Adults who eat them are clearly not the type of people that we want reproducing but they should just not eat them and not die. And elders with mental health problems should not be able to reach them.

Sure, possibly, but this is an everyday household product, it's kind of one of those practicality over safety things even if that assumes parents thought this was a clear danger.
