Holygy-Kingdom of Peace Merge [Semi-Open] [Paradoxia]

Postby United States of Peace » Tue Aug 30, 2011 3:39 pm

Throughout New Freedomstan, millions of imprisoned Political Dissidents, Criminals languish in the prisons, guarded villages and cities that dot the land. Continued Political Instability through New Freedomstan has caused the current regime to begin mass operations against Hostile portions of the population within New Freedomstan. However, the Internal Situation within New Freedomstan was largely ignored by the Governments of neighboring nations due to the 2nd Hegemonic War. However, with Peace negotiations about to end the war, and the promise of asylum left unfulfilled to the New Freedomstani soldiers, many who are criminals or Political Dissidents and were given the rifle as their death sentence. However, little fighting has occurred and now 7 million New Freedomstani soldiers, about 3 million made up of wholly criminals or political dissidents, have divided into various factions which caused sparked a conflict of massive proportions within Western and Southern Anderios.

Beginning on August 21, 2011, word reached Allied Western Command that the Freedomstani Armies have began to separate into factions, and that the collapse of the New Freedomstani Armies in Anderios was immediate. Many Political Commissars and officers loyal to the New Freedomstani Government in command of the rebelling units had either been executed or joined the rebel cause. The New Freedomstani Command of Anderios quickly acted to destroy the rebelling units, but the actions had provoked a response by the armies of the Kingdom of Peace in Anderios. The Allied High Command in Western Anderios was entirely composed of Peaceian officers, and most were paramilitary officers of the Organization for Democracy, a Highly Anti-New Freedomstani Group, and by August 27, 2011, the rebelling units had stabilized a line against the loyal units of the Freedomstani Expeditionary Force and had been equipped with Kingdom weaponry and supplies. On August 23, Allied Command, assisted by the Governments of the Regional Area, and the Western Coastline, cut off all communications with the Mainland and the Royal Military Staff, as well as to interdict New Freedomstani communications till today.

Due to the complex nature of the situation, the Kingdom of Peace entered negotiations with Allied West Command, the New Freedomstani rebels and the Government of New Freedomstan. Soon after, a agreement was made, All New Freedomstani soldiers wishing to return to their country would be allowed to do so. Those who rebelled and others who wish to leave, would be granted asylum by the Kingdom of Peace. All willing Freedomstani officers and Commissars would be transferred back, and in return, the New Freedomstani Government would release all Political dissidents and Criminals in New Freedomstan to the Kingdom of Peace. The number of such people numbers around 25 Million, a massive number to enter the Kingdom of Peace.

The Kingdom of Peace has no space to house and provide for the immigrants, and as such must find a way to properly resettle them all. At a Meeting of the Privy Council, suggestions were made to seize land from neighboring nations, either Anderios or Essonne to properly place the new citizens of the Kingdom. However, Anderios is a firm ally of the Kingdom and war is a immoral option in this case, so it was decided to request with the The Theocracy of Holygy, a merge of the two nations, a resettlement of 25 million onto the nearly empty land of Essonne, and the entrance of Holygy into the Kingdom of Peace as a autonomous nation, with its own separate Foreign Affairs, Internal and Economic Affairs, with the Kingdom overseeing Inter-regional Economic Affairs and the running of defense and assisted needs.

Seal of His Majesty, King Michelin of the Kingdom of Peace, King of the United States of Peace

From: His Majesty the King of the Kingdom of Peace
To: High Guru of Holygy and the People of Holygy

The Kingdom of Peace finds itself in a tough position, for it has accepted 25 million refugees into the nation, a number which we cannot fully house and properly assist into a good life in the Kingdom. The Theocracy of Holygy, the heir to the Republic of Essonne and controlling the region of Essonne, a area with few people, and plenty of good land to place millions of refugees on. We hereby propose a merge of the Kingdom of Peace and the Theocracy of Holygy. It will greatly benefit both our nations, As Millions of People will settle on the land, turning it industrialized and proper places for a man/woman to live and raise a family. Two, Economic Aid and growth will begin almost immediately, meaning Holygy's struggling economy can grow and therefore enrich your nation. Three, We will respect your Internal Economic and other Social Independence and even its Independence in Foreign Affairs, meaning that Holygy and its people will decide the fate of the land, not the Kingdom. We fully intend to allow a locally elected Government to remain in place to govern Holygy, appoint Holygy ministers to the Privy Council, and allow Holygy to right to establish its own Armed Forces, although the Kingdom will take care of all Defense matters if Holygy wishes to spend money on other matters. The High Guru will be elevated to a Grand Duke within the Kingdom, and if he wished, fully allowed to remain leader of Holygy with the title of "High Guru" for Holygy itself. We ask that you meet with us for further discussion of this idea and hope that you are open to this. We are flexible with these terms.

Signed, The King of the Kingdom of Peace
The title grand duke is used in Western Europe and particularly in Germanic countries for provincial sovereigns.
- Wikipedia, the meaning I mean behind "Grand Duke".

This new twist in the history of Holygy completely had High Guru Arpadh completely taken aback. He knew about the issue of the USoP concerning the 25 million “immigrants”, but had not anticipated such a suggestion from King Michelin. He had his first thoughts about it of course, but then immediately decided to hold a meeting of the Council of Twelve. In the meantime, according to Holygian law, the letter of King Michelin was published for citizens to read and think about. The, abbreviated, T-council hadn’t had a meeting for years, and was only supposed to meet in times of concerns of level D. This was graded as one. The whole nation would ultimately decide per voting, but this would only happen after a “discussion time” of at least a week. The task of the T-council is to construct a “draft” of the issue with possible solutions and “discussion material” included.

The T-council consisted of the High Guru, the High Judge, the 5 High Entrepreneurs and the 5 Regional Gurus. The meeting was aired live on the public TV channel, encoded however, only viewable in Holygy.
“Dear Holygians,” began Arpadh, “we know numerous things about the Kingdom of Peace, but not so much about its people. Unfortunately, they are not like us, which would not be a problem in itself, but it seems they at the moment cannot fathom our goals, our way of life. If one solely takes a glance at the letter of King Michelin, a man who I actually respect, one can immediately see these inconvenient differences. First of all, it seems they are stuck in feudalism… and the problem is not with the titles of King or Grand Duke, but with the idea behind them. It would seem, as already mentioned, that we are personally inferior, even servants, of King Michelin, and that is not tolerated by our sense of freedom above all. Second, they – as practically all of our neighbours – still believe in the “virtues” of war and money. Do they think we are intimidated by the money they promise? I don’t think we cannot achieve a good life without their economical help. Furthermore, it is not sure we can trust them. Judging by innuendo of the letter, it seems they want to get the land they need one way or another…if we refuse, they might attack us. They backstabbed their ally, the SWRoNF, in the second Hegemonic War, they might also backstab us later. “Peace” in their name is clearly a sign of their dissemblance.”

“On the other hand, the USoP is a huge regional might, and we are obviously a tiny country that could be overrun by everyone. That country is still the one we can rely on the most, and it apparently appreciates the idea of peace and freedom and wishes to protect it. It would indeed defend us so that we can concentrate on the development of our beloved Holygy without fearing our future. And even if we despise it, one has to accept that economical might is a significant aspect of international diplomacy. Life would be much more convenient for our kids with a better infrastructure and more job options. We get all this for practically nothing: we’ll still possess our autonomous government. The only thing we have to give up is independent interregional politics, and that is not much, it seems…”
…
The debate lasted four hours and had no real breakthrough. Arpadh soon realized that the government cannot provide the Holygians with enough information as it does not really have material from the side of the USoP, neither governmental nor public ones. He did not want to force the population to decide so soon and figured out they must get to know more about the United States as it is, and also get some clear answers and a more concrete proposition from King Michelin. It was more the people than the facts that counted for the nation of Holygy; they had to trust the Peacefuls. So Arpadh went to his desk and began to write:

To: the United States of Peace
From: the Theocracy of Holygy

“ Greetings!

I am convinced your Majesty understands the difficulty your proposition means to our nation, and as such, it is certainly indispensable for our nations to communicate more and comprehend the exact content of your suggested merge treaty. Therefore I would very much appreciate if you Sir could see me in your home country so as to discuss this matter, live on air. I would in this case have direct discussions with the Peaceful people and get to know your country more, while your Highness could construct a discussion material – traditionally a key aspect of the “discussion time” prior to a national vote in my country – to introduce the Peaceful point of view to the nation of Holygy.

Blessings,

> Signed High Guru Fvzrh. Arpadh déh Magyoi “

From: the United States of Peace

I am pleased by the favorable response by the People and Government of Holygy, and I feel it will only be right for me to visit your nation and move into discussions with the Government of Holygy and you personally. Hopefully this visit will better influence favorably the relations of our nations and hopefully put us both into a Merge.

