On behalf of the People and Senate of the Quendi the Nippon Strategic Pact of Steele and all its members are hereby declared to be subjects of the Most Serene People's Empire of the Quendi Nation and the Greater Amanitte State by a unanimous Senate with widespread popular approval. Thus it gives me great pleassure to invite the heads of state and government of the membersstates of the NSPS to present themselves before the Phoenix Throne and pledge their alligence to the Quendi race and its most sublime state.
Failure to comply with this invitation and the subsequent submission to Ar-Minalêth will be considered an act of war against the Quendi nation and will be meet with the full brunt of the Quendi Imperial, Popular and Republican Armed Forces as a such. The ongoing war between Japan and Aman should come as no surprise to anyone nor should its inevitable result.
Yet the People and Senate, in their most benign mercy, knows that most of the states of the NSPS are lead by fools and ignorants who lacked the knowledge and competency to understand even the most simple of political matters and as such the People and Senate offers a third way to the members of the NSPS who are to mentally retarded to realize the value of placing themselves under the wiseand just rule of the People and Senate yet lacks the complete stupidity to wage war against the Quendi nation and the Quendi state. For those who have not their best interest, submission, at heart and wish not to die for nothing the People and senate demands that you immediately withdraw from this organization and pledges never to ally with it, or any of its members in the future. If you choose it so the People and Senate will show a mercy that will not be given those who refuse to recognise the Quendi overlordship over the NSPS.

THE CONGRESS OF THE HOLY REPUBLIC OF TURTLESHROOM, GUIDED UNDER THE WILL OF THE LORD JESUS
A RESOLUTION FORMING A PERMANENT ALLIANCE WITH THE GREATER IMPERIAL JAPANESE DYSTOPIA
ADMISSION INTO THE PACT OF STEELE
The Committee of International Alliances of the Congress of TurtleShroom and His M1ajesty, the Super Duper Ultra Nuclear Dragon Emperor of the Greater Imperial Japanese Dystopia, for the reciprocal advantage of their Subjects and Citizens have been commanded by the previous Alliance to enter into the Pact of Steele Union, lest the alliance between the two peoples be severed.
The Holy Republic of TurtleShroom hereby consents to perform the following acts per the Seven Pacts of Steele. The Republic, being summoned by previous contractual obligations, has the authority to stipulate demands.
- ARTICLE ONE: ECONOMIC AGREEMENT
The Holy Republic of TurtleShroom hereby agrees to the provisions of elimination of all tariffs and any and all trade barriers between the Imperial Japanese Dystopia and the nation’s economic market.
The Holy Republic of TurtleShroom refuses to relinquish its governmental budget and sovereignty of the pursestrings, and shall not be compelled to donate money to “reduce each others’ difficulties”, except as specified in the following articles or by their own choice, in manners prescribed by law..- ARTICLE TWO: FREE FLOW OF LABOR FORCE
The Holy Republic of TurtleShroom hereby agrees to all provisions of the Second Pact of Steele, fully enabling the travelling of TurtleShroomian business-creatures and Imperial Japanese Dystopian business creatures between the two realms to facilitate commerce and economic growth.
Per TurtleShroomian law, all Imperial Japanese citizens in TurtleShroom are obligated to submit in full to the laws of TurtleShroom or face extradition and/or expulsion, or worse. All Imperial Japanese corporations setting shop in TurtleShroom are obligated to submit in full to all TurtleShroomian law in pertinence to corporations and industry, without exception, or face dissolution of business license.
In turn, all TurtleShroomian citizens and corporations hereby bind themselves to the applicable laws of the Imperial Japanese Dystopia, without exception.- ARTICLE THREE: MILITARY
The TurtleShroomian government hereby agrees to complete non-aggression with the Imperial Japanese Dystopia, per the previous Treaty of Alliance, and shall not attack the Imperial Japanese Dystopia. In turn, the Holy Republic of TurtleShroom as well as all nations in the Land of Power are to remain unprovoked and left alone by the Imperial Japanese Dystopia, who shall never be permitted to invade or place militaristic forces on the realm without explicit consent.
The TurtleShroomian government hereby agrees to the installation of one Missile Defense Network base for protection of Steele Pact Alliance members, to be operated and considered of the Imperial Japanese Dystopia. TurtleShroom shall lease one thousand acres of desert in the northern area for Imperial Japanese Dystopian construction of a missile grid. This grid is to be overseen by the TurtleShroomian military but officially owened and commanded by the Imperial Japanese Dystopia.
It shall be noted that TurtleShroom is geographically two thousand miles from the Imperial Japanese Dystopia, and therefore, demands the reason for construction of a missile base in such a distant outpost.
The Holy Republic of TurtleShroom permits sharing of low-classified military intelligence and strategy, and all other forms of secrecy on a need-to-know basis. In turn, TurtleShroomer intelligence shall be shared with the Imperial Japanese Dystopia whenever deemed necessary by the TurtleShroomian government.
The Holy Republic of TurtleShroom hereby consents to the trade and discussion of military designs, provided it be governed under previous specifications of this Treaty.- ARTICLE FOUR: WEAPONS OF MASS DESTRUCTION
The Holy Republic of TurtleShroom hereby refuses to merge any of its weapons of mass destruction, nor relinquish the top-secret details of their design, and shall not permit any other entity except TurtleShroom to make use of its nuclear weapons, except if nuclear weapons are sold to other nations per the Nuclear Storefront, established by law and maintained under public scrutiny, its records published every six months without classification, for public viewing and debate.
However, in pursuance to the agreements of the Alliance, TurtleShroom reiterates its permit for an Imperial Japanese Dystopian missile defense base to be built in TurtleShroom, and, upon ratifying this Treaty, TurtleShroom shall donate one thousand nuclear weapons to the collective ownership of the Pact of Steele for use of the purposes established in its Charter, and two nuclear rockets.- ARTICLE FIVE: SATELLITE MERGER
The Holy Republic of TurtleShroom hereby agrees to all specifications of the Fifth Pact of Steele and hereby permits networking and transfer of information between all civilian and military satellites owned and operated by TurtleShroom’s government.
Sattellites of the private sector shall remain in private hands and not be touched by the Pact of Steele unless the organization receives the expressed permission of the corporation, person, or other institution, in writing, to use its functions.
TurtleShroom will also allow the Alliance to launch satellites from TurtleShroom’s space program and with said program. The privatized space program of TurtleShroom and the governmental space program Imperial Japanese Dystopia shall mutually cooperate to the furthering of both nations’ interests in outer space.- ARTICLE SIX: POLITICAL COOPERATION
Per the previous Treaty and TurtleShroom’s entry into the Pact of Steele, as specified to the provisions installed under Articles One Two, Three, Five, and Seven, TurtleShroom agrees to cooperate with her Imperial Japanese Dystopian counterparts in foreign affairs and diplomatic endeavors, subject to the judgement of the respective governments.- ARTICLE SEVEN: ANNUAL CONFERENCE
The Holy Republic of TurtleShroom hereby agrees to all provisions of the Seventh Pact of Steele, agreeing to send the specified number of Delegates and provisions to the Steele Politburo Coalition Summit.

We want to settle all non-militaristic disputes, such as trade, negotiations, matters of Steele Pact international law, etc. etc. etc., and see ourselves as the most capable of the Pact to do so.

TurtleShroom is not a far-right nation or dictatorship, and is very capitalistic.
