Although I'm not a farmer or a shepherd, I live pretty close to a few places where they keep sheep and I know that they're not the most slavish creatures on a farm. If you want to put a bunch of sheep in a small pen or enclosure, you need both a trained shepherd and a sheep dog which has evolved for centuries or even millenia for the express purpose of guiding sheep. That's far more effort than you need with cows (with cows you don't even need a fence, just draw a line over the grass and they'll simply refuse to walk over it). Even then it's still annoying since the sheep seem to run in every direction except the one where you want them to go. Either that or they just stand still and eat grass (which is their favorite pasttime). Even herding cats or dogs is easier than herding sheep. A dog will just follow you and a cat will follow you as soon as you put food in front of it but since a sheep eats grass, which is all over the place, you can't really tempt it with food.
The look is another problem. Sheep don't look like slavish creatures. Their eyes are wide and so they constantly look like they're curious. Compare that with a cow who usually has those dead eyes that make it look like it's given up on life and is just counting the days until it leaves this mortal coil.
