Welcome to the contact page for the Office of Foreign Affairs for the Ularn Interstellar Federation. From here you may send and receive diplomatic communiques to and from the Federation. The current Secretary of State for Foreign Affairs and head of the Office is Senator Bial Ram. If you represent the government of a foreign star nation and have a matter relating to international relations which must be addressed by the senator, please post it below and a representative of the Foreign affairs office will respond as soon as possible.

The Ularn Interstellar Federation constantly seeks to foster closer diplomatic ties and trade agreements with neighbouring star nations. To this end, we invite other governments to send ambassadors to meet with our government on the Federation's spaceborne capital city of Unity Station to address matters of international importance in question. ULARN INTERSTELLAR FEDERATION EMBASSY PROGRAM

The Ularn Interstellar Federation is proud to announce the launch of a new and more open approach to diplomacy. As part of this process, foreign star nations and planetary governments may now apply to lead diplomatic missions and open an embassy in the Political District of Unity Station itself.

Any and all spacefaring civilisations are welcome to take part in our new diplomatic program and can be assured that all applications will be considered regardless of the politics or policies of the ruling government. Nonetheless, applications from certain nations may be refused if the Office of Foreign Affairs deems closer diplomatic relations with that nation to be undesirable or potentially harmful to the UIF's appearance on the galactic stage.

UNITY STATION EMBASSIES
Built on the site of Orbital Defence Platform UE-22, where Frekti and Defa leaders signed the peace treaty that would later give birth to the Ularn Interstellar Federation, Unity Station is a marvel to behold. Sixteen kilometres in diameter, the station is the political heart of the UIF, home to the senate from which the entire federation is governed. A space elevator connects the station with Ularn II, one of the seven mineral rich planets in the system from which the Federation derives its name.

Apartments have been set aside on the western side of Unity Station's Political District for use as chanceries. The Political District is home to the UIF Senate and cabinet offices, while most government employees live in the neighbouring Residential District. As well as extensive office space, each chancery boasts a luxury three-bedroom apartment for use by the ambassador and their family. Chanceries also feature a vault and guardhouse with armoury for use by embassy security.

In addition to the chancery itself, foreign embassies will be granted the use of one of the docking bays attached to the Political District. These docks can accommodate ships up to eight-hundred metres in length. Represented nations will also be permitted to designate up to two spacecraft as diplomatic couriers, granting them special privileges against searches.

Nations intending to send a diplomatic mission to the Ularn Interstellar Federation should first be aware of the following provisions and regulations. These terms are non-negotiable and must be adhered to at all times. Failure to observe these terms may lead to the expulsion of the embassy in question.

Chanceries will be located in the west side of the Political District of Unity Station, in orbit of Ularn II.
Chanceries will have office space for up to one-hundred (100) employees and accommodation for twenty-five (25) in addition to a luxury suite for the Ambassador and her/his family. A service staff of around twenty (20) should be sufficient for the smooth running of a chancery.
Chanceries will have garage space for twenty (20) regularly sized vehicles.
Chanceries will be accessible only through an airlock of width 8m and height 3m. This airlock is at the front of the chancery complex, opening onto the street. A security checkpoint and armoury are located on the interior side of the airlock for use by embassy security.
Atmosphere on Unity Station and in chanceries is maintained as a 4:1 mixture of nitrogen to oxygen. A request to change the atmospheric mixture within the chancery should be submitted in the "Special Requests/Other Information" section of the application form. Atmospheric outside the chancery cannot be altered and embassy staff must make their own arrangements for any breathing apparatus required.
Represented nations will be assigned the use of one (1) bay on the western docking arm of the Political District. All ships must obey the regulations and instructions of Unity Station Traffic Control.
Requests for additional facilities within or out with the chancery should be submitted in the "Special Requests/Other Information" section of the application form. Installation of such facilities must be carried out and paid for by the represented nation subject to Federation supervision.

All ambassadors and diplomatic staff are offered full diplomatic immunity. This means that no embassy personnel (excluding service or security staff and any domestically hired personnel) can be charged with a crime while on Unity Station
Full background checks on all personnel will be conducted before the arrival of the represented nation's embassy. Embassy security staff may be tested for restricted substances by Unity Station authorities at any time.
Embassy security staff on Unity Station are to be limited to twenty-five (25).
The Ularn Interstellar Federation will never imprison, execute or kill foreign dignitaries or staff-members in times of peace or in times of war expect where not doing so would directly endanger the life of Federation citizens.

