As the sun gradually descend and the traffic become sparse, a three person convoy drive down into an underground parking garage of the SATA international Headquarters in Switzerland with the garage closing immediately afterwards and a 5 inch steel door close five seconds later, while five guards escort Michael Draven, President of Krow-Bock, to the board room to meet up with fellow SATA leaders about current events.

After successfully avoiding the local and international media, President Draven takes a seat at the table and handed a glass of the finest rum stored in the building's cellar as he waits for fellow leaders of the SATA Alliance.

Council Regulations

1. All administration seat members are limited to two terms in office, each being 12 years in length with an administration review near the end of the seat member’s first term. If favorable, that member state can run again for re-election for their second and final term.
a. Upon their exit of their tenure, general elections will be held and the next seat members will be held.
b. If the chair member has been removed or leave the SATA, a special election will be held upon the vacancy.
2. A collective economical pool of allocated funds is distributed through the Financial Supportive Program that seek to help any member during an economical crisis, construction of SATA related projects, and the lending during a temporary economic hardship.

Resolutions

Session 1

1. with the vote of 1-2 for the implementation of protection for human rights, the result is denied.
2. With a tie vote on the temporary alliance annexation of smaller nations during a time of crisis, Krow-Bock authorize the executive implementation according to the provision.
3. The majority vote for the international healthcare coverage provision will be enacted with the SATA treasury backing all private insurance companies to ensure federal government overreach is avoided and data security is protected and heavily encrypted.
4. With a 4-0 vote, the construction of a seed vault for future generation and perseveration will be begin in one month time (one-week IRL) with each nation contributing at least 1,000 exclusive samples.
5. With a slight majority win, “No Throwaway” provision will be enacted, where a SATA health board will work with respective nation health board for food inspection, examination, and supplement transport of label expired goods and drinks to their respective shelters. This is an option provision for each nation to partake in.
6. With a 6-0 win, the establishment of a "Ghost Airline" that will transport stranded passengers to their respective countries or destination in case of a national airline shuts down.
7. With a 5-1 vote, enact the establishment of an emergency impeachment provision if a SATA governing official is seem out of control, corrupt with power, or has been killed (OCC left NS or nation inactive).
Provisions 5 and 8 were merged to streamline and better operations for the SATA health board.

Session 2

International Transportation & Cooperation Provision
Upon signed into effect, the SATA introduce the formation of the International Transportation Board, ITB, where each involved nations contribute $652 million NSD to partake in the construction of a massive underground high speed rail network stretching from The Federal District of Krow to Germany. Further, international expansion to other nations would involve the cost of the aforementioned price where stretches of tunnels under “international land” will be owned by the ITB to proper manage, maintain, and ensure the stability for generations. The purchase of high speed trains will be done by each nation, only to be donated to the ITB for passenger and freight transportation. Within this provision include the construction of six tunnels where two are used by German trains, two by Krowian freights, and two are freight tunnels used by both nations where emergency routes, facilities, and food supply are stored and routinely checked.

Session 3

RATIFIED
1. All SATA nation's cargo vessels are mandated to have the CTSX identification tag painted onto their ships, with it standing for Commercial Transportation ship "do not attack" somewhere along the ship if the ship is designated for inter-alliance goods transportation. If the specific ships already have names, this tag will not replace it but must be on the ship.

2. The formation of the international cultural board chair who will oversee the International festival Day, where all even years an SATA member's country will host and every odd will be held on SATA exclusive grounds where music, movies, food, and such are shared among the citizens. This is to ensure all member nation's citizens can become friendly with each other and see one another as equal and allies no matter what.

3. The introduction of an annual military drill where all military share technologic equipment and DATA to ensure all fluent military tactics and logistic on the battlefield. Further, if a nation is unwilling to enter a conflict, they can loan their equipment or troops to the cause instead.

4. The complete ban of influencing elections to ensure every vote is based on each respective leader's own thoughts and importance, this is to ensure impartial and balance political delegation with corruption.

5. The complete ban of inappropriate or unprofessional remarks from one SATA member to another, which will further support the constitution and the spirit of the organization. Any disagreements shall be done through a third entity if it needed due to a chair member being involved in such issues.

Session 4

RATIFIED

International Safety Work Act
Under this provision, all workers working on SATA related projects are protected by international human rights and labor organization where all work sites allow access to medical assistance, financial compensation, and up to code and standard construction protection equipment. For every violates committed and reported, that host nation will pay the fine of $13,000,000 NSD and face temporary sanctions to ensure no one dies pointlessly during construction work.

It has been an interesting few weeks for myself and other nations as several news outlets has reported on a vast amount of nations applying and joining several different alliances. As the SATA has members who also are members of other alliances, including my own country, I feel there should be an agreement bringing willingly alliance leadership to the conference and delegate a truce or a mini alliance where one alliance watches the other and vice versa. This would prevent any major international conflict such as wars or incidents that could spark wars. Further, while the idea is out there we must refrain talking to alliances who are anti-democracy and look to create harm than any good.

I'm looking to create the amount of terms a nation can be in a governmental role in the alliance and the length of a term in office. While I like my concept I will have to wait until all communication methods are restored to ask for other nations to vote upon the idea.