The letter was immediately made public, and the people found nothing particular in it except for the refusal of Arpadh's suggestion of visiting the States and the request of King Michelin for him to come. Although this might have been written with the intention of goodwill, Holygians tended to find it an outrage. The political force of extremist "anti-Mergers" has grown with the charismatic figure of Lower Guru Ellen as leader. Ellen accused the King as arrogant and egoistic, often saying sarcastically, "Our lord will come to see his humble servants!". Arpadh found the character of Ellen rather interesting, and decided to let her - amongst others - discuss with the King in person. "If King Michelin can convince her, he will convince everyone!", thought he.

Another perhaps not so harsh but significantly larger group had a more moderate point of view with fear as the most important factor: they feared, but did not like, the United States. They thought about the Merge as if it were not a mere suggestion but an "offer we cannot refuse lest we will be severely beaten". All Holygians were proud and freedom-loving people, however, this lurking fear forced the Moderates to try and find a way to "satisfy" everyone.
--------

There were preparations ongoing for the arrival of the King and the talks they will conduct live. A fairly lengthy list of questions has been collected from all around the country.
"Everything is taken care of", explained the Guru of Security to Arpadh, "the King may come anytime: there will be no problems, I ensure." Therefore Arpadh began, with a sigh, writing:

To: King Michelin of the United States of Peace
"Greetings!

We appreciate the suggestion of your Highness to have our meeting in Holygy, and declare hereby that your Majesty has the right to arrive in the capital city of Holygy, Kozhvar, at any time. The necessary planning for the event has mostly been finished. Please inform the Gurustry of Diplomacy about the exact date and means of your arrival so that we can further organize.

Blessings,
> High Guru Arpadh "

King Michelin was reviewing the letter from the High Guru Arpadh, when the Minister of War came in, chuckling at a report from the Ambassador to Holygy. "You know, this Lower Guru Ellen, is saying something about you, quite funny, "Our lord will come to see his humble servants!" his chuckle broke into a laugh as he finished the line, and after checking his laughter, "Have you gotten the letter from the High Guru? Heh, You a Lord! Ha! Hell, Too funny, too funny. I have to send this to Sandry, You flicking your fingers to servants, ha! if you did that to a servant, I would kill you you know." His tone suddenly serious. "Yes, I know Dane, I am a loyal socialist to the end." Dane replied, "A true Socialist would tell your wife to let you to let you be equal as her, allow you to command the OFD, and to let you command the servants, Its only fair." His Highness looked at His Minister of War quizzically. "Dane, Do I even have servants?"

To: High Guru Arpadh of the Theocracy of Holygy
From: King Michelin of the Kingdom of Peace

Thank you for allowing me to enter Holygy, and I shall arrive sometime soon, as I am currently in the Western Coastline. Perhaps around 10 hours from this letter? I will arrive by plane to Kozhvar, and will not be escorted by any aircraft along the way, since Holygy and Essonne has always been neutral safe land. I bring along only 5 security personnel and the Ambassador to the Hegemony, who will assist me. Regarding my rejection of the invitation of you visiting my nation, I apologize, at the time, I thought that forcing you to visit me to discuss this matter was not proper considering that I first asked you to discuss this matter. I did not think that you would actually want to see my nation in detail at the time, however, it was wrong of me. After I visit Holygy and discuss the matter of a Merge, perhaps the High Guru and other Holygians would like to visit the rest of the Kingdom of Peace?

The new letter of King Michelin was even less considered particular by the people. Ellen and his group of a few also calmed down; the Lower Guru, when asked, only said, "I'm just saying we should be suspicious about the Peacefuls. Their King might be polite, but that's solely because he wants something from us." Rumours spread that Ellen's relative tranquility was an effect of her annoying the High Guru and some other high-ranking leaders; Arpadh talked some sense into her saying she was showing the whole Holygian nation as ridiculous fools. Holygians were, after all, renowned for their preference of reason as opposed to non-sense emotional outbursts, and this had to be much more so with politicians.

"The idea of EAP" - the headline for the main article in the latest issue of the "Kozhvari Times" meant an important twist in the ongoing discussion about the maybe-upcoming Merge with the United States. It was written by an advocate of the Moderates, journalist and diplomatic expert for the government named Marc Tát. At first sight it did not seem significant for Arpadh, who was sitting with his morning tea reading the Times, but as he progressed his interest grew gradually. After reading the article once more - this time concentrating on every word, every sentence and idea - he hurried into his office and dropped the newspaper on the desk of his secretary. "Please, inform Mr. Tát that I wish to meet him to discuss this EAP.", said Arpadh in a bit demanding way, and headed to his desk to read more public reports.

Half an hour later a young, short, spectacled man arrived. He immediately began speaking: "Greetings! I am Marc Tát. I learned you wanted to see me." Arpadh replied amically, "Yes, young man, I did. Please tell me about this EAP. Tell me about the plan in a nutshell. You can sit down of course."
The otherwise bored-looking Marc became extraordinarily enliven while listening to the High Guru. "With Pleasure!", he declaimed, and began: "EAP stands for Extended Alliance Pact. It wasn't really a plan until yesterday at a meeting of the Moderates where we discussed the matter of the Merge. I was inspired by the debate there and spent the night writing this article for the Kozhvari Times. Anyway... I have been thinking about what both sides want. What do the Holygians want? To enjoy the help and protection of the Peacefuls, however without losing anything of their national independence. We are proud people, and won't ever accept anything called a 'Merge' , even if we only lose our autonomy in name. This should be obvious to the Peacefuls. And what do they want? An ally, the ensured backing of a country, so that we won't ally their enemies, and a place to deposit their people. They might want something in addition to this, but we have to ask King Michelin about it then. In view of all this, it would make the most sense to sign the so-called 'Extended Allliance Pact' with the USoP. It is not a Merge in name, but its gist is still what the United States proposed. It is a Migration Agreement, a Trade Pact and a Military Alliance all in one. It is mutual, meaning both sides have their rules to follow, not just us. As long as the rules are followed the Pact lives. Should one side break a rule, the Pact is dismissed. The Migration Agreement consists of...."
Arpadh interrupted here, he heard enough for now and the article itself was informative enough. "I compliment you for your efforts on the idea, son. This might be the best option I've heard; of you continue like this, you'll achieve a lot in a diplomatic career." - the young man could not hide his proudness and joy anymore, but Arpadh went on - "Listen, I would like you to appear on tomorrow evening's discussion to speak with King Michelin in person. Construct with your group a full EAP document until then and present it to the King as discussion material. Blessings, you may go now." Marc left, almost running.

King Michelin arrived relatively late at night at the Kozhvari 'Almash International Airport". It was around 23:30, and the lack of life and crowdyness at the airport might have been surprising to the Delegation. Still, a small ceremony was held. Arpadh greeted the Delegation in the traditional national way, wearing a national costume-suit. He hugged the King as if he were his life-long friend and kissed the hands of Sofia Welsch polite enough but a bit too informally. Afterwards, he informed the Delegation about the brief programme of the visit. "It might be late at night, but we Holygians are often having dinner around this time. We arranged a traditional dinner, where a lot of prominent members of Holygy would like to meet the King and his Delegation.", said Arpadh, while still being nervous about how the Peacefuls will tolerate the fact of human flesh being a delicacy here. "Tomorrow, until the evening, is free for you to choose what you would like to do. Relaxing in a teahouse, visiting museums, or taking part in the discussions at the reknown University of Kozhvar are all options. The official talks will commence at 18:30 in the Main Room of the Hongrian Castle, and will be aired on the public channel. Your Highness will meet a lot of interesting persons there and face a number of questions concerning the Merge in your eyes."

The evening went...(you continue)

OOC: I hope you don't mind me not really caring about writing events in real-time. It is I think pointless in this case to do so.

Official Diary of His Highness King Michelin, the 43rd King of the Kingdom of Peace - 09/04/2011 - Visit to Holygy - Proposed Merge

For those reading this in the future, at the time of this visit, the Kingdom of Peace stood under a dark cloud of Nuclear Armageddon and War. Already the Kingdom was under the threat of war and while not even reaching the end of the last! However, it was during this time that I decided to make a visit to the Theocracy of Holygy, and hopefully, those who read this in the future will be citizens of the Kingdom, from Holygy. The visit is to discuss a proposed merge between our two nations, Holygy into the Kingdom of Peace. Anyway, today was quite alright, a good vacation from Hegemonic diplomats being idiots, A Civil War in New Freedomstan and my dear wife somewhere far away. The Capital of Holygy is developed alright, but not like a Capital city of the Kingdom. Almash International Airport was pretty quiet, no masses heading for planes to places throughout Paradoxia. A small ceremony was made, their High Guru making a speech and wearing a national dress.
We had dinner and quite happily, we learned just in time that human flesh was being served, which was taken off at the last minute, possibly not the best thing to do with so many High Officials of the Government of Holygy, but Merge or no merge, neither I nor the Ambassador would eat human flesh simply to please the Holygians. Otherwise the dinner was quite alright, with no serious talk made. High Guru Arpadh seems like a smart man, and I hope to make a visit with Sandry(the Queen) to Holygy someday. Without Human flesh through.

