Current Update - Up to Issue #1417
A few things to note:
Religious characters and organizations are not present, due to the existence of another list that compiles most of those.
Please note that due to the process in which this list was written(manually reading through every issue for hours on end) there are likely several omissions and errors. I'm also fairly inconsistent in the characters I note and don't note, as well as the groups they are put in. If you find an error, omission, or inconsistency, please point it out and I'll gladly fix it! Thanks!
This is currently a WIP, and I'll be continuously sprucing up the quality of this list. I'll continue to update descriptions and issue numbers, and suggestions on descriptions would be helpful too.
Finally, there are spoilers within the descriptions of some characters, particularly those within issue chains, so be warned.

Recurring and Grouped Characters
Doctor Bees - an eccentric character with an obsession with bees, who walks around clad in a bee costume. First appears in Issue #441 - You've Got A Friend In Bee. Sometimes shows up with ‘The Bird Lady’.
The Bird Lady - a peculiar character with a fascination with birds, who wanders around in assorted bird costumes. Seems a bit insane. First appears in Issue #647 - Songbirds' Decline Ruffles Feathers. Sometimes shows up with ‘Doctor Bees’.
Edward Rump - a wealthy businessman and tourist tycoon, who is generally insensitive and tends to repeat phrases for emphasis. He has a very self-centered personality, is often obsessed with his own image, and supports less government intervention in the market but is often found asking the government to put tariffs on foreign nations and help bail him out. First appears in Issue #457 - Colossus With Feet Of Clay, in which he advocates for the constructions of a monumental tourist attraction. Has a personality eerily similar to that of real-life U.S. President Donald Trump.
Santa Claus - A jolly fat man who delivers gift to children around the world. First appears in Issue #471 - Red Sleigh Down, where he makes most of the children in your nation very sad. Talk of shooting him down has resulted on your nation being on the naughty list - coal for you!
Ayn Bland - an advocate for free markets and welfare cuts. Her books are often found being carried by wealthy businessmen. First appears in Issue #481 - Social Equality Reaching Embarassing Levels, in which she advises you to cut welfare and lower wage restrictions. Holds views strangely similar to real-life philosopher Ayn Rand.
Will Eye The Science Guy/Will Zeke The Science Geek - A children’s entertainer and mad scientist who advocates for scientific logic. Will Eye appears to be more unhinged, whereas Will Zeke seems more calm. He also has static hair, and often sports a bow tie and a lab coat. First appears in Issue #482 - Whose Fault Is It Anyways? in which he proposes nationwide compatibility tests. Has a name curiously similar to real-life celebrity Bill Nye.
Max Barry - A strange man who thinks his writing is good. First Appears in Issue #77 - World To End, Or Possibly Just Mark Anniversary, where he probably does or says something not worth mentioning here. Has a name remarkably close to that of phenomenal real-life author Max Barry.
Catherine Gratwick - A seemingly omnipresent woman who holds multiple roles of national importance, as well as several feminist positions. Essentially an all-inclusive female character. First Appears in Issue #100 - Road Rage Rampage, in which she curses out the government.
Harold Weissenegger - a foreign bodybuilder who attempts to run for governmental office. Also a kindergarten teacher. First appears in Issue #427 - They Took Our Gubment! where he sets off a national debate on the legality of immigrants running for office. His name somewhat resembles that of real-life celebrity Arnold Scwharzenegger.
Jack Michaelson - an eccentric and popular singer who owns a pet monkey. First appears in Issue #473 - A-B-C, Easy As Don't Use Me, where he moonwalks all over your office. His name oddly resembles that of real-life singer Michael Jackson, who passed away in 2009.
Michel Cove - an explosive film director who has a habit of blowing down your office wall. First appears in Issue #876 - Sequels: The Saga Continues, where he begs you to bring back sequels. Queerly resembles real-life director Michael Bay.
Earl Gray - a classy tea lover, who also appears as a murdered zookeeper. First appears in Issue #1040 - A Recipe For Success? in which he sips some tea and enjoys the finer side of things.
Lee Terallihitlah - a genocidal dictator who seeks asylum in your nation. Also known as the Butcher of Bigtopia. First mentioned in Issue #349 - Bigtopian Bigwigs Beset Border, where he seeks refuge in your nation after being overthrown. He is later genetically cloned in West Brasilistan.
Family
Your Brother - Generally portrayed as overly aggressive, and often takes the role of an advisor who recommends that you oppress your people. He constantly finds niche business opportunities that often take advantage of people. Also advocates for economic freedom, appears to be somewhat culturally insensitive, and is often very stupid. Note that you may have multiple Siblings.
Your Sister - Appears to be more of an opposite of your brother, and often advocates for peaceful solutions, and less dictatorship. Sometimes appears as a frustrated mother, and has problems dealing with her children. Note that you may have multiple siblings.
