Hitler the Great founded the East Pacific on the orders of Nusseburg from the Atlantic Central Command at the urgings of MrNonChalant. A group of pirates subsequently took over the region; NationStates made the region a feeder during that period. As a feeder region, the East Pacific grew to accommodate hosts of newly founded nations, and a series of delegates took power for a short period. Lotlanthanderamore took control of the region in April, 2003, but asked 1 Infinite Loop to take over temporarily in May, 2003. Lotlanthanderamore never returned to NationStates.

I'm not certain where the actions in this NSWiki took place but in wasn't on NationStates.

I watched this region (the East Pacific) during the early moments of its creation, as a system created region, with the first nations being born there. The Farkers went in within seconds of its creation and camped in presence, first ejecting anyone in sight that wasn't them. Then they ejected anyone who was a UN member (WA precurser). Much later, they only ejected UN members who didn't endorse the invader delegate. Infinate Loop actually booted more people out the East Pacific than Francos Spain did in the Pacific, but because everyone and their little dog too was so fixated on Francos Spain as the big gameplay story, the transgressions of Infinite Loop against the nations of the East Pacific were overlooked by most players.

Of course that was also a time when there was less of a love in between raiding groups. Invader regions were among the best prizes for raider groups, since they were taking over a region from someone who actually knew what was happening. Defending was more of a case of "hey you leave my friend alone!" and sending nations in support of regions you had friends in. Few regions were that lucky. The Heartland, where other regions like Wysteria and Texas came to their aid, were probably one of the first serious attempts to stem the juggernaut of invader activity on that scale. There really wasn't a defender group around to block the Farkers from camping on the newly created East Pacific and doing whatever they wanted to it, the way the two biggest defender groups seized the new sinkers (Balder and Osiris). The closest we had to defenders getting involved in the feeders was later when Crazy Girl led a jihad against Francos Spain (which made last year's South Pacific turmoil seem like calm waters in comparison).

Sedge couped TSP on a puppet ( Devonitians ) with hopes of stirring activity through the coup. He obtained delegacy in late May of last year, replacing Southern bellz, and proceeded to organize an AD HOC election while also kicking people whom had attempted to liberate the region. If I recall correctly, he stopped one or two attempts to liberate the region, but he eventually lost delegacy to Southern bellz. Sedge told several people on IRC that he was Devonitians, and Biyah would go on to post a thread in gameplay revealing Devonitians' identity.

The coup also led to tension between the South Pacific and TRR, the West Pacific's declaration of war against the South Pacific, the repeal of Sedgistan's commendation, and a bunch of Unibot-related drama.

If I remember correctly, soon after their condemnation they moved to... Macedonia, I think, and they were sort of split between them and then fizzled out.

Before the UN, how did endorsements work? Were there even delegates or endorsements before the UN? When were founders introduced?

The UN has been around since the beginning of the game, as far as I know. The first UN resolution was passed the day before the game went public, I believe. As for founders, they were implemented on April 29, 2003.