The Federation may, at any time and for any reason, choose to expel the embassy of the represented nation. The Federation accepts no responsibility for death or injury suffered by embassy staff should they attempt to forcibly resist such expulsion.
All chanceries remain as Federation Territory, though they are extraterritorial and exempt from Federation law.
Federation authorities cannot enter an embassy without permission or appropriate legal documentation. The Federation accepts no responsibility for death or injury suffered by embassy staff should they attempt to forcibly resist such legal entry.

The represented nation may designate up to two (2) spacecraft as Diplomatic Couriers. These ships may not be searched by Federation authorities. This exemption from search does not apply to small craft (e.g. shuttles) attached to a ship designated as a diplomatic courier.
Embassy vehicles are to be limited to a maximum of five (5) and may not utilise any form of anti-gravity technology. Vehicles must be unarmed and of civilian design. Armoured vehicles are permitted.
Weapons should be limited to one (1) per type per member of embassy security. All weapons must be tested by Federation Authorities before being brought aboard Unity Station. Weapons deemed unduly dangerous will be confiscated and may not be carried by embassy security staff. All nuclear, biological, chemical or gravitic weapons are forbidden.

Small, domesticated animals may be permitted aboard Unity Station provided they are kept within the ambassador's suite at all times and do not pose any risk to the public. The Federation reserves the right to inspect the health of all animals and demand their removal from the station for any reason.
Plants may be permitted aboard Unity Station provided they are kept within the chancery at all times and do not pose any risk to the public. The Federation reserves the right to inspect all plants and demand their removal from the station for any reason.
Substances treated as illegal under Federation law may not be brought aboard Unity Station unless for medical reasons. Embassy security staff are forbidden from using any mind-altering or performance-enhancing substances.

As an aside, I notice that in the "Vehicles" section of the application under "Controlled Property" you listed one disarmed Geth dropship. I apologise for the confusion and should explain that what was meant by "vehicles" was means of transport for use inside Unity Station itself. You are of course welcome to designate this dropship as one of your diplomatic couriers for travel to and from the station but I am afraid it will not actually fit inside the station interior. Again, I apologise for this confusion and thank you for bringing that lack of clarity in the application form to our attention. I will ensure that future versions have the section more clearly explained.

We thank you for your reply and are currently preparing the listed personnel, vehicals and materials for deployment to your station.

I have spoken with Sargent Jamie Madison and it seems there was a bit of confusion, and she thought the Embassy was going to be planet side when she recommended Armaments for the security detail's Battle Armor. In light of the new information the Battle Armor is undergoing refitting for station detail rather than planet detail. While the exact details of the modifications, I must admit, are beyond my knowledge. Jamie has mentioned that the new weapons will be low-impact kinetics and less-than-lethal pyrotechnic grenades. She does request that they be allowed to bring at least one armament per suit of battle armor capable of taking on armored targets, consisting of two, '15mm grav-launch cannons with armor-piercing non-explosive rounds.' I am not sure exactly what that means, but Sargent Jamie has mentioned that it is standard equipment for our own station based marines.

While I am certain I could talk her down, I did promise her I would at least run it by your own office.

On another topic, while I do hate to impose, I do have to ask for certain accommodations for the medical needs of our staff. Due to the distance from Parth that Unity Station is, it has been deemed to be easier to simply install a small regeneration clinic on the station rather then transport the staff back to Parth for their annual Regeneration therapy. Exact details are included in the attached file, however I feel I must mention that the clinic requires rather large amounts of power while in operation, which admittedly is only once a year per person, and each treatment only takes 30 minutes, but the amount of equipment does require a large room and a smaller room which can remain at a certain temperature year round, for safe storage of the chemicals. We are willing to lease the additional space and power for a reasonable cost, but, as of right now, we can not make the regeneration therapy available to any non-Parth citizens. Ignoring the biological differences and complications that might lead to, the clinic is meant to be there for the sole use of embassy staff, and transporting the chemicals for the annual treatments of that many people, while easier then transporting the staff back to Parth in small groups, is still difficult enough to preclude it until such a time as a private clinic can be established for the purpose of providing regeneration therapy for a price to other inhabitants of the station.