Official Diary of His Highness King Michelin, the 43rd King of the Kingdom of Peace - 09/05/2011 - Visit to Holygy - Almost Evening

I decided between the choices given by High Guru Arpadh to visit museums in the Capital Kozhvari until the official discussion began in Hongrian Castle, in the evening, and viewable by all of Holygy. Me and the Ambassador to the Hegemony (Sofia Welsch) decided to go together. We visited the Museums of Natural History, and the Arts. Luckily, we convinced the Holygians not to send security personnel along, so no one noticed us. Throughout the Capital, the talk of the merge is more important on the minds of Holygians from what we got from eavesdropping on people in the museums. With luck, the Discussions will go well, and Holygy will join the Kingdom of Peace.

OOC: (Your Turn Holygy. I hope this post is enough)

OOC: Thanks, I don't think they're exceptionally good though, yours are a lot better :) It is quite exhausting and takes a long time for me to write English on this level. Anyway, I don't know how frequently I'll be able to write as school began, so I think we can end this in a short time (couple of posts). As for the issue of human flesh, I don't know why I actually included it...only a minor part of Holygians consume it. It IS considered a delicacy, though. :p

The King not eating human flesh quickly became news. It had a positive effect on his reputation, which had two reasons. One, the majority of Holygians, although accepted that some do it, still felt some disgust concerning cannibalism. Two, Holygians generally appreciated someone who keeps to their traditions and ways, not bowing to foreign influence even if it would be in their interest. Even cannibals - a significant percentage of the wealthiest people in the country - approved of the character of King Michelin, who also made a good impression on the celebration dinner.

Hongrian Castle, Southern Kozhvar - 09/05/2011 18:00

Image
The Castle was one of the last remnants of the middle ages in Holygy and as such considered a treasure to care for, but also to use appropriately. It was a national symbol for the Hongrians, the most ancient and significant Holygian national group, even though they were not the ones who built it. The Castle had been the seat of the Grand Dukes of Essonne, the former civilization existing on the peninsula. As times went on, the Castle had been gradually expanded, renovated and modernized while not losing its authentic style. Today, it serves as venue of the most important meetings.

"Half an hour!", said a monotonous voice through a loudspeaker, and to this voice, everybody in the room became looking very busy, running around with seemingly no purpose. The voice was of televisional editor Robert Vazt, one of the most prominent TV persons in Holygy and a key figure of the Public Channel. A number of cameramen and sound-coordinators took their places and waited for further orders. Everything was set, and it was exactly at this time the Delegations arrived.
Arpadh went forward to speak with the staff."Hiya! Everything alright here, Robert?", asked the High Guru while hitting the editor comradely on the shoulder. Robert responded, coughing softly, "Of course. We could even begin immediately...the other discussion partners are already sitting there at the left side of the oval desk. The only thing we have to wait for is the viewers coming home from work." - "Cool. Then please explain the Peaceful Delegation the necessary."
One of Robert's inconvenient traits was his shyness towards foreigners, and the knowledge he would be talking with a "King" has made the situation even worse. He slowly approached the foreign Delegation, even quivering a bit, and began: "Greetings. You...I mean...your Highness, Ms.Welsch and the Delegation will be sitting at the right side of the oval table facing your Holygian dicussion partners. The cameras are there facing the host, right side and left side. Look...would you be so kind and...look into the camera when speaking, please. Lights will be adjusted automatically. Also, please...only speak one person at a time...so that the sound control is good...that's it, I have to go, blessings." He hurried out. Arpadh, smiling, explained to King Michelin: "Likeable guy and a professional, isn't he. A bit shy, but I hope you don't mind."
After this the Delegation followed Arpadh to the desk, where the Holygian debaters were introduced to them. First, the notorious anti-Merger Lower Guru Ellen greeted the Peacefuls surprisingly politely. Still, she had that trace of suspicion in her eyes when she shook hands with King Michelin. Second, the Moderate EAP-advocate Marc Tát approached and shook hands with both hands. Third was the pro-Merger and activist for free-market capitalism Jack Cashy, a foreigner. He bowed before the King not realizing the act being ridiculous. Last, but not least came Sikra Tittok (f), a socialist economic expert. The fifth debater on the side of Holygy was of course the High Guru himself.

18:30
Everyone was already sitting at their place when the lights went out for a second and then reappeared focused on the host. The cameras blinked, and Robert counted, "5...4...3...2...1...GO!". The host began to speak: "Greetings Holygians! It's discussion time again. This time questions will be asked from the King of the UsOP, King Michelin concerning a possible Merge of our two countries proposed by the government of the United States. In the first part of the programme, the Holygian debate group is going to pose a number of questions from the question list constructed before. The Peaceful Delegation will have unlimited time to answer. Afterwards a free debate may take place with both sides asking and replying."
The participants were introduced to the viewers, and the discussion began shortly after.
Following questions were posed:

Ellen: "What do you actually consider a Merge? Would the Theocracy of Holygy disappear from the map as a state on its own and solely exist as an autunomous province of the USoP? Would it have to response to the Crown and Peaceful laws? Would the government of Holygy be considered inferior as per law? In case all responses are yes, then I don't think you may come to an agreement with our nation..."

Marc and Sikra Tittok: "Sir, would you sign a contract similar to this? It is not quite a merge, but a pact that would benefit both states. Is there anything to add?" *hands out contract*
Extended Alliance Pact

The states of 'United States of Peace' and 'Theocracy of Holygy' hereby declare this pact concerning relationships between the two countries enacted and bind themselves to its claims, to the following:

King Michelin of USoP High Guru Arpadh of Holygy

High Guru Arpadh: A personal question, if your Highness does not mind. To what extent will you be concerned with Holygians after in case we come to an agreement?

Jack Cashy: Will Peaceful corporations settle in Holygy to bring the light of capitalism into this land? (- Sikra , whispering to Marc, "Hah, hell no..." -) Can we Holygians cooperate with them then? Will the government of the USoP provide financial aid to entrepreneurs in Holygy?

King Michelin prepared to answer...

OOC: No, No, I consider yours a lot better than mine.

He had noticed the Hongrian Castle as he arrived, it had grown from the pictures he had seen in his childhood. The Grand Dukes of Essonne had led one of the most richest nations in Paradoxia, still seen in the ruins and buildings from the anarchy. Essonne's Collapse came from Isolationism and the refusal of the Dukes to reform to the new World. As he walked in the Castle, he reflected on his own nation.
The Kingdom of Peace was a Absolute Monarchy, not by the choice of the People, but by the failures of nearly all the systems of Government. Despite the fall of Marxism in the Kingdom at the end of the 1st Peaceian Civil War, the country quickly advanced to a Constitutional Monarchy, and soon Democracy reigned supreme in the Kingdom. However, the cracks appeared as the nation won and blocked Ishgarian expansion and the advancement in the 2000s. The final fall of Democracy came in the 1st Hegemonic War. The weak Government collapsed, being replaced by a Military Dictatorship that fell apart in the Kidnapping of Prime Minister Viridiai. The darkest times of the Kingdom fell under the reign of Prime Minister Ninnemann. Under the power of the United States of Peace, the Prime Minister had ruthlessly launched coups against the Governments of the WC, RA, destroying the fledgling democracies there, only recently given the power of Self-Government. He started a massive Genocide against his enemies, and not even the Monarchy was safe. He and Sandry had to flee to the Mountains, chased by hundreds if not thousands of the Fascist Paramilitaries and protected only by the Royal Guard who were decimated on the way North.
When the 2nd Peaceian Civil War began, it was a cooperation between the Monarchy, the Socialist Parties and Paramilitaries, and the OFD and their democratic parties. The civil war was a success, the destruction of the base of Fascist Power and the complete elimination of the branches of Government infected with Fascism. Fascism in the Kingdom of Peace was destroyed in his lifetime. But despite the unification to oppose the Fascists, the Political Parties remained heavily polarized, with the Queen and her Foreign Minister barely able to keep the confident OFD from beginning more attempts to influence the Region of Paradoxia. The Socialist Parties, influenced by New Freedomstan had begun to oppose Minister of Defense, Dane Ghazi's control over them, and his own Royal Supporters were becoming more extremist in their demands.
Luckily, the Regular Military Forces, having reviewed their attempt at governing the country, and ashamed of its performance, had placed itself behind the Monarchy. Viridiai was now a adherent to democracy and to the Monarchy. having seen her abysmal work of the country.

