They gave them tax breaks for being an amusement park.
Disney world gets tax breaks, by occasionally letting cattle graze on their land.
The new york yankees get tax breaks, from the federal govnerment because the new york lawyers who wrote the bonds found a tax loophole.
The aformentioned receive significantly more tax breaks from their local and even federal govnerment. The lack of bitching in the OP's source about this leaves me to conclude it is only because of the content the OP and his source are complaining.

Something I agree with you on. Forcing someone to sell their land at market value so somebody else may or may not wind up building something there is absolute shit. It's one of the worst forms of tyranny that a normally free society seems willing to allow.