I write to you on behalf of the Ularn Interstellar Federation and its Senate regarding your recent communication on matters relating to the security of your chancery and the medical needs of your embassy staff.

Regarding your enquiries about staff medical care, the Federation General Hospital in the Commercial District is one of the Ularn Interstellar Federation's leading medical care facilities, experienced in the treatment of hundreds of different races. I have forwarded the documents you sent detailing your requirements to the staff there and have been informed that they already have the facilities in place to accommodate the needs of your staff. Alternatively, there are also numerous private health care facilities on the station and you are, of course, welcome to install such facilities as you require within the chancery compound itself - provided you pay your electrical bill.
I should add that the Federation operates a publicly funded national health service. However, foreign guests and other non-taxpayers including your prospective embassy staff are advised to arrange health insurance prior to visiting as they will not otherwise receive the benefit of the system. They would still receive whatever treatment they require but they would also be billed for it. If the Star Kingdom of Parth operates a similar national health service then it is possible that arrangements could be made to have the medical expenses incurred by Parthian guests in the Federation covered by your own health service and vice versa. Such arrangements would doubtlessly improve circumstances for both our citizens when in each other's territories and is something Lord Far Isle may wish to discuss once he has settled into his role on Unity Station.

On the matter of the proposed equipment for your security staff, I am afraid that, for the same reasons as those outlined in my last correspondence, I am unable at this time to facilitate your request to bring heavy anti-armour weaponry onto Unity Station for the purpose of equipping your security staff. Having discussed the matter with representatives of the Unity Station Police Department, I have been advised that unless there are extenuating circumstances we are unaware of which would make a Parthian embassy to the Federation a likely target for violence, the possession of such weapons would still pose an unacceptable risk to Unity Station and its populace. Unless you have a specific threat in mind which would necessitate the carrying of these weapons by your security staff, I am afraid we cannot allow it.
I understand this may be a cause of some frustration for you and Squad-Leader Madison but please be assured that the Federation ranks in the top 5% of safest nations in the known universe and Unity Station has extremely low levels of violent crime. The Political District is constantly patrolled by officers of the USPD and the station has an ever present garrison of Ularn Space Naval Marines on board who will be equipped to deal with any threats to your embassy that would require the use of weapons such as you describe. I would also be willing to revisit this position at a later time if information regarding a more specific threat came to light.

Senator Bial Ram waited in the plaza outside the main door to the senate buildings. Accompanying him was his frekti secretary, D'vash, Michelle Ivanova, who was interning with his department, Viss Ramba, a gangly sev with his race's characteristic pale, mottled skin who was representing those of his people living in and around Landing Zone #1 on Planet 17, and a korvan marine bodyguard whose name he had forgotten since they were assigned this morning. Behind him two more marines stood vigil on either side of the doors, looking striking in their khaki uniforms with rifles resting on their shoulders. In the days of the Alliance the two marines guarding the Senate's entrance had always been a defa and a frekti; two former enemies now working together to protect their united leaders. That was one of uncountable small details which had changed when the Alliance became the Federation over four-hundred Terran years ago; today a human and a reshian guarded the threshold, and tomorrow the combination would change again like Bial's bodyguard.
Across the road a grassy park featuring a fountain and a few familiar sculptures offered space for a few news channels to conduct interviews with the Senate in the background. Space was usually at a premium aboard the UIF's spaceborne capital, but exceptions to that economy of purpose did exist here and there. The park was over 10,000 square metres in area, and extended upwards all the way to reach the massive glass dome set in the station's upper hull. The height allowed the senate itself them to present and impressive façade; its massive rotunda looking more like something constructed on the surface of a planet as opposed to the simple doors and windows in the walls of streets which other "buildings" on the station usually presented.
Bial recognised the Erasmus Herald's logo on one cameraman's ID badge while her accompanying reporter held a microphone in front of one of the Defence Department's aides. Presumably they were discussing the navy's progress pacifying Deimoss; the fact that Senator T'kei, the Defence Secretary, was to be journeying to Tamashk in a few days had not been released publicly yet, which meant there was little else for T'kei's department to talk about that the press would be interesting. The ongoing military reforms had become old news by now, and only warranted fresh airtime on those occasions when Naval R&D unveiled a new prototype. He saw the reporter taking occasional sideways glances at him and reckoned she was just killing time until the Secretary of State for Foreign Affairs' guest arrived and she could try and get a soundbite from him or the Danarian ambassador.
The senator's facial tentacles curled with mild unease as he remembered why he was waiting here. The message from Ambassador Kal Wal'kar A Umn Vas Sel'aria (whose name was still giving Michelle difficulty) had stated only that he wanted to "discuss Deimoss". Bial was aware that the Clans' territory was fairly close to the prospective UIF member system. Indeed, the very nearest system to Deimoss was one of theirs. Running through possible worst-case scenarios in his head, Bial imagined the ambassador delivering a claim of ownership to Deimoss. After the months of negotiations with the Comgratian Federation just to persuade them to let the sevs hold a referendum on their future, not to mention the considerable financial commitment a certain Ularni biotech company had sunk into teraforming efforts on the system's sole planet, or the thousands of marines who had died so far attempting to pacify the planet, finding that another star nation already considered Deimoss theirs would be little short of disastrous on a number of counts.
When he was more reasonable, Bial recognised that it was more likely that the Danarians probably just wanted to discuss trade and transport agreements. Deimoss presented both nations with a gateway into the other's markets and it was not unexpected that a discussion on that topic would be the new ambassador's first order of business. Bial reminded himself to stop jumping at shadows and waited for the delegation to arrive.

