Describe your nation's legislature

Postby Shantigara » Sun Jul 14, 2019 3:43 pm

There are two chambers of the Mahā Sabhā (Sanskrit: मह सभा, "Great Assembly"), the legislature of Shantigara:

The upper house is the Īshānam Agāram (ईशानम् अगारम्, "Ruling House"). The Īshānam Agāram is composed of 108 (usually) hereditary nobles and scholars that are appointed by the Rājā (King, Monarch). 108 was chosen as it is an extremely important number to Hindu beliefs. Officially, the members of the Īshānam Agāram are forbidden from aligning themselves politically, though in practice many do openly harbour political beliefs. They are all thus independent.

The lower house is the Janānām Agāram (जनानाम् अगारम्, "House of the People"). By contrast, the Janānām Agāram is composed of 648 legislators referred to as shasti (Sanskrit शस्ति, literally meaning "praiser, one who praises" or just "praise"). The shasti are directly elected from their constituencies by first-past-the-post.

Historically, the Īshānam Agāram was seen as the most important, given its connection to nobility. However, the Janānām Agāram has gained favour politically. Both are generally seen as having equal influence. Certain privileges are allocated to the Īshānam Agāram, among them the selection of judges or ambassadors and the exclusive power to amend the Sanvidhāna (Constitution of Shantigara), while the Janānām Agāram is generally allocated all other powers.

What is your legislature like?
Shāntigāra, from Sanskrit śāntisya agāram ("house of peace").

The legislature of the People's Republic of Elgin Mills is called, in the official languages:

The Supreme Council of the People's Republic of Elgin Mills (English)
埃尔金米尔斯人民共和最高代表大会 (Putonghua)
شورای عالی جمهوری خلق الگین میلز (Farsi)
Верховный Совет Народной Республики Элгин Миллс (Russian)

It is unicameral, and its fifty representatives are elected by Single Transferable Vote. Re-elections are mandatory at five years but can be called as needed; after each election, the Council elects a Premier, who builds a Cabinet, and this is the executive branch of the government.

The dominant party is the Communist Party of Elgin Mills. There are some independent Councillors. Although the formation of new parties is legal, so far all of them have been banned for failing to meet stringent requirements as laid out in the Constitution.

The White House has an Upper House voted in on 1% of votes =1% of seats that can approve or block laws but not make it's own and a Lower House voted in by first past the post. There are many parties, but the one in charge at the moment is the Megatronist Party.

The Federation Senate is the closest equivalent to a national legislature in the Federation of Urban Communes.

The Senate hosts one representative from each region (see factbook entry Administrative divisions in the Federation), who are chosen through either random selection or direct election, depending on the region. Major binding decisions, such as Federation membership requirements, are usually decided through a Federation-wide referendum where all citizens participate, while minor binding decisions are enacted at more local levels. The Senate only issues nonbinding recommendations; however, it still tries to reach a consensus decision first before issuing a recommendation, so that ideally, every member of the Federation is willing to implement it.

The Union of Eurasian Socialist Soviet Republics (UESSR) has a bicameral legislature, the Supreme Soviet (literally, "Supreme Council"). Both chambers have exactly the same rights and powers, the most important difference is the way the seats are distributed in each. Theoretically, they are elected through direct, universal and equal suffrage, but elections are non-competitive, with the Communist Party of the Union (KPS) being the only legal party and all independents being carefully screened for loyalty to the socialist regime.

The lower house is the Soviet of the Union. It has one deputy per every 300000 people living in the UESSR, so its size has been expanding over the years. Currently, with a total population of 345089880, exactly 1150 deputies sit in the Soviet of the Union.

Meanwhile, the upper house, the Soviet of Nationalities, consists of 32 deputies from each union republic, 11 from each autonomous republic, 5 from each autonomous oblast, and 1 from each autonomous okrug, regardless of the population of each unit. This brings the total number of deputies to 793 with the current administrative divisions.

The Supreme Soviet elects the Supreme Court, the Chairman (head of government) and a Presidium, but the full chamber only meets twice a year. The Presidium carries out its functions between sessions. In effect, the Supreme Soviet is powerless. Being a one-party state, there's barely if any debate within the Supreme Soviet, and not only the legislature is supplanted by a Presidium most of the year (with the Presidium's decisions being later on near-unanimously approved by the Supreme Soviet), but this is only accounting for the formal structures of government. In practice, all decisions are taken by the KPS, specifically by its all-powerful Politburo, then rushed through the formal channels to get automatic and definitive approval. The government is just there to manage the enormous bureaucracy of the state, and the Supreme Soviet and even the Presidium are just mere formalities.

