The EWPF was not originally a government body and functioned as a subdivision of the Missionary theocratic colony. Founded by the Missionaries in 1629 AD, it was created for the protection of and supervision of endangered children of the colony, and, by jointly being governed as a synod equally by both Baptist and Old Believer clergy, it was intended to be free of denominational disputes and church politics. (As more Christian denominations entered TurtleShroom, prominent denominations were added to the expanded EWPF synod.) Eventually, the system became de facto hereditary among non-celibate clergy, with the clergy of each denomination without enforced celibacy normally passing the office down to their children. The governing board of the EWPF consists solely of male humans, as no major Christian organization allows women or non-humans to be ordained clergy (although some allow non-human deacons). However, in terms of both social workers and Inquisitors that serve as the police enforcement, females dominate.

When TurtleShroom was founded in 1796 AD, the EWPF was given secular police power and merged with the Christianized non-human Khanates' services for turtle hatchlings and juvenile mushrooms. It remains a religious body and, outside of the divorce courts and social services, marks the only polity on the imperial level that is directly administered by the Church.

The Second Constitution of TurtleShroom authorized an uniform child protection system across the entire country; in the confederation era, it exists to assist Parishional and other local DFACS equivalents, as well as solve cases and issues that cross subdivision lines. Today, the imperial-level EWPF is a subdivision of the TurtleShroomian Inquisition.

How often are police involved:

The EWPF has its own task force under the Inquisition. EWPF Inquisitors are noted by wearing white capirotes and white robes with alternating baby blue and pastel pink trim. Most EWPF Inqusitors are feamle. Social workers are accompanied by Inquisitors and do not wear capirotes. Social workers are armed with tasers and cannot be armed with guns. Like the EWPF task force, most of them are female.

Unlike the police, whose reputation for being taser happy proceeds them, EWPF social workers are some of the only TurtleShroomian peace officers whose training is focused principally on de-escalation and pacifist approaches. To qualify as a social worker, one must be either an ordained clergyman (lay clergy is fine) or have a theology degree (if male) or recommended by a church congregation or have a theology degree (if female). (In spite of these requirements, females overwhelmingly dominate the social workers of the EWPF.) They must pass exams and demonstrate competency and good "bedside manner" around children. Any member of a Christian monastic order may also qualify to be a social worker, and most social workers are monks or nuns.

Are children taken care of properly:

The foster system in TurtleShroom consists of Church-run orphanages, private sector (both parochial and secular) adoption agencies of all religions, and volunteer foster families.

To qualify as a foster family, a TurtleShroomer whose species exhibits sexual dimorphism must be married (asexual creatures must be mentally and physically mature), and both husband and wife must be present. They cannot have any felonies or sexual crimes.
Religious adherence is not required to file for foster care, and TurtleShroomers of any faith (or no faith) can file without discrimination. Different subdivisions and fiefs determine assignment of foster children differently, with most assigning children to foster families by lottery. Orphanages, meanwhile, shelter and care for children whose parents are dead, and no caregiver exists that can take them.

Private sector adoption agencies, unlike the EWPF enforcement arm itself, can be irreligious or run by a non-Christian faith. Ordinarily, non-orphaned children are placed with an organization matching the supposed faith of their now forfeited parents, a faith their parents clearly do not follow if they beat or abuse their offspring.