7,734,511 cycles. That is how long it had been since the First Danarian Federation had initiated diplomatic relations with outside powers. Millions of years of self imposed isolation, while fighting the Jakial had left its mark. Granted, the Third Federation now once again hosted embassies on the Grand Forum and currently had three Extraterritorial Embassies, however, all of those were initiated by foreign states. All of which were foreigners whom wanted to bask in their glory. (At least that is how they saw it...) However, today, on Unity Station, history was going to be made. The Danarii were going to officially seek the ear of the Ularn Federation.

Unlike the Ularn, the pair of Jaron Class Cruisers - the Howling Wind and the Fair Sunrise - did not arrive via wormhole, but simply winked into existence on the outskirts of the system. It is tradition that Danarian warships never travel alone, you see. Size wise, the Jaron Class was of comparable length to their Ularn counterparts; on the other hand, their mass, composition and engineering doctrines were about as far apart as they could be. The pair of ships each looked vaguely draconic in nature, with a pair shaped body, a long 'neck' leading up to a distinctly serpentine looking 'head'. The largest difference between their designs were the pair of 'wings', sprouting from the aft section of the ship that seemed to serve no visible purpose. Which is not to say that they served no purpose, just that what purpose they served could not be discerned...then again, very little could be discerned about the workings of these ships. They appeared to be armed with weapons similar to the Federation's Grazers, similar, but not the same - their exact functioning was not readily apparent. Then again, at the same time, everything within seemed cloaked by the ship's strange hull itself...

The High-Captain of the Howling Wind was certainly 'vocal' upon arriving in system, promptly announcing his (scheduled) arrival. The last thing the Danarian Space Forces wanted was to start a war on the eve of opening diplomatic channels! Thus, the Ambassador and his guard arrived upon Unity Station without incident. After briefly stopping in to inspect his new station (the embassy granted to the Danarian Federation) the Ambassador decided to see to his meeting with his contact in the Ularn Senate...a senator Bial Ram. An interesting name to be sure. So similarly structured, yet so foreign... To be expected.

The procession made their way to the Political District drawing no shortage of stares. Surely, a good portion of that was due to their foreign appearance, but en even larger part of that must of been thanks to their parade march formation. Seventeen 'men' in perfect cadence, moving in total silence, in a beeline toward their destination. It was an elaborate formation, yet they never broke from it. Two guards, garbed in black, monoform soft-armor suits, leading to a pair of simplistic black helms, lead the party side by side at the front. Behind them four men stood at the four extremes, forming a square and within was the main party itself; composed of eight more guards, in two rows of four. At the very center itself was another guard, and a figure wearing an elaborate set of silvered robes, edged in a black pattern that looked vaguely Greek in origin. Atop his helm sat a laurel of brass and vines. Just behind the inner two - the guard and his VIP - trailed the final guard, still within the confines of the dual rows of guards that followed them.

