OOC: I can't think of a better example of 'write to the category' instead of trying to shoehorn something in where it doesn't fit. Honestly the only way I see to salvage this would be to mandate an international search-&-rescue for lost aircraft and call it International Security. There's really no category suitable for this kind of public safety concern; all currently available regulations on industry are social or environmental rather than hazard-reducing.
Sticking this in Social Justice would mean you need to guarantee the poor a certain number of flights per year at reduced or waived cost; mandate minimum leg and elbow room standards for all fliers, not just business and first class; and institute more oversight of airlines generally to ensure actual competition and fair pricing. None of which sound like bad ideas to me, but ain't going to pass the WA in all likelihood.
