The government do not care if their citizens are shirtless or not, when being in their own place, streets, or beaches, or many more places. However, it is forbidden in formal situations.

Probably beaches or pools. It is quite rare but some also prefer to be shirtless on streets.

It’s not illegal for them to be shirtless in the street but almost all places of worship and most businesses don’t allow it and they can call the police to throw people out.

No.

Only pre-teen boys.
Are girls allowed to be shirtless?:
No, but, in the case of younger girls, more due to concerns over their own well being than a sense of them being ‘immoral’

It is illegal in Seaxnarice for anyone, male or female, to go shirtless in a public space, excluding beaches, swimming pools, saunas and other places where shirtlessness would usually be expected. Breaking the law can result in hefty fines.

In the English Regions, there have been no laws on shirtlessness for men post-1962. There was technically a public modesty law that applied to public institutions and public spaces of respectability. But, there are no examples of it being enforced after 1934.

Meanwhile, for women, whilst shirtlessness has been permitted on all public beaches since a supreme court ruling in 1929 (although very rarely enforced before on beaches), there were general modesty laws against shirtlessness till 1999 that applied to other public spaces and institutions. Yet, enforcement became rarer with the last case of enforcement in 1992. Nevertheless, a number of reforms were taken, from 1952, women were allowed to be topless in public parks and pool, and from 1964, it was permitted to be topless in outdoor public spaces. Finally, in 1981, a reform took place, that required a need for disturbance, and that a warning must always be stated before fining.

Are women allowed to be shirtless? yes
Are boys allowed to be shirtless? yes
Are girls allowed to be shirtless? yes
Where in YN is it likely common to be shirtless? Beaches, seaside promenade, swimming pools, lakes, rivers, private gardens, home.
Where in YN is it not common/allowed to be shirtless? everywhere else, in spite shirtlessness it is not illegal. Most businesses, cult places, public transport, official buildings have notices informing that they doesn't allow the entrance of shirtless people, with the exception of children.
Does your nation follow prudism? No. We don't consider prude restricting places you can be shirtless.