As they entered the grassy park, the VIP allowed himself the luxury of observing the wonderful park that the Ularns had constructed in space. While not quite the equal of the Grand Forum - in his opinion - Unity Station was not built to serve the same function and thus was a different station altogether. Nevertheless, it was rather impressive. Few species, few societies, he corrected himself, had such an ability. One which he appreciated. However, his spectating was short lived as they arrived at the steps of the Ularni Senate, to the scene of a crowd of civilians. His guard tensed, while they had not been expecting this, it was not entirely unexpected either. With a practiced precision, the lead guards heralded their arrival to the disorganized mob...

"The Ambassador of the Third Federation of Danarian Clans cometh!" The two trumpeted in Languarian, for all to heed, "Make way!"

With clockwork precision, the sixteen guards removed their shouldered their Hata but an inch, only to return them to position with a thud. Closing to the foot of the steps, the guard stopped and took a step to either side. The guard next to the Ambassador took glanced out the corner of his eye to his charge and took half a step back. The two then proceeded forward toward the Defa senator. His lone guard stopped just short, allowing the Ambassador to approach his counterpart himself, while he waited close at hand. Reaching up to his helm, the man removed it, allowing it to fall in to a pouch, hidden in his robes upon his back. The Danarii looked in every way possible like a human... The tan eyes that examined the Defa matched his hair color exactly and his skin was pale like a Caucasian.

"Gar'eh s'wo Kal Wal'kar A Umn Vas Sel'aria Di-Languara A Danarii Utin." He placed his right hand to his left breast, bowing his head slightly to the Senator, "E'moro Kal Wal'kar, sem-pun."

His guard cleared his throat, grabbing his attention. "Languara ra y'un Danarii Langa."

"Illumne," He nodded, turning back and moving his hands toward a dark-grey octagonal broach that sat atop his left breast, "A thousand pardons. I trust this helps?" He asked rhetorically, his language now understandable, "I am Ambassador Second Class Kal Wal'kar of the Danarian Federation."

"<A pleasure to meet you, Ambassador,>" Bial responded in his own Base-Defa, then bowed and offered Kal Wal'kar a six tentacled hand. Bowing was a defa custom; shaking hands was not, but use of the gesture was prevalent throughout the rest of the galaxy and its meaning generally understood. He was glad that the ambassador accepted the handshake, and it allowed a handful of attentive reporters to snap pictures for their newsfeeds.
He was momentarily surprised to hear Kal Wal'kar use his species' language. As a species which effectively had four tongues, no lips, and beak-like 'teeth' located half-way down their necks, the languages spoken by the defa were not ones which could possibly be spoken by any race with an approximately human vocal assembly. A quick sideways glance at Viss and Michelle told him they had understood it as well. However the ambassador's brooch worked, it clearly served a purpose similar to his own translation implant, except that it acted as a broadcaster instead of a receiver.
"<I am Senator Bial Ram, Secretary of State for Foreign Affairs, and this is Viss Ramba representing the Deimoss system, my secretary D'vash, and Michelle Ivanova of the University of First Landing,>" he introduced each person in turn. "<Please, allow me escort you to the meeting room.>"
He led the Danarians and his own staff up the marble steps into the Senate Rotunda, past the two marines on guard at the entrance. The senate's atrium was a bright, spacious room full of brushed metal and bleached wood. Reception desks on either side of the entrance catered to visitors, both the official and the merely curious. In fact, a tour group of around thirty had just been setting off, and was delayed for a few moments as they all stopped to snap photos of the secretary and the foreign ambassador who accompanied him with his unusual bodyguard. Two glass spheres were suspended from the ceiling over the seating area which dominated the lowered central area of the room. They were illuminated in such a way that no matter where in the room you stood, they created the double crescent of the Federation's flag.
There was no alarm, though Bial, who was aware of the security sensors built in to the Rotunda's doorway, guessed what had happened. A single korvan marine; their plain uniform and rank bars on the shoulder identifying them as a section chief, approached the group and quietly addressed Wal'kar, "<Ambassador, I apologise, but I am afraid we cannot allow an armed retinue this size to accompany you in the Senate building.>"
Although he had expected this when he saw the size of Wal'kar's bodyguard, Bial's face contorted uncomfortably nonetheless. Security at the Rotunda - and the regulations involved - were the sole responsibility of the marines and they took them very seriously. "<I am sorry, Ambassador. We should have thought to let you know in our correspondence earlier...>"
"<I can allow two of your bodyguards to accompany each member of your delegation within the Rotunda,>" the staff officer explained, "<But I am afraid the rest cannot move beyond the atrium.>"

