Letter from Vice-Admiral Royston French, LOA VP, to all NS NOCs
It has been too long since we last witnessed the Olympic Winter Games, previously held in the wonderful city of Ashton, Krytenia. It was a remarkable event with impressive facilities, smooth logistics and brilliant sporting feats.
Neverend, Liventia, the host city of the seventh Olympic Winter Games, successfully hosted the world's first major sporting event for disabled athletes shortly before the Ashton Games, and has a wonderful history of winter sport. We look forward to welcoming the world to Neverend, where once again the world's top winter athletes will take centre stage.
Fifty-eight National Olympic Committees, including our own, were present in Ashton. It is with warmth that I write to invite your nation to put forward a delegation to participate in the seventh Olympic Winter Games, in a spirit of excellence, friendship, and respect, and with hope that we shall see a record number of nations participating in an Olympic Winter Games in Neverend.
Vice-Admiral Royston FRENCH
President, Liventia Sailing Council
Vice-President, Liventia Olympic Association
Chairman, Seventh Olympic Winter Games Organising Committee
How to sign-up:
Copy and paste the list of events which is at the bottom of this post. Under each event name, add the names of the athletes that you wish to participate in that event. If you are not entering athletes in a specific event, remove the event from your final list. The maximum number of competitors is specified in parentheses after each event, you can send less athletes than the number in parentheses, but not more.
When making your sign-up list, there are events that ask just for “teams” without specifying the number of athletes. On those, do not write the names of the athletes in the sign-up list, just put the skill modifier of the team. There will be a roster thread in order to add the names of players of team sports and add any other IC information that you find useful, as the flag-bearer, anthem and other stuff that aren’t part of the sign-up process. For all other events, including those which involve teams with a specified number of athletes, you have to add names. You should specify a three-letter code to be used for your delegation, otherwise one will be created for you.
Do not "tag" this thread or add a "provisional sign-up"; these posts will be ignored, even if you later edit in a full signup. If you need to make any alterations to your signup, DO SO IN A NEW POST stating your changes (do not re-post your entire signup list).
Entries and limits
The limit of entries for these Winter Olympics is of 200 entries. An entry consists of a team or individual participating in one event. An athlete who participates in 3 events will be counted as three entries, at the same way a full team participating in a single event is counted as one entry.
Notes:
You may enter a puppet delegation, where the total number of entries from your two delegations do not exceed 350, and each delegation does not exceed 200 entries.
You may enter a second puppet delegation, only where the total number of entries from your first two delegations do not exceed 320, and your third delegation does not exceed 10, for a total of 330 entries.
Unified teams, even where consisting of more than two nations, will be treated as two nations with a maximum entry limit of 350 entries.
All puppet delegations must be declared as such by the main delegation.
Skill modifiers
You can give each entry a skill modifier, by adding a number (it must be just after the name of your athlete or team, and preferably in parenthesis).
This whole number should be between 0 and 100, where 0 probably means the athlete or team had minimal training, while a 100 would mean they are near the top of their field in the world. Skill modifiers refer to a single entry, and not to a person or a sport. This means that a full Hockey team, for example, has a single skill modifier, at the same time that an athlete competing in multiple events can have one different modifier for each event.
I will only accept integers; any modifier with a decimal will be rounded down.
The average of all your skill modifiers must be 50 or less. Any signup where the average is higher than 50 will be adjusted down until it reaches 50, or simply rejected if the average is well over. If you do not specify a modifier, the entry will automatically be given a modifier of 50.
IF YOU INTEND TO COPY AND PASTE SIGNUPS FROM AN OLDER WINTER OLYMPICS, PLEASE NOTE THE CHANGE IN SKILL MODIFIERS. I'm not responsible if your athletes perform poorly.
Deadline and Schedule
Signups are open in this thread until 0000 UTC on Sunday, February 5, 2012 (7 pm Sat Feb 4 in eastern NorthAm). All delegations must be posted prior to this deadline — late signups will not be accepted.
The RP thread will probably be created at the beginning of February.
The Games will take place from Friday, February 10, and will tentatively end on Friday, March 9, with one scorination per day, likely between 2300 and 0100 UTC.
Demonstration events
Bandy and winter pentathlon will be contested as demonstration events, as specified in the bid. Other events will be considered if nominated and if:
The sport is a winter sport. If it is not clear, an explanation of how the sport would not be considered "summer" should be given.
A list of events for the sport, including by gender, distance, or any other relevant category, is provided.
If the sport is made up, a set of results must be provided in order to set the scorinator up.
A brief explanation of the competition format that should be used. This can take the form of a reference to a real-life competition (a link to information should be provided unless the format follows that of an Olympic event), or a detailed explanation if the sport requires some unique format.
The maximum number of individuals or teams that each nation can enter in each event, and, for team events, the size of the team.
A list of all demonstration sports that have been adequately specified will be kept at the end of this post for convenience, though it may not always be updated. You can (and should) enter athletes in demonstration events at any time, regardless of whether the event has been officially noted or confirmed—the entries will simply be disregarded if the event is not held. In principle, demonstration events adequately specified will be held if certain criteria are met, and will not count towards your maximum entries.
Example signup
Of course, you don’t need to post exactly this way, but this is a good example:

NORDIC COMBINED

Women’s team
Hayley Liiping, Courtney Cross, Terri Marx and Laura Snow (20)
In this example you can notice the basic rules: each line in it represents one entry, as it represents one participant person or team in an event. Skill modifiers are the numbers in parenthesis after the names, and the average of all these entries is 50.
Notice also that in Hockey the names of the players aren’t specified, as these are input in the roster thread. But, at the same time, the names of the Nordic Combined teams are. This is because the Hockey events don’t specify a number of athletes per team, while Nordic Combined does.
THE LIST OF EVENTS:
The list of events is largely similar to, but contains changes from, the list of events at the Sixth Winter Olympics. Notably, women's Nordic combined is not being contested. The list follows the official master list kept by the Olympic Council (note that certain events have been classified under broader "main" sports, and therefore Alpine skiing is listed under Skiing).
Due to the limitations of the current Olympic Charter, the master list at present time precludes the inclusion of any of the new events for 2014 being included as medal events, with the exception of women's ski jumping. Team figure skating, biathlon mixed relay, ski half-pipe, luge team relay, ski slopestyle, snowboard slopestyle and snowboard parallel slalom will not be contested as medal events but may be proposed as demonstrations.