A man who looked like to be in charge of the debate, Robert Vazt has come up to him and started speaking, disturbing King Michelin's train of thought. He walked over the table where the Holygians were seated. Lower Guru Ellen, the one who made the comment of him and his servants, as well as a Moderate EAP, Marc Tát, who shook his hand. Jack Cashy bowed to him, which was highly amusing, since by law, only the Queen was allowed to get bows. He didn't manage to conceal his smile as well as he wished he could. High Guru Arpadh moved to Cashy's right.

18:30
As the debate began, and questions posed, Lower Guru Ellen posed some heavy questions, not unexpected since he had read the dossiers presented on the way to Holygy.
He read over the EAP presented by Marc and Sikra Tittok, but to him, it seem that it was simply a copy of the proposed terms he had presented, abet with a different name.
The High Guru offered an easy question to start the debate and Jack Cashy, a foreigner not from the Kingdom of Peace, since he didn't know that the King of Peace was a ardent socialist who opposed Capitalism in general.

"Well, First off, I'm glad to be here in Holygy, and I thank the High Guru and the rest of the Government and People of Holygy for allowing me to speak to you as personally as possible, to discuss a possible merge of Holygy into the Kingdom of Peace. I'll start first off by responding to High Guru Arpadh's question. Well, Holygy is wonderful place, and during my leisure time, I would like to visit with my wife, the Queen, who could not attend as she is currently attending a conference of the ICLC. As for Governmental matters, Holygy will be given seats on the Privy Council and there will be a position of Holygian Minister who will communicate any problems or other matters personally to me. I would like to explain the current setup of the Kingdom of Peace, to avoid any mistakes made.
First off, the Kingdom of Peace consists of the states of the United States of Peace, the Western Coastline, and the Regional Area. Each state has its own Government and controls its own economy, Social and Economic affairs to a point. The Governments of these states are in turn controlled by the King and Queen. The Monarchy has the right to takeover the operations of the states if it so wishes. Right now, the Monarchy fully controls the entire Kingdom due to War with the Hegemony and a threat of war by New Freedomstan. Holygy will have much more Independence than the states of the Kingdom in many matters. But I'll explain that later."

As for your question, Jack Cashy, Holygy will be a great place for Peaceian Corporations to settle down and begin operations, however, in Economic Affairs, the decisions rests with the Government of Holygy. If the Government of Holygy wishes to allow Corporations to settle in Holygy, so be it. If it wishes to place rules on them to enter, so be it. And if it rejects them, then so be it. Holygyians will be able to cooperate with them if you so wish, that does not seem fair if that should be blocked. We will not provide financial aid to Holygy for entrepreneurs.
King Michlin paused here before stating, "The Kingdom of Peace will provide funds to the Government of Holygy to do as it wishes with the funds. Should it see fit to assist entrepreneurs, then it will provide the funds to them. The Government can also ask for funds from the Kingdom for any needs if need be."

"Lower Guru Ellen, a true merge or political union would have the Government of Holygy and the Government of the Kingdom merged and into one entity. This is more like a Personal Union, where the two states will have distant laws and goals, but one Monarchy. Of course, it will have a small aspect of becoming a autonomous province, but Holygy will be very strong in terms of autonomy. In theory, it would disappear from the map, but in practice, maps will show Holygy as a distant entity from the Kingdom. It will retain economic, social Independence, in Diplomatic matters, a Declaration of War upon the Kingdom is not one for Holygy, embargoes answer only for ships under the USoP flag, not that of Holygy unless it is expressed. In military matters, Holygy will be considered the same as any state of the Kingdom, and the Holygian Forces will be commanded by USoP officers or Holygians. The Military Forces of Holygy and the Kingdom of Peace will be united, but not politically. The Government of Holygy will not answer to USoP laws, but will answer to the Crown, who will act as a force to assist the People of Holygy should the current Government prove unpopular with its People. The Government of Holygy, due to the concessions given, will be higher than all the states of the Kingdom, in practice, but will otherwise in theory, be equal to the other states. As for your Yes and No answers, this matter of Sovereignty is much higher than the simple use of "Yes" and "No", Lower Guru."

"Finally, the EAP sounds remarkably familiar to the terms of the Marge. There are some issues with this. I'll start with the General section. Line 3,"
3. King of USoP is officially head of the Holygian State in inter regional affairs

"If the Kingdom of Peace merges with the Theocracy of Holygy, to have the King head of Holygy only in Inter-regional Affairs looks like I'm been elected by the People/Governments of the Kingdom to be King. I am not elected, I became King by virtue of marrying the Queen of the Kingdom. I take offensive to having me be King only in affairs outside Internal. Am I or my Wife not allowed to be Heads of State internally? I recognize that the High Guru is the Leader, Religious and Head of Government, but for not only this insult, but for the fact that if the Government of Holygy loses its mandate to govern, then the Monarchy should be allowed to enter the affair and appoint a temporary government. Otherwise, the First Article, General is alright."

"Concerning Article 2, Line 3,
3. these will get a special Peaceful-Holygian B-type citizenship with some obligations and rights from both countries granted (case of taxation: double-taxation, however with significantly lower rates)

"I cannot allow any citizen of the Kingdom of Peace, to be a lower class citizen simply beacuse of their status. They will be full citizens of the Kingdom of Peace and Holygy, with the full rights of voting, taxation, and etc." King Michelin, a Socialist was heavily offended with this line, much more so than the last line.

"Concerning Article 3, Line 5"
5. Holygy shall possess only a smaller defensive army 'Holygian Army Guard', 'Holygian Force' will be under the military (but not the political) command and financed by USoP

"I would like these changed, Holygy can have two forces. One, a Holygian Army Guard, made up of Holygians only, living in Holygy only. Its purpose will be to act as a Force to Defend Holygy, and assist in a conflict as a neutral force. It will be under a Separate Holygyian Command chain and its main purpose is to defend Holygy. Under emergencies, the Force may be integrated into the Royal Command Staff, the main Kingdom Military Command. If Holygy is under attack, the Kingdom has the right to force integrate the Guard should it fail to do it duty in defending Holygy. I assist a Volunteer Force for Holygyians who wish to enter conflicts as soldiers under the Flag of the Kingdom be made, and called Holygian Force. It will remain under the command of the Royal Command Staff, and will act as the main Holygyian Force, holding most of Holygian's officers. All Volunteers of course.

"Otherwise, the EAP fully emulates the Kingdom of Peace's terms, except for one other thing which must be added. The Kingdom of Peace will be allowed to move troops, supplies and other military and Governmental forces through Holygy, no matter the situation."

"Any reactions to this from the Holygian debaters?", asked the host. Jack Cashy was disappointed with the King's reply and found further discussion pointless at that moment, while the High Guru decided that to listen is more worth it and stayed silent, also thinking about why this Cashy had actually been invited. The others, however, showed their intent to speak.

Sikra Tittok began: "Excuse me, it is only a short response I would like to give concerning the economic question, as it is my profession to do so. Well, I have found nothing unacceptable within the answer of King Michelin on Mr. Cashy's question. I, from this point of view at least, support the idea." (To this, Cashy gave her an angry glance)

Lower Guru Ellen followed: "There are a number of problems with this issue judging by your answer. First of all, we made a mistake...we Holygians simply misunderstood what you proposed. It is easier to clarify it right now as to avoid further pointless debate: Holygy does not wish to be a state of the Kingdom of Peace and never will. Autonomy this or that, being a state would signify inferiority. Two, let me pick your Highness up at this line:
a Personal Union, where the two states will have distant laws and goals, but one Monarchy
and
The Government of Holygy ... will answer to the Crown
. It is the day of misunderstandings it seems, as assuming for us to answer to any crown is unacceptable. Holygians are democrats to their roots, they are educated to be...we would never accept a ruler, whatever smart and good-willing they might be. I know enough of Peacian history to understand the need for a Monarchy in your country. In Holygy, however, things went differently. You think that democracy is instabile and eventually ends with either an extremist party enacting a dictatorship or the complete disappearance of the state as an unified entity. You think you need a controller. Holygy has however a different system; the High Guru and others are in charge as long as the nation wishes, while lower bureaucrats are often changed. People think free, and vote often, we have 'discussion time' and education good enough to avoid politicians making fools out of the population. It is, simply put, ensured by constitution and nature that the truly wisest person will takeover as a leader. In view of all this, we do not need, even do not want to have another supreme ruler. So, answering your question
Am I or my Wife not allowed to be Heads of State internally?
: no. Sometimes these simple words are enough, your Highness."

Now it was the turn of Marc: "I am glad to hear that you would accept most of the EAP; however, I have to agree, even though not as much radically, with Ellen concerning General/3. Excuse me, but we cannot become neither a Monarchy nor a part of the Kingdom of Peace. We may be 'Extended Allies' but no foreign authority, including King and Queen, has the right to rule Holygy or decide for it in any form. The only force holding the two states together would be the spirit of the pact itself and the Gurustry of the Extended Alliance. I very much hope your Highness can cope with this; the EAP is the best option acceptable by both states. Concerning your other complaints and suggestions, all of them are properly justified and will be taken into account. As for the B-type citizenships, we simply wanted the best possible for the immigrants, but as you wish. We would never consider them inferior."