Your Partner - Appears once in Issue #471. Probably breaks player autonomy?(but it is an Easter egg issue.
Your Children - your "teenage social justice warrior daughter" appears alongside your partner in Issue #471.
Your Mother - Appears to lend a more calm, paternal voice in matters of state.
Your Father - Appears once in Issue #884, and is the literal embodiment of a "Father Knows Best" state.
Your Twin - Appears once in Issue #267, where they suggest that you declare yourself dictator.
Your grandmother - A wise but often senile voice in matters of state.
Your grandfather - Appears once in Issue #922, where he advocates for rigorous food safety standards.
Your nephew - appears in many different personalities (it's likely that you have multiple nephews), but is mainly a geek/nerd that is possibly a computer genius.
Your niece - Appears in many different personalities (you may have multiple nieces) but is mainly more of a social justice warrior, who advocates for equality.
Your uncle - Appears in many different personalities (it's possible you have multiple uncles), but is mainly an older, eccentric character with wacky descriptions.
Your aunt - Appears in many different personalities (it's possible you have multiple aunts), but is mainly a bit elderly and behind-on-the-times, and acts something like your sister.
Your great-uncle - Appears in Issue #1048, and is a racist bigot.
Your brother-in-law - Appears in Issue #275, where he acts an awful lot like your brother and tells you to quell political dissent.
Your brother’s mother-in-law - Appears in Issue #425, but is only mentioned.
Your cousin - You definitely have multiple cousins, all of whom play different roles in issues.
Other Groupings
Political Figures - Foreign Leaders, as well as notable members of your own government.
Old men - Several old men that appear to give you advice.
Vigilantes and Villains - Heroes and Criminals withridiculousinteresting(?) names.
Spies - Friendly and Enemy agents and spies that run covert operations in your nation.
Site Staff
AI - Scary robots with absurd amounts of numbers in their names.
Online Personalities - Frequent users of online sites like Whotube, Twitcher, and MyFace.
Nobles - Pompous elites who hold titles of nobility, as well as their servants.
Elons? - CEOs that have names that sound strangely alike to that of real-life entrepreneur Elon Musk. (Currently a running joke to change his name every time)
Tonys - Several Crime and Mob bosses of varying size and strength.
Military Officials - Servicemen of many different ranks that serve in your armed forces.
Capital Gate Characters - Characters that appear in the ‘@@CAPITAL@@Gate’ issue chain.
An International Incident Characters - Characters that appear in the ‘An International Incident’ issue chain.
MADness Characters - Characters that appear in the 'MADness' issue chain.

Microcosm - The NS version of Microsoft, which appears to be a huge corporation that dominates the tech industry.
Eckie-Cola - One of the largest Soda brands in your nation, second only to Eckie-Ecola.
Eckie-Ecola - The largest Soda brand in your nation, younger than Eckie-Cola.
MyFace(Marcus Sugarmountain/Lucas Zuckermann) - The NS version of Facebook (I think), which basically functions as an online social media platform. Run by Marcus Sugarmountain/Lucas Zuckermann, who might be two different people(but I highly doubt it). There are often problems with online privacy on MyFace.
McRonalds - The NS version of McDonalds. One of the largest fast food chains in your nation.
Maxboro(M.B. Winston) - The NS version of Marlboro, one of the largest tobacco companies in your nation.
Whotube - The NS version of Youtube. Online personalities frequently frequent this site, and there are often controversial feuds between online personalities.
Twitcher - The NS version of Twitter, which functions as an online social media platform based on posting "Twitches". The site often has problems with bots, and is used by several political figures, including Blackacre's Supreme Leader.
Webflix - The NS version of Netflix, which functions as an online movie and video streaming service.
Moonbucks - The NS version of Starbucks, one of the largest coffee and beverage chains in your nation.
CyberMirage Labs -
Papa Palloci’s Pizza Pagoda - The largest Pizza chain in your nation, known for their ruthless delivery tactics.
De Luigi Bros Pizza - The second largest pizza chain in your nation, which eventually turns into a cult.
Pear Industries(Steve Tasks/Anita Jobs) - The NS version of Apple, it is a IT powerhouse, and CEO Steve Tasks is often seen offering you products. Run by Steve Jobs and/or Anita Jobs(who is only mentioned once).
Trype - The NS Version of Skype, is an online video chat service app.
Bees and Genes - A company specializing in modifying bee genes. They end up creating the @@DEMONYMADJECTIVE@@ Killer Jacket.
Wenko’s Candy Universe(Willy Wenko) - The NS version of Willy Wonka's Chocolate Factory, one of the largest candy manufacturers in your nation, which employs illegal immigrants who work under harsh conditions.