The United Republics of Zeganas has a bicameral legislature. The lower chamber is based off of population numbers and the upper chamber is 3 councilpeople per republic. The lower chamber holds elections every 2 years for every single member, while the upper chamber has elections every 2 years for 1/3 of the councilpeople. Each republic elects a councilperson every 2 years and rotates on a 6 year basis.

The prime minister is chosen from each of the party leaders, and the two with the most votes get a runoff election where all councilpeople vote for one or the other. The council head is elected the same way. Both the council head and the prime minister are non-voting members of the legislature, voting only when there's a need for a tiebreaker, but the prime minister can enact legislative orders that only require 3/5 of the legislature to enact them instead of also the executive branch. There's a separate president that heads the executive branch in government, they can enact executive orders and sign/veto bills.

The legislature of the Empire of Aikoland is the Parliament of Aikoland (Parlement d'Aikoland), it is a bicameral legislature comprised of the Chamber of Deputies (Chambre des députés) and the Senate (Sénat). Both chambers of Parliament are elected via party-list proportional representation and there is a 3% electoral threshold for both chambers as well.

The Chamber of Deputies is the lower chamber of Parliament. It currently comprises of 115 Deputies who are elected via a single nationwide constituency. The Chamber of Deputies is responsible for the creation of new legislation, the creation of the annual government budget, and the approval of the Prime Minister's Cabinet. By tradition, the monarch appoints the leader of the largest party in the Chamber of Deputies as the Prime Minister, although constitutionally, the Prime Minister could also come from the Senate (no Senator has been appointed Prime Minister since 1906, however).

The Chamber of Deputies automatically dissolves itself and a new election occurs six years following the most recent election. Elections can occur earlier if a motion of no-confidence passes or if 75% of all Deputies vote in favour of an early dissolution and election. During each election, all 115 seats are reelected and there are no term limits for Deputies, although they cannot stand for reelection if they are over 75 years of age.

The Senate is the upper chamber of Parliament. It currently comprises of 30 Senators with each of the three states having ten Senators each. The Senate reviews legislation approved by the Chamber of Deputies and can temporarily delay the passing of legislation by amending it and sending it back to the lower chamber for a revote (this can only be done three times per piece of legislation), they can also completely block up to six pieces of legislation from passing into law per year, and the Senate is responsible for the appointment of judges to the Supreme Court.

Elections for the Senate occur every two years with reelections being staggered, during each election, one third of the Senate goes up for reelection in the order of Senators from the State of Aiko, Senators from the State of Boullién, and Senators from the State of Saun. Just like in the Chamber of Deputies, there are no term limits for Senators but they cannot stand for reelection if they are over 75 years of age.

In addition to the aforementioned powers of Parliament, there are a couple of powers and authorities granted to both the Chamber of Deputies and the Senate simultaneously. Those are:
- Declarations of war must be approved by both chambers
- Constitutional amendments can originate from either chamber of Parliament and must pass both chambers with a 75% majority in order to become part of the constitution.

The Nikopolian Empire has a bicameral legislature, the Imperial Congress.

The upper house is the Imperial Senate - made up of governors and erkers of the states and territories - and the lower house is the Federal Diet - made up of a population-representative amount of Members of the Diet from each state, chosen according to each state's constitution (mostly directly elected by the population, but sometimes indirectly by the state legislature or simply appointed by the erker).

The Federal Diet convenes at the Palace of Thama in the Imperial City to propose, discuss, vote on, and amend federal bills, laws, and charters. The leader of the Diet, elected by popular vote, is the Imperial Chancellor. The Chancellor also has a vote as Imperial Senator.

The Imperial Senate convenes at the Glass Citadel in the Imperial City to discuss, amend, and sometimes veto the work of the Federal Diet. They can only undo any of the Diet's actions completely through 3/4 majority vote, otherwise being only able to delay it with Veto by simple majority.

The Archon, like the Imperial Chancellor, has a seat and vote on both the Federal Diet and the Imperial Senate.

The main legislative body of the Dushan Empire is the Great Council which is composed of representatives of all the major banners and realms who have imperative mandates. The Great Council does meet annually, or if necessary more frequently, and its main task is to discuss matters concerning the Empire as whole and pass new laws which are to be introduced by the civilian government which in turn is responsible to the Great Council.

Further more the GC is also tasked with choosing, confirming or impeaching the Supreme Ruler.