The host turned to face the Peacian Delegation, and waited.

King Michelin sighed inwardly as he heard the last of the Holygyians speak. It's a shame they won't accept joining us. He didn't like what was implied by Lower Guru Ellen, that the Kingdom of Peace hated Democracy, and that he himself needed to control the country. He reminded himself that Holygy has never been involved in a war, never had to send troops to fight enemies, and hidden where it was, never had the possibility of being invaded and destroyed by countries far larger, stronger than the Kingdom. Ishgar, New Freedomstan and now the Hegemony. We had to be strong beacuse if we become weak, We'll be destroyed. 30% is what we spend on Defense. We don't do it beacuse we want to, its beacuse we have to. Holygy wasn't just a place where the Kingdom could store refugees and have them become citizens. Holygy was a mere stone throw's away from the Southern States. From Basset Space Center to Orleans. That might as well be half a world away. Should New Freedomstan go to war with the Kingdom, the transports of Resources and Materials, Not to mention troops, East and West would stop. The Kingdom needed Holygy, to secure its own Security. The pact offered by Holygy and its binding.
The only force holding the two states together would be the spirit of the pact itself and the Gurustry of the Extended Alliance.

Bitterly, he reflected over it, Spirit of the Pact....I wonder if the threat of Nuclear Weapons on Holygy would be enough to break the "spirit". If so, then the entire agreement was absolute trash. The Hegemony threatens war on Holygy, they fold like a piece of paper and I have to send transports through the Northern route, through New Freedomstani warships. What if Ishgar invaded? Once again Holygy folds and New Freedomstan blocks the movement of troops, I lose all of the Western States. Colitas, poor Colitas, torn apart by Ishgar and New Freedomstan, and no one willing to help them.
He could invade Holygy, force them to enter the Kingdom. No, No, He liked Holygy, it was untainted by war or famines or anything of that sort. But.......
Poor Kingdom of Peace, cut in half beacuse King Michelin was too kind to Holygy and lost half of his Kingdom. That's what the History books will write, that I was too compassionate to Holygy, that I ruined the Kingdom of Peace and destroyed a bastion of Democracy and Freedom. Could he trust the Holygians? That was the question, Could he trust Holygy not to break in any circumstance?

He grimaced, and said in a lower voice, "It seems that the EAP...is the best option for our two nations."

The before vivid communication went to a halt. An odd silence ruled the room, and with it, it seemed, the whole of Holygy. Noone dared to break it for minutes; all in the Main Room of the Hongrian Castle were staring into the eyes of the King. Even the Lower Guru felt the King's honest sadness which influenced her heavily... while the High Guru Arpadh was thinking. "I can understand him with the highest empathy. But reason demands us to act this ruthlessly; he must understand we are the ones who would like to decide the fate of our state. It should be still good enough for him to get this pact. We take a huge risk with it, doesn't he see? All Holygians fathom that even with only the EAP and not a full Merge, the Theocracy will almost certainly be the venue of a future war of the USoP...but without the alliance it would be the same after all. Neutrality is not an option anymore, we have to choose a side, and choose an ally to hold firmly to. The Kingdom of Peace it will be; still better than the oppressors of New Freedomstan or the power-hungry warmongers of the Hegemony. Those would have invaded in case we refuse a full merge. Oh, why is there an outside world..."
The host finally ended this inconvenient situation: "I think this a good time to end the discussion-time for today. Blessings and good night, and do not forget to vote concerning the Merge via intranet tomorrow!"
The cameras ceased to have their red LED on, the programme was over. Arpadh stood up and approached King Michelin: "Well, this was it. The official decision will be taken by the peoples of Holygy. You know, I decided to support the EAP, but the High Guru cannot actually reveal his stance in the discussion time as per constitution. Anyway, please stay for one more day so that we can end this, as the results for the vote will be official by tomorrow evening, and after that actions can be taken practically instantaneously. Besides, I have to show you something. We will travel a little to the Mountains of Heggyk. The view...yes you have to see the view, my friend."

9/6/2011

It was still relatively early in the morning when the little group departed from Kozhvar with a Heliprioper (a type of helicopter used commonly in Holygy) for the north of the country. The delegations were left behind, only Sofia Welsch and King Michelin went with the High Guru. They arrived in merely two hours; it was only the beginning of the mountainous area of course, as the real Heggyk-chain would have been a lot more time to reach to. Despite this, the area was far away from anything enough, so that Mother Nature was still the one in charge there. "I hope you don't mind a bit of a walk up the valley - something will make up for it.", remarked Arpadh as they landed on an appropriate site and continued on foot. In ten minutes they were up on a small platform seemingly constructed for nordic walkers. The sun was on the move upwards and its brightness expanded gradually to the whole of the valley, while the lights were reflected by the spots of eternal snow and ice on the highest peaks. Everything shone."The open-up of Heavens", explained the High Guru, "...the name of this phenomenon translated. Stunning; it is still able to fascinate me. I guess one can see something similar in your country, in La Aquitaine. We do not want this exploded, devastated, contaminated, do we?", he paused until the end of the shining, and then went on, "We are not solely here for this, however. Let us continue walking for a while." The group now passed by really untamed, natural forests.
Suddenly, a quite high-tech bunker inside a giant rock appeared. The High Guru showed his eye to the camera inside the door and reported that he was with two others. The group entered the relatively small building. Man and women sat all around...some relaxing, some training ferociously, some at the computers with digital maps of Holygy on it. The tallest, a man with the most stars on his military clothing approached and greeted. "General Erof reporting for duty, sir!", said he with a tone soft but self-confident. Arpadh smiled and began to explain to the surprised Peacians: "You see, we may be a pacifist nation, but we are not idiots...our forces are bad in quantity, but some are exceptional in quality. This is...our secret special force, the Holygian Lang Commando, abbreviated HLC. It consists of 500 well-trained soldiers capable of doing anything from infiltration missions to assasination. There are five similar bunkers all around Holygy with each a hundred soldiers in it. At peace, these guys would be very useful, though we have never used them for major missions yet. At war each of them can serve as officers for the regular military or, in case of a high emergency, can be brought in to directly fight the enemy. They are masters of close combat and got their name from the special type of lance they are carrying, the Lang. Do not think, however, that these soldiers are medieval just because of the Lang; they are actually equipped with the most high-tech of Holygy."
They watched the soldiers training for a while. "You would not believe it, but Holygians do have a tradition for weapons and war. Nowadays, in school kids are taught to dance, but that dance is at the same time a highly effective way to defend oneself based on an Ancient Hongrian Martial Art." After a small pause Arpadh continued, "You could ask now: why do I show this to you? Because of a top secret addition to the Extended Alliance Pact. Namely, the HLC will be (if the nation votes for the EAP to be enacted of course, which it very likely will) at your disposal, your Highness. The government of Holygy will only influence the HLC in a way that the soldiers and their generals are mostly from Holygy, but will not limit the way the King (but only the King) can use the commando. Well, this is what I wanted to show you, I hope you see now that the government of Holygy is not a scared one and will not only help you passively. I will show the community being built for the Freedomstani refugees later, it is not finished yet anyway."

After some time spent there, the three flew back to Kozhvar where the results of the national vote were already known. Satisfied did Marc Tát learn that his modified EAP as Option Green won the vote by far, with a total of 78.6% choosing that. Option Yellow, 'accepting the merge in the way proposed by the Kingdom of Peace' came as second with a surprizingly large amount of voters, 13.9% supporting it, while 8.1% voted against any form of pact with the USoP as Option Blue. The delegations were formed again and went to the Constitutional Hall of the Hongrian Castle to meet with Marc and other bureaucrats as to sign the treaty. Journalists taking notes and photographs were flocking into the Castle, but no TV reporter appeared this time. An opening ceremony was rather non-existent. A notary commenced reading the document aloud:

OOC: I hope you'll have time to continue with this? Also, I love reading the stories.

