[SUBMITTED] Space Exploration Protection Act

NOTING that many planets have been plagued by war for far too long,

ACKNOWLEDGING that acts of war may never cease on said planets,

REALISING that space explorers risk their lives for the sake of scientific advancement,

ANXIOUS to protect those who risk their lives for scientific advancement;

Hereby defines:
"Space Explorers" as any sentient species or robot launched into space for the sake of discovery of space.
"Space" as the area outside of the atmosphere or 100 kilometres above any celestial body.
"Discovery Missions" as any unarmed launch into space intended for learning about and/or researching space.

Hereby requires that:

    1. Member Nations may not fire any kind of weaponry at any vessels or payloads which are on a Discovery Mission.
    2. No Discovery Missions may be sabotaged by any means, including
      a. Draining fuel tanks prelaunch,
      b. Assassinating and/or deactivating any Space Explorers,
      c. Ransacking cockpits for stashes of food or oxygen,
      d. Causing any physical or technological damage to vital components of a nation's Discovery Mission(s).
    3. Member Nations may not launch any attack in space towards a vessel on a Discovery Mission, including intentionally crashing any vessel towards another vessel which is on a Discovery Mission.

do spies count as discovery missions? that sounds like it would fit the deffinition, may want to edit that

I just have one question - would reconnaissance for mining asteroids in space count as a 'Discovery Mission' as long as it’s unarmed?

Love it, mate! Eventually, though, we all know that there will be wars in space, and the General Assembly cannot stop that. Good idea, though. It will hold water, and keep scientists and explorers of any race or species safe.

One question, though: If you, say, launch a middle from the ground of a planet, and it goes into space, would that count as an attack in space?

There are problems with everything, however.
I also know he’s inactive, as I’m in his resign with ‘em.
I would write my own submissions, but I’m not a part of the General Assembly. And I don’t plan to join for a while.

it would not be protected from this act, as a missile is armed.
this will not prevent fighting or conflict in space, it's only to protect those who are on discovery missions.

I agree that research missions should be protected but what about terrorists? They could go into space without weapons and as long as they don’t allow anyone to board they can escape justice…

My pronouns are he/him. I am from the United Kingdom. I enjoy linguistics, law, and LARPing. The fact all three of those begin with the same letter is a coincidence and not a fascination with that grapheme.
Kenmoria is a corporate semi-dystopia where the mechanism of government has been privatised. It nominally has a Parliament, but it exercises no real power. Although the nation has helped to passed six GA resolutions, and been commended by the WA, nobody in Kenmoria knows of the WA’s existence, apart from a select few.

The Star Empire of Ainocra cannot support this well meaning yet utterly foolish endeavor. Our fleet will continue to maintain our security regardless. This travesty would prohibit nations from restricting areas of their own space, either for the purposes of safety or of national security.

Perhaps the ambassador would like to explore the weapons testing range near Jooputer 6?

Or investigate the Hadrian nebula? Well just be sure to ignore the warning markers around the nebula that warn of the black hole hidden in it's midst.

Well meaning? Yes.

When does someone go from discovering space to just being in a spacecraft slacking about there for no good reason? If there is a dividing line beyond "No anime terrorist," you don't make it clear in the proposal.

Super late response, but one mission is for discovering space, and one is for scouting out nations, or being an armed terrorist.