There are a number of committee of the GC which are in permanent session as considered necessary for imperial governance. Most importantly is the Permanent Regency Command Council which is, the civilian government aside, is also de-facto the central body of the executive and made up of the heads and representatives of the various organisations, institutions and other bodies of the realm and it's subsidaries. It's main focus lies with all policies regarding security, defence of the realm and also foreign policy.

The civilian government is partially overlapping with the Command Council but is more concerned with domestic affairs and everyday matters of varying degrees of importance.

Gandoor has a unicameral legislature known as the Forum, it consists of 1000 seats with each administrative division sending 125 Members to the Forum. Members of the Forum are elected via the d'Hondt method of party-list proportional representation via constituencies that send a minimum of two and a maximum of ten seats to the Forum. The Forum is responsible for the appointment of the Prime Minister, who is traditionally the leader of the largest party in the legislature following a National Election (technically, a party can nominate any one of their members as Prime Minister, so long as they are a Member of the Forum at the time of the election, but only rarely has someone other than the party leader been nominated).

The Forum is responsible for the creation, passing, repealing, and amending of all legislation in the Democratic Republic, although in order for legislation to pass into law, it must also be signed by the Prime Minister. In the event that the Prime Minister refuses to sign legislation however, the Forum can vote to sign it in lieu of them with a 60% vote in favour.

The Forum can also amend the Constitution, however to do so requires not only a 65% vote in favour in the Forum but also a 65% vote in favour by the voting populace in a public referendum.

The Prime Minister's Cabinet must also be approved by the Forum (which requires a 51% vote in favour), they also recommend judges to be appointed to the High Court by the Prime Minister (the Prime Minister does not have to follow these recommendations, but it is considered proper procedure to do so), and declarations of war must be approved by the Forum as well.

If necessary, the Forum can call for a motion of no-confidence against the Prime Minister every three months which, if it passes by a simple majority of 501 votes, would require the Prime Minister to immediately resign from office and the current Head of the Forum (the individual responsible for taking roll call, overseeing debates and votes, and maintaining proper parliamentary conduct. Not officially a Member of the Forum but can serve as a tiebreaker vote if necessary) would become the new Prime Minister to finish out their predecessor's term.

The National Chamber is the unicameral legislature of the Catholic Republic of Kauthar. The Chamber is dominate by the Catholic Social Party, who have held a majority for the last 24 years. The National Chamber is elected via FPTP in single-member constituencies, however it has little power. Most power is exercised by Federal Parliaments and Municipal Councils.

Chadtonia's legislature has three divisions of legislature (however two of those branches overlap to a point in a single person...the president, which is why nation's critical of Chadtonia say Chadtonia has only one branch of government, the monarch, in spite of the fact that the president is an elected official, and only has limited royal privileges under the new government), and one of those divisions is split into two Houses

Imperial legislature: Chadtonia's constitution and some of its amendments make it clear that a Chadtonian President is the Emperor-In-Effect, with all the royal rights and privileges of such position. As Emperor-In-Effect, the President may invoke certain non-repealed or non-abolished imperial laws, upon Imperial Order. This is a status that supersedes any past or future President's position as Chairman of the Federal Council.

Executive legislature: By federal law amended in the Constitution, Chadtonia's "chief executive" is the Chairman of the Federal Council, which is the President. For all acts, The President must ascertain to oversight by the elected Executive Oversight Committee, which is made up of five members of both houses of the Federal Council.

Legislative The Federal Council is the backbone to Chadtonian law and justice. This portion of the government is bicameral. The Federal Council has a total of up to 500 seats that can be filled each election cycle, 250 in each house, and a minimum of 50 per house must be filled each term. The Houses are The House of Parliament of the People's Provinces of Chadtonia or "The Chadtonian Parliament" in nomenclature, which apart from certain Presidential powers is the only remnant of the Imperial era of Chadtonian government still remaining, and The House of the Senate of The People's Provinces of Chadtonia or "The Chadtonian Senate" in nomenclature. The President may use Imperial power to appoint up to 50 non-elected people in the Parliament House, because that falls under Imperial Right of Rule. However, only one President has done this, which was the first president of Chadtonia President Alan Rudolph Schmidt. Each President thereafter has allowed all seats of Parliament to be elected by the people. Addtional information, According to the ammendements to Chadtonia's constitution, the President of Chadtonia is the Chariman of the Federal Council, and that position is considered a House of Parliament seat. (If you follow, one seat of that mandatory 50 seats available of Parliament is filled automatically when the President takes office, leaving only 49 mandatory seats to be filled, whereas no seat is automatically filled in The House of the Senate.)