Despite the strong words of King Michelin in regards to the state and governing of the Kingdom by the Monarchy, the EAP provoked a massive outburst from the Governments of the Western Coastline, Regional Area, and the United States of Peace, the richest part of the Kingdom. The terms presented by the EAP, were seen by many people as Holygian Insolence. However, What angered most about the EAP was the funding of Holygy without any returns in direct funds. Supporters pointing at the New Cooperation and movements in Corporations were shouted down by Critics angrily pointing to the loss of jobs and the moving of corporations to Holygy. Royal Supporters and Critics were disgusted at the quick acceptance by the King to the EAP, and the refusal to demand Holygy fully enter the Kingdom of Peace. Royal Governors, afraid at the loss of Royal Funding to instead be diverted to Holygy, quickly moved to rally their Parliaments and People against the EAP. The extreme elements of the Democratic and Socialist Parties protested the King's behavior in not informing the Regional States of the EAP.
As King Michelin and Ambassador Sofia Welsch visited the Heggyk mountain chains, the Prime Minister, the Royal Governors of the RA, WC, after ending emergency Parliament sessions that concluded in Bills cutting off all funding to the Royal Treasury, and threats of refusing to assist in any war with New Freedomstan. In the Duchy of La Aquitaine, the Moderate OFD Parties succeeded in subverting the Extreme elements of the Party. However, the Bill released by the OFD controlled Parliament was the most serious threat to the Monarchy and the security of the Kingdom of Peace. The Bill issued a Ultimatum to King Michelin, That if the EAP was signed, the OFD Paramilitary Forces of the Kingdom, normally the most loyal to the Monarchy would have no choice but to refuse to assist in any combat operations. The Bill called for Dialogue with the Theocracy of Holygy concerning the EAP, and finally declared that King Michelin had no authority in the OFD and only the Direct Intervention of the Queen could allow the King to govern the OFD, a threat that would mean, with the Queen gone, and not likely to return, would mean a direct confrontation between a rebellious OFD and a Monarchy unable to command it.

Ambassador Welsch, who had received a phone call in the middle of the ceremony and as the notary read the EAP, had looked more and more shocked as she heard of the situation in the Kingdom, tapped the King on his right shoulder, whispered urgently in his ear, pointed towards the High Guru as she did. When she finished, the King went over to High Guru Arpadh and whispered in his ear.
"High Guru, it seems that the EAP has angered my citizens more than I expected. However, something else has occurred, a situation which requires your assistance to help solve. The OFD, that is the Organization of Democracy commanded by my dear wife, who is not in Paradoxia, has been steadily opposing actions that I make more and more. The New Freedomstani crisis has increased their rebellious state even more, as they wish to assist their comrades in the Republic of Nefreedia with War on New Freedomstan. I oppose such a drastic option, but the EAP has presented the OFD with a very good way to attempt to force my hand, using a bureaucratic trick. The Queen, by the Constitution and Royal Codes of the Kingdom, controls the OFD Paramilitary Wing. With her Majesty not able to personally reassert her authority, the OFD seek to restrain my authority. One of the reasons why this nation isn't a democracy is beacuse extremist groups have gained control of the Political and Social scene in the Kingdom. Various actions to pave the way for a Constitutional Government are unable to go on as funding is more and more diverted to Defense needs. Imperial Directive #456 has given me more space to work with, but the situation remains perilous without the Queen."

"There are several reasons for this, One to force me to Declare War on New Freedomstan, Two, Force me to submit to their control of the throne, most likely to start actions against Anderios or you. Yes, the Kingdom of Peace has thought of invading Holygy more than once. Holygy is small, and with very few allies nearby willing to assist. Anderios? Ours. Colitas? Rebuilding. Ishgar? Isolationist. New Freedomstan? Heh, If Holygy wishes to be North Colitas. The point is, is that Holygy is just too valuable too be allowed to be free and isolationist. High Guru, I would like Holygy to be free and peaceful and everything, but I would also like all of Paradoxia peaceful and democratic, with socialism sprinkled on top. Yet, My wish is not going to be granted. I've already given you every concession possible. You have Independence within Foreign Affairs, Economic Affairs, Social Affairs, every dollar your given by the Royal Treasury is yours to spend, you elect your own National Government, there will be no interference by the Monarchy, You will be allowed to run your country however you like it. All I ask in return is for Holygy to accept me and my Wife as your King and Queen. I know you value your freedom, and I value mine as well, but if you refuse, I can't promise that Holygy will remain on the map. If you still consider the EAP the best choice, then so be it, Holygy will never be invaded while I stand as King. But in the meantime, You and I must head to La Aquitaine to attempt to convince the OFD not to head down this path. As you know, one of their conditions is too meet you to discuss the EAP, and if i can sate the citizens of their anger, OFD's Power against me is diminished. Not to mention that you might place common sense into them. I beg you High Guru Arpadh, please help me defeat this crisis peacefully, and if you do so, consider the EAP signed and binding.

OOC: Twists. I hope you like them and are not annoyed at this surprising turn. :)

OOC: I love and hate this at the same time, I have to say. I wanted this to end, but an RP is always about two players (at least). OK, let's continue, but I cannot guarantee regular updates. And my writings probably won't be so thought-out.

The King could hear the High Guru breathing heavilier with each sentence heard. As Michelin finished, Arpadh bowed his head a bit and closed his eyes. He was meditating for a minute; often done in his country and a highly effective method to fight and conceal anger. The Peacians maybe did not, but the Holygians certainly did understand this as a gesture. They somehow felt what was coming. Arpadh finally opened his deep-brown eyes, and, without saying anything, took the document of the EAP and put it into his pocket, than slowly walked out of the room. "Complications...", sighed one of the bureaucrats. The journalists, though, wanted to know more. They began asking from the ones still being in the Room, the King in particular, who reacted quickly and followed the High Guru.

The two reached the office of Arpadh and sat down. The High Guru asked his secretary to bring two cups of strong tea, still not speaking any word to the King. After a first gulp into his tea, he started: "Ahh, Holygian tea, I love my country. Anyway, what the crap of the holy starbird should we do?", asked Arpadh with the intonation of more of a rhetorical than a real question. "One of my bureaucrats will explain the nation that you have an internal crisis in your country and that is why you refused signing the pact. However, the news won't be overjoyed by many...one, they'll see that your nation did not even know about your intention of signing the EAP; this implies that you are indeed an absolute monarch. Two, you already publicly accepted the pact and refusing to sign it later is highly suspicious. Putting all that together, I do not think we can convince my folk to suddenly accept you as their Monarch, hehe. If even it is possible it will take long time and great effort, particularly from your side."
He drank the whole cup, and went on, "Second option: talking with the OFD. Not too much better, it is to say...how could I exactly convince them if I do not even know them? They do not trust me, they would probably even want me dead. What if this is a trap? I am a pacifist, a hippie in their militant eyes."
Short pause.
"I could simply leave this as it is, say goodbye and good luck to you and not sign any pact. You said you would not invade after all. But that would be against my conscience, my honour, and your trust. I have to take the risky way..."
Arpadh picked up the phone and called the General Lower Guru. "Friend! You will take my duties and responsibilities as High Guru for undetermined time while I am in the Kingdom of Peace. I depart ASAP. Why, you ask? I'll send you a report on this in the next twelve hours. You can reach me through phone, but only call in times of emergency. Blessings and good luck."

The two stood up and walked out in a relative hurry. "Please lead me to your plane, let us travel by that; I'll take two HLC guards just in case. And while we're flying you could tell me about this OFD 'n stuff..."

OOC: If you feel like you don't wish to continue this anymore, or that you can't devote time to it, I can just retract the last post, and sign the EAP.

OOC: No, basically it's just that the regularity (and perhaps the quality) of my posts will decrease because there is school. But let's move on if you also want to, this is nice ;) I come home and my first thing is to look if you have written something, this is extremely addicting :D

The La Aquitaine Declaration by their Parliament and the New Freedomstani Announcement of the Hostilities had an immense effect on the choice to go to war. Throughout the Kingdom, Regular Army and OFD Paramilitary Forces were ordered to go to [[DEFCON 2]]. Rocket and Strategic Missile Commands were ordered to [[DEFCON 2]] and the Border Defenses were ordered to [[DEFCON 1]]. Resistance to the war died out as the implications of the OFD Declaration were made and begs hedged in favor of the OFD and War.

From: The Socialist Worker's Republic of New Freedomstan

International comrades and other heads of governments and states. The brave citizens of RS-8 Collective #17 have thrown off the shackles of the capitalist regime, and voluntarily and freely rejoined the legitimate government. While our armed forces did move in, this was merely to protect the lives and health of our citizens (including those who rebelled, who have now realised their folly). This was not a violation of the cease fire, as the town voluntarily joined. They rebelled against the illegal state of the Republic of Nefreedia, and once again became free Citizen-Comrades of New Freedomstan. The surrounding areas, subjected under the munipicality of RS-8 Collective #17 (or "Freetown" as the capitalists called it) also joined the SWRNF gently convinced by our voluntary peacekeeping forces. The situation haven't changed, and we of course respected the cease-fire between ourselves and the terrorists. Their mercenaries received proper treatment according to the Geneva Convention.

