Goldan Navy Offers Procurement Contracts for Frigates

Postby SaintB » Sun Nov 06, 2011 8:35 pm

(This is MT)

The Constitutional State of Goldaron has begun a new procurement program for the Naval Services. As a nation we have few ports and no facilities capable of constructing a new ship from the ground up and must thus rely on trade with foreign bodies for the construction of warships. The first ships we are looking to procure are frigate class vessels and must meet the following criteria:

Mandatory
Budget: Costing no more than $250 Million USD per vessel
Displacement: Between 4,500 and 5,000 Tonnes
Compliment: No more than 200 crewmembers
Capabilities: Must be able to perform both green and blue water operations, travel no less than 28 knots at top speed, and have a range of at least 14,500 km. The Frigate must also be capable of performing a variety of tasks from anti submarine to anti ship to anti aircraft roles.

Preferred
Modular Capability: Able to be easily modified.
Running Cost: No more than $15 million USD per year in the first 7 years of service
Dimensions: Beam no more than 17 meters, Length no more than 152 meters, Draught less than 8 meters

All offers will be reviewed by the Naval Board on a first come first serve basis and the winning contract(s) will be announced in seven days time.

To the Goldan Navy,

Terra Nova RDI is the latest joint effort of the Terra Novinan region to present their finest to the international market.

Terra Nova RDI is a joint project between the Holy Roman Confederate, United NW Canada, Paddy O'Fernature, Rustika and New Hayesalia, which has been formed from the combined arms dealerships of those five nations.

Only the finest material and equipment are used in the manufacturing and construction of our products. All products are also tested in house within the founding nations to ensure proper product quality and control thus ensuring that you, the customer, receive only the finest products available anywhere on the international market today.

This company has been founded on the principle of "Case by case basis with ease" and as such every order is seen as unique and treated promptly.

This is our promise.

My name is Declan C. Tout, and I form a section of the TN RDI marketing team and act as the co-owner and, in many regards, chief executive officer. I am a former pilot, having served in the New Hayesalian Air Force as commanding officer of Spetzgrppa Yastreb, widely regarded as the best pilots in the NHAF. Over my twelve years experience there I gained enough of a reputation to eventually broker a deal between many New Hayesalian civilian and military companies, as well as many abroad, which brought Terra Nova RDI into existence.

I message you today to market our many vehicles and platforms which, as you will see, often exceed those of other dealerships. It is with that in which I represent the corporate board in inviting you and your relevant departments to look over the multitude of products we offer. We offer a wide array of products, from camouflage patterns to exoatmospheric kill vehicles, and everything has a reasonable price and exceptionally high standards in its desired field of use.

When it comes to aircraft, Terra Nova RDI knows that air superiority, air support, and ways to keep it alive are a must for survival on the modern battlespace. We offer a range of aircraft, from high-power, hi cost figters-; to brutally effective but cheap attack planes. A soldier won't feel safe when enemy fighters are overhead- but he'll be absolutely relieved when his come in. The armed forces of your nation must focus its resources into the sharp end, and air power is that sharp end. To do any less is to tempt fate most dangerously.

Here at Terra Nova RDI, we know that Naval Solutions are just as important as their airborne and land-based counterparts- a true force multiplier. As such, we offer a competitive range of products, from aircraft carriers to landing ships.

At Terra Nova RDI’s Land Solutions section, we take pride in only bringing customers only high quality, cost efficient solutions to solve their needs. Every vehicle designed by Terra Nova RDI undergoes rigorous lab and field testing to insure only quality products make it from concept to finished design.

And here at Terra Nova RDI, we know that the basic soldier in his many forms will always be the heart and soul of a modern military and that no war can be won without his help. As such, we take great pride in bringing a wide variety of solution forth to give nations many options to choose from when deciding on equipment for their grunts.

The small arms department at Terra Nova RDI offers the customer only the finest quality hand held weapon systems available on the market today. All of our weapons are made from milled metal parts, not cheap stamped metal like some companies use. This leads for a heavier, more stable, and accurate platform in the end that will literally blow our competition away. All weapons come undercoated in any color you desire and will protect against general wear and tear and oxidization from the elements.

For space, TN RDI program management, engineering, test and mission support functions are headquartered in Ashana, New Hayesalia. Manufacturing, assembly and integration operations are located in Quepasa, New Hayesalia. Launch operations are located at Point Bright Naval Base, Itica, New Hayesalia and at Cormack Air Force Base, Retalimora, New Hayesalia. We are the aerospace leader delivering mission success, best value and continuous improvement. We are one team focusing the talents and energies of our people to deliver excellence in everything we do. Perfect Product Delivery is our relentless pursuit of perfection to achieve excellence in everything we do. It applies our passion for mission success to continuously improve every process and product, to completely meet the needs of every customer and it inspires all employees to dedicate our innovative talents to deliver program success and develop a world-class work environment.