*Special Note: While Chadtonia does have a Federal Court, since the demise of the Department of Diplomatic Affiars of Chadtonia, the Federal Court has been under the jurisdiction of the The Federal Council. Therefore, the judicial branch and the legislative branch are one and the same, with minimal oversight. This comes from a period of time when Chadtonia was struggling to find its identity as a democracy, and the government attempted to employ socialistic principles, which inevitably failed, but left the country without a court system that was externalized from the legislation. Many Chadtonias think this system is unfair, and does not allow the government to be held accountable to its electorate.

The Pacomian legislature is divided into the Federal Assembly (upper house) and the Regional Assembly (lower house).

The Federal Assembly is made up of 65 members, each one representing approximately 1 million people in Pacomia. They are voted on every six years by the majority vote of each municipal area that they will be representing. They have no term limits.

The Regonial Assembly represents districts, where each district gets one representative. Since Pacomia had 149 districts before the 2019 election, the Regional Assembly has 149 members. They are voted on by each individual in their area of representation every three years using first-past-the-post voting, and have no term limits.

The Federation of Lillorainen has a bicameral legislature.
The upper chamber is the Meritocratic Council (der Meritokratische Rat in German). It consist of around 300 members (the number varying, but always being odd to prevent ties); in order to become a MMC, one has to be a Member of the MUPFL (Meritocratic Unity Party of the FL), apply for membership with a full application proving one's general education, specified knowledge, political and philosophical ideas, and personal history as to how they have previously been useful for the society's wellbeing - interviews follow, and eventually, a majority of the Council Members have to vote in favor of the applicant joining.
The lower chamber is the Chamber of States (in German die Länderkammer). consists of 154 democratically elected representatives of the 14 States. Unlike the MC, Party membership is not required; running as an Independent is an option. The representation is proportional, and with the number of states having been increased from 9 to 14 earlier this year, all new states having a similar population, this is also not an issue for debate (anymore).
In order to pass a law, both chambers must approve of a new piece of legislation. Constitutional changes additionally require a referendum. The MC also select the President, whom the CoS needs to approve as well.
State legislatures may heavily vary - some have a similar makeup, others look different.
Since Lillorainen's geography is currently being overhauled a 'tiny' bit, most information on it posted before December 12, 2018, is not entirely reliable anymore. Until there's a new, proper factfile, everything you might need to know can be found here. Thank you. #RetconOfDoom (Very late update, 2020/08/30 - it's still going on ...)

The royal assembly consists of 300 elected Amazons. While the Queen and the royal family still have the majority of the power and the final say, The assembly is there to create and discuss policy which then needs the royal approval. They are beholden to the Queen and the assembly essentially exists to ease some stress off of her and her sisters/daughters.

The Federal Parliament is a bicameral parliament.

The Federal Senate is the upper house and consists of 494 senators from each of the 92 provinces. The senators are divided according to the degree of federal powers the provinces have. For instance states and districts each send 6 senators for a total of 420 senators, autonomous republics send 5 senators for a total of 20 senators, while territories and Military Administrative Zones send 3 senators for a total of 54 senators. All senators are elected by STV for 6 years. The senate is split into two classes; class 1 is elected at the same time as the president while class 2 is elected during the midterms.

The National Assembly is the lower house and consists of 1000 representatives elected in a single nationwide electoral district by closed party list proportional representation with a 0.5% threshold. The representatives are elected for 3 year terms. The National Assembly approves the Prime Minister and is the house to which the government is accountable to.

Neither house has term limits

The Royal Parliament of Polata City is a bicameral parliament.

The Grand Council is the upper house and is made up of 55 peers. Of those 55 peers, 24 are elected. These 24 peers are the 24 district presidents and are elected by IRV or the Two-Round system. The reminder of the 55 peers are appointed by the monarch on the advice of the Prime Minister with 5 of the seats permanently belonging to the Lords Spiritual. The Lords Spiritual are the four arch-bishops and the National Bishop of the Thermodolian Christian Church in Polata City.

The People’s Assembly is lower house and consists of 100 MPs elected in 25, 4 member districts by STV. The Prime Minister of Polata City is a member of the People’s Assembly and is generally the leader of the largest party or coalition.

There are no official retirement ages or term limits for either house however in practice the monarch dismisses peers over the age of 87.

The Parliament of the Kingdom of Ceroem is a bicameral parliament

The upper house is the Royal Senate, which consists, at the moment, of 812 Lord Senators, of which around a third been given their position from being a hereditary peer and the remaining two thirds have been appointed. There is no limit on how many peers can be appointed to the Senate. Due to their unelected nature, the Peers do not have the power to veto legislation, instead only having the power to delay legislation for at most two six month periods and send it back to the lower house for review. The current Government was elected on a manifesto promising to hold a public consultation on the future of the House of Peers to come to a decision that would be put to the public in a referendum.

