After consideration about this, since it seems unlikely that this will be legal at the end of the day given the recent legality challenge & particularly that it is unlikely for this proposal to pass as-is, I have elected to withdraw this from queue. I will continue to support a repeal of the target, but it will not be me authoring the repeal.

Don't give up. You did a lot of good work here. If you truly believe there is a problem with SICJ, make it legal and pitch it to the voters. You may win, you may lose, but at least you fought the good fight.

If you're rethinking the overall merits of repeal, and you're no longer sure you're on the right side of wanting it gone, then there's no shame in acknowledging a change of heart.

Yeah, I certainly still believe that #554 is a resolution worth repealing, I just am not sure whether this repeal will actually pass. I will think on this and decide whether I still wish to pursue this, however.

I would rewrite this clause to something like:

Alarmed that by legalising “any journalism” by conflict journalists that is not "[clandestine gathering... of information... benefiting one or more belligerent factions] from or near a conflict zone", clause 2b forces member nations to allow conflict journalists to gather secret information for a non-belligerent faction;

Though, of course, consult others as to whether that interpretation is correct; I'm just quickly spitballing.

Edit. Otherwise you could jettison your claim that 'conflict journalists' are narrowly read. If you took the view that anyone who isn't affiliated with a belligerent faction that straps a GoPro to their head and walks into a conflict zone is a conflict journalist, you could also argue that clause 2(b) forces member nations to allow like practically any neutrals to gather secret information from the zone. I would not argue this, because I believe that the expansive view of 'employed' that Refuge Isle provided earlier in this thread is itself an honest mistake on RNT grounds. I have no idea whether you could convince the others™ of it, however.

Edit 2. That said, given how similar this proposed clause is to the clause directly above it, you could just combine the two clauses.

OOC: Alright, I decided to resurrect this from the graveyard to eventually resubmit, and have made some changes:
  1. IA's suggestion for "Alarmed" has been accepted and merged with "Frustrated"(with a few changes on my part, of course)
  2. Changed Highlighting.a to be clearer
  3. Added clarity regarding militaries in "Bothered" since the "deliberate use of a conflict journalist as a military target shall be illegal and considered a war crime" in Clause 4, however non-member-state groups that are not militaries are still immune from Clause 3 regulations
  4. Axed the "Troubled" clause as, while I still stand by the assessment that that is a problem, it was extensively criticised off-site because "rational laws" and I'm not going to risk this getting creamed at vote over that one clause :P

I kindly would like to request your approval on my General Assembly proposal to repeal the resolution [resolution=GA#554]"Safety and Integrity in Conflict Journalism"[/resolution]. The target resolution has a clear aim, and the topic is undoubtedly one that should be legislated on in the General Assembly. However, unfortunately the resolution is filled with loopholes that render it, to put it bluntly, a poor resolution, and in some cases blocks further legislation to resolve these issues.

Firstly, the definition of a "conflict journalist" is vague enough that it can easily be interpreted as excluding freelance and citizen journalists, and even more easily can be interpreted as excluding journalists that are based in a belligerent faction but are not operated or run by said belligerent. Secondly, the resolution fails to provide sufficient protections to conflict journalists from entities that are not member-states or military groups, with its only prohibitions against acts by groups that are not member states or militaries being against the "kidnapping" or "murder" of conflict journalists. Most seriously, the definition of "espionage" excludes acts to benefit groups that are not belligerents, and the resolution then blocks further regulation on espionage to benefit non-belligerents if done through conflict journalism.

A much higher quality replacement for the target is already in the works, and solves all of the issues pointed out in the repeal proposal and even brings in new, extra protections for conflict journalists. However, this replacement cannot be ushered in as long as the target resolution is still in force. As such, I strongly request your approval of this proposal.
