can be dealt with through suspension or ejection, if repeated.The CSL is a values - based organisation which prioritises mutual cohesion and is defensive in nature, and therefore violations of the charter will not be taken lightly.
  
  During suspension, members are not entitled to the benefits of membership, although these will be reinstated upon the end of the suspension. Suspended members will not be subject to attacks on their territory, but invading armies may be attacked, so long as it is done in a proportionate, appropriate and legal manner according to international law.
  
  Duration of suspensions / ejections(Real life times)
  
• 1st violation- 24 hour suspension
  
  
• 2nd violation-72 hour suspension
  
  
• 3rd violation- permanent ejection

The assembly of the CSL, where policy and geopolitical events can be discussed IC. It is based in Azmenabad, in founder Nation Azmeny. It is reserved for member and observer states.

Member states must follow the CSL code of conduct. Violations of this are tried in the CSL Tribunal

The code of conduct in the CSL Assembly is to be enforced by the elected speaker of the CSL. The speaker is to ensure order in the CSL Assembly, and must act in a non-partisan, apolitical fashion. The CSL Speaker will be able to be dismissed by vote of no confidence, or by the leader of the CSL. The Daeva is the current CSL speaker, having superseded Azmeny in the role.

• All CSL members and observers are to be respectful in the CSL forums, arguments will not be tolerated, if they are uncivil, hurtful or just tasteless. Good behaviour in the CSL Assembly shall be managed by the speaker of the Assembly, to ensure positive and productive debate.
  
  
• All CSL members and observers shall be respectful to other alliances, even CSL enemies, at least within the forums. Disrespect for other alliances or nations in the forums will not be accepted. In particular, insults in the forum threads of other alliances are not to be taken lightly.
  
  
• CSL members may not engage in war crimes, slavery and mass violations of human rights, as this goes against the ethos of the CSL
  
  
• CSL members must provide 72 hours of upcoming notice to other members of upcoming military drills, even secret ones.
  
  
• CSL members must do the alliance proud in public, and show honour.
  
  
  Punishment and discipline
• Any violations of the CSL code of conduct are to be punished in the CSL tribunal (OOC: a thread will soon be created), to ensure that transparency in maintained.
  
  
• CSL members may be punished in the following ways: A suspension from posting in the CSL threads for 1 day, a 3 day suspension, ejection, sanctions or blacklisting.
  
  
• CSL members are to be given notice before being punished
  
  
• Punishments must be agreed to by 5 members to be valid.
  
  
• Punishments are to be proportional to the severity of the offence, and repeat offenders are to be punished more severely.

This is a list of nations the CSL opposes due to their international actions which have caused trouble for other nations, and condemns. This is not to offend the nations on this list, it is just a way of acknowledging that the CSL has a difficult relationship with these nations.

If a nation wishes to be removed from the blacklist, they may telegram Azmeny, who edits this blacklist. We are perfectly willing to discuss that in a reasonable fashion.

I want to dedicate this thread to all of you. All the amazing members and observers who have joined this alliance and played a role in making it last this long. Your teamwork has helped this alliance grow, and become more powerful than I could have ever hoped for.

I want to thank you all for this. You have made me feel valued, welcomed me to what was at first a really scary world of NS geopolitics, and just been great to me ICly and OOCly. Without you all, NS would be a lot more boring for me.

I want us to think how far we’ve come- we have lasted an entire year almost, fought in countless wars, and worked together. We’ve had success and failure, triumph and tragedy, and we’ve come out on top, despite all the chaos and challenges.

I want to give special thanks to The Astral Mandate, Southeast Marajarbia, and Greater Marine, for having stuck with this alliance for its entire history. You’ve done a tremendous job, and I value you a lot as IC allies and OOC friends. Thank you so much. Your loyalty has been incredible, and you have always been very supportive in all matters IC and OOC. You got me on International Incidents in the first place, and without the meetings I had with the Astral Mandate and Southeast Marajarbia, I’d never have had the idea either to establish this alliance or participate in International Incidents. You changed the way I play this game, for the better.

I also want to give thanks to Janpia. Janpia, we’ve never really seen eye to eye on IC matters. The rivalry between the KTO and CSL is as ancient as the alliance itself. But inspite of that, you’ve given me a lot of help OOCly, and never held a grudge because of IC tension between our countries. You inspired me a lot, and without your influence I don’t think I’d have become half the RPer I am now. I have nothing but respect for the dedicatio you put in to RP, even if said RP is destroying my army and navy time and time again. You’re the best enemy I could ever have hoped for.

I hope this alliance can succeed, and that we can move into this new era of the CSL. May we last another year!
