The Barisan Dicastery of Foreign Affairs, under His Catholic Majesty Hiram I, has elected to effect modifications where its foreign affairs are concerned, to wit, the institution of the new Diplomatic Programme, that it may encourage diplomacy with other states.
It exhorts your State to complete an application for a diplomatic mission within the Kingdom.

- Political Status
- A diplomatic mission is to be established exclusively in the interest of peace, security and the official representation of the sending State’s interests within the Kingdom. Any militaristic action will be reviewed and approved by the Dicastery prior to the initiation of the aforementioned action.
- The premises of the mission are sovereign territory of the Kingdom; however, the sending State will be considered the legal owner of said premises.
- In accordance with General Assembly Resolution #22, all personnel, including without limitation the Chief of Mission, are required to respect and obey Barisan law.
- Diplomatic, Service and Security Personnel
- The maximum number of general diplomatic personnel permitted is thirty persons.
- Diplomatic personnel are defined as those who represent the sending State, protect its nationals and engage in relations with Barisan equivalents.
- The maximum number of service personnel permitted is sixty persons.
- Service personnel are defined as those who support and maintain the premises and who provide administrative and technical services.
- The maximum number of security personnel permitted is thirty persons.
- Security personnel are defined as those who provide security and protection to the mission and its personnel.
- The Kingdom is under a special duty to take all appropriate steps to protect the premises of the mission against any intrusion or damage and to prevent any disturbance of the peace of the mission or impairment of its dignity.
- During major crises or distress, the sending State may request that the Dicastery allow ancillary security personnel to enter the Kingdom to augment the mission’s security personnel.
- Firearms and Other Weapons
- Each diplomatic mission in the Kingdom is entitled to import weapons for the purposes of self‐defence only.
- All weapons to be imported shall arrive in the Kingdom at the latest fourteen days prior to the official commencement of the mission. The personnel who will possess and operate the weapons off the premises of the mission shall receive all licences, registration and certification as required by Barisan and international law prior to the acquisition and possession of said weapons.
- The only permissible weapons for missions are listed hereunder. All noncompliant weapons will be expunged from the Kingdom by Barisan authorities.
- Semi‐automatic assault rifles chambered in an intermediate calibre;
- Semi‐automatic pistols, revolvers, single‐shot pistols and multibarrelled pistols;
- Conducted electrical weapons;
- Oleoresin capsicum spray canisters;
- Clubs; and
- Ceremonial weapons.
- The number of permissible firearms is limited to one rifle and one handgun per security officer. Each security officer is additionally entitled to a maximum of three side arms.
- Vehicles and Transport
- Each mission in the Kingdom is entitled to bring vehicles for the purposes of transport.
- All traffic to and from the premises of the mission will not be interfered with nor impeded upon by the Kingdom, although specific corridors for such traffic may be established by the Kingdom.
- All vehicles shall arrive in the Kingdom at the latest fourteen days prior to the official commencement of the diplomatic mission. The personnel who will operate the vehicles shall receive notary certifications from the Kingdom attached to their operators’ licences prior to the operation of said transport if appropriate.
- When required by Barisan law, vehicles will be properly registered with the Kingdom and bear the vehicle registration plates indicating them as diplomatic vehicles in compliance with Barisan and international law.
- The only permissible vehicles for diplomatic missions are listed hereunder. All noncompliant vehicles will be expunged from Bari by Barisan authorities.
- Civilian motor vehicles;
- Civilian boats or yachts; and
- Lightweight (5 670 kilograms or less) civilian aircraft.
- All vehicles shall be unarmed; military vehicles or vehicles armed with any sort of weaponry are not permitted. Additional vehicle armour may be applied within limits for missions.
- All yachts and boats shall be moored at a location of the mission’s choice.
- All aircraft shall comply with Barisan and international law. Accordingly, no diplomatic mission may be constructed with an integrated helicopter landing pad or aircraft launching system; all aircraft shall be housed at an airport near at hand, and aviators shall comply with Barisan and international law.
- The entire mission may bring up to ten motor vehicles, two boats, one yacht, one fixed‐wing aircraft and one rotary‐wing aircraft.
- Miscellaneous
- The sending State will be wholly responsible for the consequences of all events related to the presence of its mission in the Kingdom.
- Any agreement for a mission on the sovereign territory of the Kingdom will be given a minimum evacuation period of one year if said mission is closed or abandoned or expelled save when otherwise specified by the Kingdom at the time of the agreement.
- All activities at a mission will be considered a classified secret of the sending State by the Kingdom, and the Kingdom will undertake its utmost to honour the secrecy of the mission.
- All missions shall be instituted in the capital city of the Kingdom of Bari, namely, the city of Theopolis.
- All aforementioned rules and regulations enumerated and stipulated herein are valid and binding insofar as they do not intervene with nor contradict Barisan law or international law.