We here at TN RDI know the intricate nature of war and conflict and that rapid development may cause systems previously thought highly advanced as obsolete. We seek to make everything we do be as useful as possible for the foreseeable and unforeseeable future, and the equipment you see here is quite simply, some of our most exciting and highly developed yet.

So please, visit our storefront and experience amazement at over a hundred products directly designed to improve your military, for better and for the future in any conflict you can imagine. Our store is located here and we’d be proud to serve you and your needs there. Thank you for your time.

SIREN CLASS MULTIPURPOSE FRIGATE PROGRAM
Proposal to the Goldaron Naval Board

Image
Outboard profile of the Siren class multipurpose frigate

INTRODUCTION
In the fall of 2011 the Goldaron Naval Board issued a request to international suppliers for a new modular multi-purpose frigate capable of performing a range of warfare functions, including anti-air (AAW), anti-surface (ASuW), and anti-submarine (ASW) warfare, and other unspecified future roles. To meet these requirements Amoskeag Iron Works proposes to offer the Siren (Export) class guided missile frigate for consideration by the Goldaron Naval Board.
OVERVIEW
Description: The Siren class has been designed as a low cost mass produced vessel with an austere electronics and weapons fit. To keep within the set price ceiling of US$250M per vessel the Siren class has been based on the hull of the in-service 6,000 ton Quadrant class Flight II frigate. This approach aims to significantly reduce the design, procurement and recurring operating costs for the customer. The ships will be fabricated in modular blocks that will accept plug-in upgrades to weapons and systems to keep pace with changing technology.
Construction: The Siren class has a low signature hull and superstructure constructed from non-magnetic low-carbon HSLA-65 steel providing resistance to blast overpressure, fragments, fire damage and electro-magnetic pulse (EMP). All surfaces are inclined at 10° and coated in salt air/water resistant infra-red and radar-absorbent paints to reduce radar cross section (RCS) and infra-red signature. The ship also features minimal deck clutter (corner reflectors), an enclosed mast, facetted gun shields and shuttered doors hiding the boat davits. Other signature management features include an electronic hull degausing system, underwater exhausts and water-cooled intakes/uptakes to reduce thermal signature, and rafted machinery and low noise high skew props to reduce acoustic signature.
Propulsion: The power plant is arranged as an integrated electric propulsion system using dual gas turbine prime movers, diesel alternators and permanent magnet motors to turn the propellors. These are cross linked into a single electrical switch board, allowing any combination of power flow to meet ship services and propulsion needs. Heavy automation is provided via a Ship Management System that controls the power plant and switch board from a single engineering room or a console on the bridge. Machinery is distributed throughout the hull for maximum redundancy and located below the waterline for maximum protection from shock and blast.
Armanent: The ship is built with a module for a vertical launch system (VLS) that can be fitted with 8-, 16- or 32-cell MK 41 VLS modules. The 8-cell launcher is installed as standard to save weight and cost. Evolved Sea Sparrow Missiles, Tomahawk cruise missiles and VL-ASROC is compatible with these launchers. The main anti-surface weapons are Harpoon (fired from quad-canister launchers) and for naval gunfire support an Otebreda 3" Super Rapid gun in a stealth cupola on the bow deck. Three EX-45 stabilised mounts with machine guns or grenade launchers provide self defence from asymmetric threats such as small boats. The close-in weapon system (CIWS) is based on either the Rolling Airframe Missile or Phalanx MK 15 20mm guns to defend against high speed/low flying threats. These weapons have been selected as they do not penetrate deck space and can easily be relocated to other locations in any future overhaul. An automated torpedo system is mounted in the stern with four submerged tubes firing 324mm (12½") lightweight torpedoes.
Sensors: A mid-frequency hull mounted sonar and low-frequency towed array sonar is effective against quiet submarines and provides torpedo, mine and obstacle detection in green water (littoral) and blue water (open ocean) environments. The radar suite is based around low probability of intercept (LPI) systems. Target indication and tracking is provided by an ARTISAN 3D radar augmented by electro-optic and infra-red search and track (IRST) sensors on top of the mast tower. To reduce costs a separate radar/optronic director for guns and missiles has not been installed. Close-in engagements are instead managed by the built-in radars of the MK 15 Phalanx or SeaRAM launcher units. The primary radar chosen has been the Herakles phased array system to keep within the cost ceiling, but this cannot provide mid-course guidance to semi-active homing missiles, limiting the Siren class to local area defence roles. This may be addressed in a future upgrade to a more capable (and expensive) radar suite such as a APAR and SMART-L combination, that can control missiles such as the SM-2 Standard.
Aviation facilities: A hangar is located abaft and a 500m² landing pad on the stern and fantail with two landing spots. Hangar space is provided for a single medium-sized helicopter and a smaller helicopter or a vertical take-off/landing uninhabited aerial vehicle (VTUAV). Aircraft are moved between the hangars and the flight deck using a DCN Samahe helicopter handling system. The flight deck is equipped with a single replenishment point for loading fuel and stores.