((OOC: Sorry about Kal Wal'kar's attitude. Danarii oft suffer from excessive pride. Well, at least he didn't vocalize all that, eh? ))

Kal Wal'kar hesitated momentarily as his counterpart - Senator Bial Ram - extended a tentacle-hand. He was aware that many species chose such a greeting, however, in his culture physical contact was reserved for the Warrior Caste and those implicitly trusted. At the same time, he would not want to seem rude, so he promptly took the senator's 'hand'. He was passively aware that many of the civilians around him were using devices to capture his likeness with the Senator, this pleased him far more than his reception even. For him, simply knowing that the Ularni were this interested in the Danarii was enough to make him a little giddy - a fact he hid well. So long as he did his job well, not only would the Federation have positive relations with another state with a long reach, but he would also be well known in both nations!

The Danarian Ambassador also gave a nod of his head to the others in the Senator's retinue as they were introduced. Viss Ramba and Michelle Ivanova particularly interested him. The former, as an inhabitant of the Deimoss system complicated matters. Were the system uninhabited, then perhaps the Federation would've contested the Ularni claim, if nothing else, because of its proximity. However, since it was an occupied system... Michelle Ivanova, on the other hand, she intrigued him. At first, for but a moment, he thought she was a Danarian, then upon a second glance, he realized that she was not. She was one of those strange Aliens from Alpha that they had encountered that called themselves "Humans", it was odd, just how similar they looked. Truly it was easier for him to deal with the Defa and Frekti, as they were unquestionably aliens. Humans? They fell into that uncanny valley, just too similar to themselves, but not quite. Indeed, he felt no outward trace of psionic energy from her...

As they entered the Ularni Senate Building, Kal Wal'kar couldn't help but be (slightly) awestruck by its construction. Marble and wood in space? In these quantities? Surely such a thing must've cost a fortune, if they were indeed brought up from planetside! Or perhaps, they were synthetic? Created by machine to resemble the genuine article? Either way, it would be an impressive work. Not quite as impressive as the Grand Forum, he reminded himself, but again, that's apples and oranges. He thought it was too bad that he could not be present to see the looks on their faces as their Federation beheld his! The Grand Forum was made to to just that, to awe any who saw it. This place? This place had an awe factor all its own. Then a thought crossed his mind... What would their Federation look like in a mere million years?

Just as Kal Wal'kar was to speak to Bial Ram, a sudden change in his Guard Commander alerted him to a change. Turning his head ever so slightly, he noticed his Commander step forward and show his left forearm and clenched fist to the approaching marine - the Danarian motion to hold. The Ambassador promptly informed his guard to stand down, with a subtle psionic message. As his Commander stood down, the Ambassador turned his head to listen to the marine in question.

"Ambassador, I apologize, but I am afraid we cannot allow an armed retinue this size to accompany you in the Senate building" The marine's language was flawlessly translated into his own.

Both the Senator and the marine informed them of their policies, and that only two of his guards would be allowed in. They are wary of our power... Kal Wal'kar thought to himself. Before either could continue further, he nodded.
"You would not want an armed force before your parliament, that is understandable." He replied promptly, before turning to his Commander and switching back to his native language...
"Elia E'das, sutus fortis."

"Bai, Imper'itis Languara." The Commander nodded, before turning to his men, "Mar eh fortis sutic Constum Ularn Utinum"

As his Commander gave his subordinates their orders and they slowly made their way to a spot near the doors of the atrium, the Ambassador turned toward the Senator once more.
"My Commander shall accompany me, the rest shall wait here as you wish." Kal Wal'kar nodded with a smile.