The lower house is officially called the House of Representatives, but is almost always referred to in the media and by political parties as the National Assembly. It is made up of 175 MP's, who are elected by first past the post. The National Assembly is responsible for the creation of legislation, and was formerly, from 1981 - 1991, responsible for the approval of the Prime Minister and the Cabinet. This power now resides wholly in the hands of the monarch, but a potential Prime Minister must command the confidence of the House. Therefore, on the occasion of a Prime Minister's resignation part way through the Government's term, they are automatically subject to a confidence vote. A simple majority against the government will lead to new elections. A snap election can be called by the King on the advice of the Prime Minister and the Cabinet, with no parliamentary approval required.

The higher set of 150 Seats goes directly to the Parties affiliated with the original Oct 12th Revolution along with having been part of the established coalition for the founding of the Nation itself through militant action against the larger political forces within a drawn out insurgency lasting many years , with a system allowing 60-70 Percent of the higher seats going to the core with all other seats going to a group known as the "National Peoples Coalition of the 12th"

The lower 560 seats generally go to groups that had been formed later during fighting against insurgents or during the final years of the civil war during which massive amounts of unrest continued in the North and Patriotism was needed from people so that ideological groups could be formed to further the ideas of the homeland

The Empire of K-poptopia has a unicameral legislature known as the People's Assembly.

The People's Assembly consists of 3500 seats who represent citizens living in the core areas of our Empire. All seats are held by the K-pop Party and citizens living within the core areas of the Empire choose from a list of pre-approved candidates. Citizens living outside the core areas are not eligible to vote nor do they have representation.

While officially responsible for the creation, repealing, and amending of legislation, in practice, the People's Assembly serves merely as a rubber stamp and has never voted against any decisions made by either the Perfect Idol or other high-ranking government officials.

There is none. Leader Megatron makes all laws directly. There are several reasons this is superior to having a legislature.

- Someone fit to be the Leader of the Decepticons must have enough RAM to handle lawmaking all on his own. Otherwise, he is obviously too mentally deficient to rule.
- Having a whole body of lawmakers results in a massive slew of unnecessary legislation as everyone passes each other's garbage as a form of social grease within the group.
- The group will usually become so busy either patting each other on the back or trying to nerf each other that the passage of objectively good legislation is slowed to the point of near-uselessness, or worse, never sees the light of day.
- If two or more parties are present, everything soon becomes about kicking the ass of the other one(s) instead of furthering the entire nation's interests.
- With so many people involved, one or more of them will typically be distracting his nation with a scandal at any given time.

Our way works much better. Leader Megatron makes all of the laws by decree. Since his job consists of far more than making laws, he only makes them when absolutely necessary. This is why some countries have buildings' worth of legislation that have accumulated through their years, while the entire body of Decepticon law fits into a single booklet despite our nation being almost a thousand years old. Our laws are also consistent in their intentions because we don't have politicians with opposing agendas able to interfere.
No war RPs; no open RPs.

The meritocratic part of the government, that is the ministries, ministers, and their officials, proposes and writes laws (and budgets). They alone have that power, and laws are written based on studies that show that certain laws are needed.

The democratic part of the government, which is a single chamber, passes the laws and budgets. They can only pass or reject, but may send a rejection back to the ministries along with a reason for rejection, which can be used to change the law before it's sent to the parliament again.
This parliament consists of 144 seats, which are divided into three equal parts. The first 48 seats are each assigned to a single census area, which are decided by a FPTP vote per census area. The next 48 seats are contested nationally, every three years. The remaining 48 seats are also contested nationally, every three years, 1,5 years after the previous 48 seats have been voted on. Effectively, 48 seats change every 1,5 years.

Then there is an auditory branch that checks the laws proposed by the ministries, to check if there are any illegitimate laws based on conflict of interest, fraud, etc.

The Parliament of Kamotel is the unicameral federal legislature of Kamotel. It is elected every four years by a system of party-list proportional representation. The largest coalition of parties in Parliament form the government and elect a Prime Minister. The federal government's legislative authorities lie entirely in the Parliament, which can pass, amend, or repeal legislation by a simple majority, and amend the Constitution by a three-quarters majority vote as well as a popular referendum. Legislation passed by the Parliament must be approved by the Consul, who may choose to veto it.
