I mean, China has a Gender difference of 1.06 males/1 female, and they are having a veritable crisis on their hands.
That's because they have a surplus of men, not women. More women is generally good.

Although I hadn't the time to go through all of it, one thing in particular struck me:
"Bureaucratic, government work is generally considered only part time work thus pays half of normal salary typically."
I understand your point very well and, in an ideal world it would be wonderful but...
Living in a RL country where Bureaucratic, government jobs generally are slightly less paid than private ones, I have to report that:
Bureaucratic, government workers tend to be (or to be regarded as) lazy and low efficiency workers.
The usual joke they oppose to those who criticize them is: "They're pretending to pay us, thus we're pretending to work!"
Obviously, that's a mere justification by the lazy ones but unfortunately the lower wages are a real (small) point in their favour.
Your "rule" of half-salary would risk to make this even more extreme, expecially for they'll be forced to get another job to get along and consequently to neglect the Gov one.