- Soviet Commissar for Foreign Affairs Anders Ivansson

In An Aircraft Over the Victoria Sea - En route to La Natara, the Seat of the Duchy of La Aquitaine and the Northern HQ Command

His Highness King Michelin sat in the twin-engine jet aircraft, next to him was the High Guru Arpadh of Holygy. The King had calmed down and, speaking almost normally, "Now that we aren't on the ground, and en route, lets begin with....none other than the Organization of Democracy. The OFD was created in 1848, from the People of the Duchy. To this day, the OFD has a large amount of Northerners than Southerners. One of the things that should be understood is that the Duchy of La Aquitaine, in the early, early ages of Paradoxia's Human History, the Duchy was the Kingdom of La Aquitaine. This small Mountain Kingdom beat the shit out of the Southern states, at the time united in the Kingdom of Peace. After making peace and uniting under a Personal and Political Union and the Queen of the Duchy marrying the King of the Kingdom of Peace, the North has for good reason been proud of its independence and military prowess. Multiple invasions by foreign peoples from the North were repelled by thanks to the Mountains of the North and the Northerners. Nothing really truly important happens until the Industrial Revolution and the 1st Peacian Civil War. When the 1st Civil War starts, the North stays loyal to the Queen and bashes the South once more. You know, that the North was given the right to vote quite early? Around the 1500s, they got to vote local and Regional leaders, not until 1867 does the South get the vote. You must be wondering, Why did the Duchy develop the OFD and not overthrow the Queen? Simply put, the Queen and the Monarchy do not involve in the affairs of the North, and the North stays loyal to the Royal Family."

"As for right now, well, there are two choices for what happened, One, the OFD is attempting to force a war by threatening this course of action. Two, the far more worst choice, is that the OFD has decided to wipe out the Monarchy once and for all. If its the second option, the intervention of the Queen would not matter, and a war with New Freedomstan almost certain. Plus we would be dead." He smiled grimly at the High Guru and continued. "If its the other, I hope we can personally intervene and force them to accept a less extreme solution. It will be hard to convince them to refuse war you know. The Power of the OFD is great. From La Natara, they run the largest and most longest running organization in Paradoxia to my knowledge. They have operators in every Paradoxian nation, and perhaps some foreign ones. To get money, they take from the Royal Treasuries, the State Treasuries, and Foreign Investments and Banking and other forms of Capital. Despite my wife as Queen, I've never been allowed to view the financial nor the operational records of the OFD. To my knowledge, only high-ranking members of the OFD, born within the Duchy and the Queen are allowed access to the full records. We should get some sleep High Guru, when we arrive, the situation will be bleak.

As Arpadh listened to the King, he also took notes and was writing his report on the USoP and on the reasons he had to fly to the Kingdom. Though Holygy was, and had to be, a land of utmost freedom of the press with practically nothing being a secret to the peoples, the High Guru, using the privilege of 'Foreign Secrecy', did not mention much about the OFD and its intentions. The rest was however published soon and public reaction was no surprise with virtually noone anymore in support of a full merge and a monarchy. The group of anti-Mergers had grown, but the EAP was still widely supported.

Concerning other matters in Holygy, life without the High Guru was not much different. The General Lower Guru did his duty quite efficiently, though it is to mention that there had been some problems with the bureaucratic apparatus lately. A number of anti-Government protests had taken place and issues arose just as if Arpadh had been there, but none of them proved to be particularly dramatic.

King Michelin had already fallen asleep while the High Guru was thinking about the OFD. He had a huge amount of thoughts on his mind, all chaotically floating through it..."Organization of Democracy, functioning inside the borders of a Monarchy since centuries. Loyal to the crown, though not wholly answering to it. This is rather ironic...but why would they suddenly want to destroy this system that partially has been created and protected by them? Probably because of the growing absolutist nature of the Royal Family, which was due to the recent wars and crisis. Either this, or Michelin is not telling me everything. Anyway, why should I actually support the King? I am a democrat for God's sake, I should not be campaigning for him. Ehh...no...I've became a friend of this man and I won't betray him. At least not without telling him before what my intention is. Besides, the OFD seems even worse than a monarchy...they want war with everyone not following their rules. So no, allying with them is not an option. But what then, convincing them? Nearly impossible..."

"We...will...see...", he yawned and fell asleep.

OOC: Hope it's not a problem that this one is shorter. I thought that as the story is now set in the Kingdom, you will be the one actually leading it (as opposed to what it was like before).

OOC: Shorter does not mean less quality with you.

La Natara, Duchy of La Aquitaine, Kingdom of Peace

Upon entering the airspace of La Aquitaine, 4 military jet fighters, assigned to La Aquitaine Intercept Command came over to confirm the validity of the persons on board. Once confirmed, the aircraft carrying the King and the High Guru was ordered to land at La Natara Air Force Base. For the purposes of this visit, the King and the High Guru would first meet with the Political Leaders of the Duchy and considered Middle-ranked on the OFD Command Structure. Once done, they would be taken North to OFD High Command, deep in the Mountains of Arcaia.

The Fortress City of La Natara has stood the tests of time, appearing as a small mountain town, the seat of the Dukes and Duchesses of La Aquitaine to becoming one of the largest cities within the Kingdom, the official seat of the Monarchy, and a massive economic center. Positioned on a plateau, the city is divided into 3 sections. One, the Mountain Fortress (called the Fortress of La Natara) and Old City with are raised above the city. Today, the Fortress still stands, created in the Medieval Age, abet upgraded with SAM sites, pillboxes, and upgraded with massive defenses and rebuilt in certain sections for the Modern age. The second region, is the Military Bases within the city, grouped together into the area, called the La Natara Military Region, with airbases, training centers, and housing the Regular Army units in the city. The third region, the most modern is the City itself, on the lowest level of the plateau, designed not only to properly house the inhabitants of the city, but to act as a center for economic purposes and the movement of military forces through the region as well as to most able inflict damage on invaders. The city acts as a central location for the gathering of trains and other civilian transportation methods out to the South. Aside from obvious defensive value, the Mountains of Arcaia provide massive amounts of resources, like Iron, Copper, and other rare resources, which fuel the Industrial areas in the South and the Western Coastline. Despite the mountainous terrain, the region produces enough food to feed 3/4ths of the population and any shortages are replaced by imported food from the south. Aside from La Natara and the plateau, the region is filled with forests in the valleys of the mountains, heavy defensive and economic value.

After landing at La Natara Air Force Base, the two leaders were moved into a Humvee Convoy with tinted windows, which moved through the city to the Fortress of La Natara, where the meeting would take place. The entire region was on high alert, and as they moved through it, they could spot SAM installations and armed soldiers everywhere. As they moved closer to the Fortress, the defenses became more and more numerous and exposed to the public eye. At the center of the Fortress of La Natara is a massive Castle, the Royal Palace of Queens, the seat of Parliamentary Government and the Monarchy in La Aquitaine. As they moved in through the gates, a massive convoy of tanks, trucks and oil tankers, moved out beside them.

They entered the Palace through a Back door, protected by 5 troops wearing the insignia of the OFD. They were easily identified as such by the chest armor they were wearing, which had OFD in large White letters and a insignia on their shoulders. The insignia was a round patch, with a black circle within, and inside the circle, a Mountain filling the circle symbolizing the roots of the OFD and a small Crown at the base of the mountain. To its left stands a Hammer and sickle, and above the mountain, a dove with a broken chain flying into the sky.

Once the King and the High Guru entered the room, they saw 4 men and 3 women who turned to look at them. Without a pause, the 7 members of the Parliament of La Aquitaine bowed to their sovereign, and then bowed to the High Guru. The King bowed to them, and moving near the leftmost person, he introduced them to the High Guru.
"High Guru Arpadh, this is Lord Minister Andre Laurent, current Lord of La Aquitaine, who governs on behalf of the Queen."
Moving to the next and next, he slowly moved through the 7 Parliament members.
"This is Cyril Barthélémy, Perceval Raymond, Collin Rocconi, Lurlene Zittel, Angélique Girardin, Monique Vandagriff.
Cyril Barthelemy is Lord Minister of Defense for the Region, he acts as the adviser to Local Militia Sectors, and reports to La Aquitaine Unified Military Command. Perceveal Reymond is Commander of the La Natara Defense Sector, and Commander of the Southern Mountains Defense Line. Collin Rocconi and Lurlene Zittel are the leaders of the Parliamentary Parties of Moderate OFD and Radical OFD."

While Collin Rocconi gave the High Guru a smile, Zittel offered a hostile gaze at him.
"Finally, Angelique and Monique are the Majority Leaders of the 2 houses of Parliament."

Interrupting the Lord Minister, L. Zittel spoke. "High Guru, Welcome to La Aquitaine. You are here to convert us to....the idea of a EAP pact with the Kingdom of Peace. Should you fail, I can assure you that Holygy will join the Kingdom fully one day in the near-future. Without further ado, I and other members of Parliament have questions for you. One, Why should La Aquitaine and other states in the Kingdom, allow the Monarchy to steal money away from us to give to Holgyians? Holygy, once it signs the EAP, will be given a independence that no other state within the Kingdom has been ever given. Two, Can Holygy truly think it can resist the power of the Kingdom, and refuse a Personal Union of our states? Finally, What will Holygy return in favor for not being destroyed?" Her words made the entire room silent. King Michelin was quietly urged by the Lord Minister to another room, to allow the High Guru to face the wrath of the Leader of the OFD Republican Party in La Aquitaine alone.