They have provided me and my people with a challenge. They fear our power and so they seek to make me feel vulnerable. That is acceptable. I shall make them wonder what it is I know, what skills and abilities my Commander possess and make them squirm instead! He thought, all the while smiling at his alien counterpart. After all, two ages ago, during the First Federation, the Danarii were widely considered the Galactic Standard for diplomacy. Their Trade Confederation had spanned the hemisphere and the only limit their ships knew was how far they were willing to travel! However, seven million years of isolation has seen the reputation of the Danarii fade into myth and in some cases, completely from memory. There were even fewer civilizations left that could claim to have had contact with their ancient brethren.

Now was the time to change that.
Time to show the Ularni what diplomacy is!

"<That is acceptable, ambassador>" the Section Chief replied, then looked to Bial, who nodded once, prompting them to continue, <If your guards wish, I can also arrange for them to stand watch with the marines.>" Satisfied, the slim, white-skinned korvan returned to their post.
The additional guard posts were also something Bial was aware of. While marines always guarded the Senate and other armed security staff were not generally allowed past the atrium, provision had been made for situations when especially high-risk figures visited, like foreign heads of state. In such circumstances where a risk to the guest's safety was more foreseeable it was inevitable that arrangements would be made for their own security staff to work with the marines. Among the provisions for such circumstances were numerous empty guard posts in and around the atrium - one next to every marine's post - for the other security staff to stand watch with the marines. As well as the practical benefits for everyone's safety, filling the extra guard posts was also a public statement that someone the UIF regarded as important was visiting the Senate. Normally Bial would not have bothered extending the courtesy to an Ambassador, whose like tended to come and go more or less daily, but most Ambassadors did not bring a surplus of guards and this occasion was Wal'kar's first visit and could warrant a little extra pomp and ceremony.
"<Thank you for being so understanding,>" he said as he guided the diminished party across the atrium to the elevators at the far end, genuinely relieved that Wal'kar had acquiesced to the security demands. It told him that whatever the Ambassador's purpose was, it was not necessarily outright hostile to Ularni interests, and that he was also a reasonable man.
The elevator took them to the top floor of the Rotunda; a level which was only used for official functions and meetings. As well as several function rooms of various sizes, the upper floor also featured a dozen meeting rooms, although it was rare for more than a handful to be occupied at a time. In every room, the interior wall which looked on to the senate chamber in the middle of the Rotunda was taken up by a one-way mirror which allowed those in the meetings to privately look onto the senate floor below. The chamber itself could sit almost a thousand, with seats arranged in a tiered fashion like in a sports stadium around a central dais. Right now it was less than a quarter full. According to Bial's schedule, the current debate was some minor matter regarding fishing quotas on Ularn II, which most senators had apparently elected to skive. Why anyone wanted to catch the fish that swam in the chlorinated seas of that partially terraformed planet which had hung like an albatross around the senate's neck since the days of the Alliance was beyond Bial. It may well be busier this afternoon when he came to report of the outcome of this meeting.
Two marines came to attention as they left the lift and Bial guided them to one of the meeting rooms, furnished like the others with wood panelling and soft lighting. The window to the Senate Chamber was on the longest of the room's walls, opposite the door through which they entered. A table and about a dozen chairs featured prominently in the centre of the room while a large, currently blank viewscreen dominated the shorter wall nearest the door.
"<All meetings in these rooms are recorded,>" Bial explained, gesturing towards a small black sphere in the ceiling which concealed various video cameras and other recording equipment to give complete coverage of the room. "<Please take a seat, Ambassador. There's water in the carafe on the table or I can have something brought to you if you'd like?>"

Kal Wal'kar listened to the proposal of the staff officer with interest, such a thing was not common practice within Danarian politics - such a thing, to them, would be a sign of weakness, a sign that they could not defend their own possessions. However, outlanders be...He reminded himself. With a curious eye, he turned to his Commander to see what he thought? The masked officer simply nodded once and turned to rescind their previous orders. With that, the Ambassador returned his attention to Senator Bial Ram.

"If that is what you wish...?" Kal Wal'kar nodded gently, after all, perhaps they might learn something of their hosts?

