HOWEVER:

To withhold confidential or classified information from ones populous is not actually lying.
They have no need to know the actual capabilities of our armed forces.

TurtleShroom politicans, being politicans after all, found a loophole. It's called "loose lips sink ships", "need to know", and "too much information". The usual punishment for lying is a felony and ten years in minimum-security prison. They just don't speak about it, dodge the question, or answer it in the most basic of terms. All of this isn't lying, and has been upheld (shakingly) by the courts as not eligible for Recall.

The rule of thumb in TurtleShroomer political circles is not to speak of wrongdoings or other such acts except if directly asked, and even then, if there is no possible way to twist one's way out.
For spies and soldiers, this means they must swear unto themselves a vow of silence, because they're forbidden to deny what they actually know. TurtleShroom's elite forces are trained to resist torture for this reason.