Once the King and the Lord Minister were alone, the Lord pulled out a few messages from the Queen. The first message was a shock to the King, it seemed that the Kingdom of Peace would soon go to war with the Greater Evil Imperial Japanese Dystopia, in what was now called the Great Asian War. Already, The Kingdom's allies, the Quendi Empire, the Austria-Bohemia-Hungary Empire had gone to war with Japan. Second, was a message calling for an immediate Declaration of War on Fantoa, for invading a ICLC nation, the The Royal Kingdom of Alkoul. With the New Freedomstani crisis increasing and plans for an immediate invasion of North Colitas, the Kingdom could not afford to move vital naval and other military assets to support the War against Japan, nor defend Alkoul in great force.

The High Guru, although a normally rather loquacious type of a person, began to concentrate more on the landscape and on the city itself when they arrived in La Aquitaine. He saw the great beauty amongst the medieval-like ancient parts of this strange mountain city, but of course noticed the military base that was established with all its monstrous defence constructions, too. "Poor people...", he tought, "having to look at mass-destruction weaponry all their lives, filled with fear from a possible war, hurrying on the streets, with a trace of suspicion and nervosity in the eyes of all of them...". He sighed and said to himself: "Holygy will become a place just like this in the future...this is Paradoxia, brothers." This thinking went on in his mind so deeply, he did not even perceive what was happening since, and as he awoke, they were already in the fortified castle of the Parliament of La Aquitaine. A quite large number of OFD guards were in sight as they entered the building, and Arpadh observed them carefully. "Heh, a dove...this dove wants to shit on our heads now. The only pathetic goal of this symbol of peace is to fight as many wars as possible."

Doves or not, the Guru's mimic changed drastically the moment the formal meeting began with him looking much more serious and concerned. He greeted the members of the delegation, one by one, looking firmly into the eyes of each of them. He wanted them to trust him, although he already knew which one of them did by looking at them. Of course his radical opponent Lurlene Zittel immediately started bombarding him with questions, but this had been anticipated of her. The King had left him; a sign for that he is certainly alone. So, Arpadh took a deep breath and commenced speaking:

"First of all, thank you for the possibility of being here and meeting persons this prominent. It is always good to have a discussion; a perfectly efficient and safe way of coming to an agreement. I hope we all understand that. Well, I shall now begin replying to the questions posed by Ms Zittel", and here he took a glance at the suspicious woman, "to my best knowledge."

"Concerning
Why should La Aquitaine and other states in the Kingdom, allow the Monarchy to steal money away from us to give to Holgyians? Holygy, once it signs the EAP, will be given a independence that no other state within the Kingdom has been ever given.
: First of all, it is important to remember that a large number of Freedomstani refugees will arrive in Holygy sent by the Kingdom of Peace, who will also be citizens of the Kingdom. This was the original purpose of the EAP, and the financial aid given by the Kingdom is actually for the Holygian government to be able to cope with a change of the situation this drastical, which is in my conviction fully understandable. Connected to this are the long-term benefits the whole Kingdom will recieve by aiding Holygy. Every Florin given is two obtained for you; one, because of the economic benefits a developed Holygy may bring in terms of trade, and two, the refugees as a workforce and tax-payers. Besides, a more developed Holygy may also help with the protection of the two countries much more efficiently, leaving no weak point in our Alliance. Your other remark concerning independence is a more of a theoretical issue, if I may say, but won't be left uncommented. Please mind that you cannot really compare Holygy to the States of the Kingdom. The Holygian state has been independent ever since its founding, and the people wish to stay that way, mostly because of their national proudness. I am sure these emotions exist in the hearts of the Peacians aswell, and you would not be happy if I suddenly demanded you to bow before my might, either."

"And this lets me continue with the second question,
Two, Can Holygy truly think it can resist the power of the Kingdom, and refuse a Personal Union of our states?
: No, we would never think the Kingdom could not overwhelm us. However, the virtue of "power" you boasted with is nothing in our eyes. Refusing a direct Personal Union was not about strength or weakness, but about reason and spirit. Should you not accept this, you can still declare war, but that would be a highly despisable act from a people like you, whom I thought of as freedom and peace-loving...this noble noun is in your nation's name after all. I understand war is the means to secure peace against agressive nations, but attacking Holygy because of this pact would be a completely different thing; it would be the oppression you are fighting against so fiercely. You would then be none better than, say, the Hegemony. In addition to that, a war would also make your nation suffer, as you would have to open another theatre of war and pour money into the army. Holygy might not be a military superpower, but we can fight fiercely enough if our homes are in danger; we had to do it several times in history already."

As for
Finally, What will Holygy return in favor for not being destroyed?
: Holygy will not return anything in favor for not being destroyed. It will, however, return a number of things in favor for friendship. These include all the things the EAP mentions and the benefits I mentioned in my response for the first question, and eventually other types of aid aswell. The Theocracy will stand by the Kingdom through thick and thin, I ensure, provided we both sign the EAP with no regrets."

"Well, that is all I have got to say at the moment. I very much hope you understand our situation, and we may collaborate well.", said Arpadh and smiled.

General Announcement - The Kingdom of Peace

The Kingdom of Peace declares a full scale embargo on on North Colitasian and New Freedomstani Warships and Civilian Cargo Ships moving to and from North Colitas and New Freedomstan. Further more, to enforce this embargo, the Queen Charlotte Taskforce has positioned itself in the Victoria Sea to intercept all Embargoed Ships. The actions taken by New Freedomstan in suppressing the rightful rebellion of the Republic of Nefreedia, the illegal occupation, subjection, of the Peoples of Colitas will end now. This is seen in none other than New Freedomstan's Control of the Leadership of North Colitas. Finally, all Nuclear and other Anti-Missile Commands are at DEFCON 1. All Armed Forces are at DEFCON 1, With Nuclear Warfare likely to happen, all Nuclear and Missile Weapons are now pointed at New Freedomstan.

King Michelin stared at the map of Paradoxia, as his Ministers fought over the next course of action, and with High Guru Arpadh sitting to his right. The last message from Comrade 1 laid on the table.
He watched his Ministers argue back and forth with each other, attempting to convince one another of their views.
"Democracy must be restored to Colitas fully" "We can't afford Nuclear Armageddon with the Communists!" "We should attempt something less drastic!"
Back and forth the arguments went, neither side winning and rapidly losing patience. He wished his Wife and the more High-ranking officials were still here. He took a look at High Guru Arpadh, who after facing against the Radical OFD leader, had himself and the rest ushered into this briefing room.
Finally, Lord Minister Andre Laurent, frustrated at the lack of acceptance of his views, began shouting.
"Look, Everyone look! Look at this map, look at it! WE HAVE ISHGAR, NEW FREEDOMSTAN, THE FUCKIN HEGEMONY, THEY SURROUND US!! WE ARE ALONE HERE IN PARADOXIA! WE HAVE NO ONE, NO ONE HELPING US!! YOU THINK WE CAN COUNT ON MALTROPIA, OR COLITAS OR ANYONE ELSE!!"
Collin Rocconi, responded, as the match escalated.
"LORD MINISTER, WE CAN'T AFFORD A NUCLEAR WAR! NORTH COLITAS IS AGAINST A WALL AND THEY STILL HAVE NUKES!! NUKES!!"
The Lord Minister screamed at him, "WE, WE ARE AGAINST A WALL, AND THE HEGEMONY, NEW FREEDOMSTAN, ISHGAR, ARE OUR FIRING SQUAD!! NORTH COLITAS HOLDS THE KEYS!! WE MUST INVADE THEM!!
King Michelin lost his patience and ordered his Ministers to stand down. "Ministers, Calm down, NOW!"
"Now, What is a moderate course in confronting New Freedomstan." He asked. "Surprisingly Lurlene Zittel offered a solution. "Minister, Your Majesty, I say the Kingdom of Peace does this, Simply, we embargo New Freedomstan from our straits. Its an effective way of cutting off their oil and forcing a bargain, for the citizens of Nefreedia. If New Freedomstan chooses to fight us beacuse of that, Well, Fight we will."
Finally, King Michelin, asked the High Guru his opinion on the situation.

The EAP will be signed. Consider my request for your opinion a fulfillment of EAP terms 1 and 2 of section General. :)
If Holygy and the Kingdom of Peace are allied, then I must ask for your opinion before throwing myself, and you into a war. Or Nuclear War by the looks of it now. >:(

"throwing myself and you into a war"...Hey hey, look at EAP Military/1. If you declare war, we do not necessarily do the same. Though this can easily be bypassed by provoking the enemy to declare war first formally. Also, this will be heavy. Imagine a paradoxia like the world in Fallout...