The two Danarians remained respectfully silent on their trip up the elevator. Entering the function room, Kal Wal'kar promptly wandered over to the large one-way mirror to regard the senate chamber, while his guard took up his post at the door. It was huge, astoundingly huge. Perhaps thrice the size of the Republic Parliament chambers! He could only imagine how crazy the Ularni Senate could become...

"All meetings in these rooms are recorded," the Senator explained, gesturing towards a small black sphere in the ceiling, "Please take a seat, Ambassador. There's water in the carafe on the table or I can have something brought to you if you'd like?"

Nodding, he signaled his guard to meet him halfway across the room. They exchanged a small metallic disk, about an inch thick and two-and-a-half wide. Taking a seat adjacent one of the solid walls, he regarded the seat curiously for but a moment, before looking at Senator Bial Ram. Danarii were not used to backrests on chairs for official business - such a thing was thought to encourage emissaries to stall and procrastinate, rather than deal with the issue at hand...
"Of course, such a thing is not unusual." He nodded in understanding, before sliding forward the dull-gray metallic disk to his counterpart, "Then, may I extend this, as a sign of good will? It is a cipher for your UT that will allow you to more easily translate our native language. Many species have difficulty with Danarii Langa, but not Languara...this will ease those difficulties."

Edit: Apparently "Wide" is spelled "thick" now...?

"<Thank you,>" Bial replied, accepting the disc and passing it to D'vash with a smiling curl of his tongues, "<I confess at the moment my implant's making everything you say sound like something from a medieval period film.>"
D'vash and Michelle left at that moment while Viss and Bial seated themselves. The guard stood to attention in the corner by the window. Bial sat a little awkwardly; compared to other races, defa were badly adapted for seats with backrests but he was used to it. Although their skeletons bore closer resemblance to extremely dense muscle and they could walk upright and sit like most bipeds, they generally preferred a more stable quadrupedal arrangement using their mid and hindlimbs while their forelimbs remained availale as arms. When sprinting, they usually opted for a hexapedal skitter like a terran insect. As a result they usually sat much the same way as thye walked, with their lower torso rested on a wide stool. However, it was considered impolite by Ularni diplomatic custom to seat yourself differently from your guests and most humanoid races preferred their seats to have backrests.
With his hindlimbs on now on the floor, Bial folded his midlimbs in front of him while his forelimbs retrieved a few sheets of hardcopy from his briefcase and arranged them in front of him and Viss. He began the meeting by introducing himself for the recording, "<It is Eleven-eighteen am, Unity Station Time, on November Twenty-First, Twenty-three-forty-eight. I am Senator Bial Ram, Secretary of State for Foreign Affairs, Ularn Interstellar Federation.>" Ularn had switched to the Terran calendar out of convenience given its prevalence in the wider galaxy. Allowing for some inaccuracy given the distance involved, the time Bial gave should correspond to Greenwich Meridian Time on Earth.
"<I am Viss Ramba, Ambassador to the Ularn Interstellar Federation on behalf of the Deimoss System,>" Viss added. So far he had seemed happy to defer to Bial during the introductions. Back on Planet 17, Viss had been the leader of one of the largest populations of shelter-dwelling sevs near the area the USN had dubbed Landing Zone #1 - one of four forward operating bases established at the start of the Pacification. It was that base of support which had seen him chosen to represent them before the Federation. He was well-versed in the local politics of a few thousand of his own species and managing their minimal resources. If the sevs chose to become Ularni citizens, Ramba would be a shoe-in for a senator. However, like all sevs he had known about the wider galaxy and its inhabitants for barely a year. Mere months ago his entire world had consisted of the underground fallout shelter he had been born in and its few cubic kilometres of tunnels. The world beyond had been a deadly, radioactive hell infested with the mutated parodies he and all sevs feared to become. Taking that into account, his grasp of galactic politics was excellent, but in fact he probably still understood less than an Ularni highschooler.
"<Ambassador Wal'kar,>" Bial continued, <Since we don't have a fixed agenda for this meeting any agreements we come to can only be provisional based on our taking time to go over any proposals and information in detail. Nonetheless, I'm optimistic that this is the start of an important relationship between our people. Why don't you set the ball rolling once you've introduced yourself for the recording?>"
