RUSHMORI CAPITAL OF CULTURE

The various bureaucratic leaders of the region of Rushmore have convened to discuss a capital of culture in the region. They have agreed upon the following proposal:

RUSHMORI CAPITAL OF CULTURE GUIDELINES
As an effort to establish greater cultural understanding within its constituent nations, it is proposed that a Rushmori Capital of Culture be established.

SELECTION PROCEDURE
Voting shall take place for Rushmori Capital of Culture every six weeks. One week before the selection participating nations may nominate and write about one (1) city within their country describing its cultural heritage, impact within and outside of its borders and generally things that make it an awesome place to be that others should flock to. (Bid logos are not required, but are helpful due to its creativity.) The regional delegate shall collect votes for five days. At the end of the voting period, the city with the most votes shall host the Rushmori Capital of Culture.

RESTRICTIONS
A CITY may not seek to become the Rushmori Capital of Culture more than once in a row. That said, a COUNTRY may nominate another internal city for the term immediately after hosting the Rushmori Capital of Culture. There is no limit to the number of times the capital may be consecutively hosted in a single country, but it is suggested that countries take a term or two off after hosting the capital twice.

There is no limit to the number of puppet nations that may bid to host. However, the maximum number of cities that may bid for one term is one (1) per nation.

Cotdelapoms, in conjunction with Tourisme Outremont, SODEC Marianne and Loto-Marianne, would like to nominate Outremont for the inaugural Rushmori Capital of Culture.

Outremont is ground zero for Cotdelapomais film and food, and as such is Cotdelapoms' first nominee for Capital of Culture. The Cotdelapomais film industry is one of the strongest in the region and is based in Outremont. The National Film Board of Cotdelapoms is set up in the hip Cohen Square neighbourhood, and there are a considerable number of movie studios further into the outskirts of town. Every fall, the unofficial "film season" kicks off with the Outremont International Film Festival, which features films from all over the world and brings out a who's who of film stars.

Outremont is also known for having more Rousseau Three Star restaurants than anywhere else in Cotdelapoms, and is the home to many "celebrity chefs", including Geneviève Richer, Antonio Cosseti and Patrice Laporte. If Cotdelapomais haute-cuisine is not your style, there are also a number of food trucks all over the city, serving as friteries (if you're tired of Fritidien!, not that you would be, as alongside hockey it is our national obsession), sandwich shops, noodle houses and even mobile pizzerias. Outremont's rue Damphousse is a haven for splendid gastro-pubs and bars that cater to a high class audience.

As the picture says, Welcome to Thessia - we hope you'll consider our bid and come and enjoy one of our most famous cities. The city is famous for sport, for music and for it's people. The sport is competitive and wide-ranging, the music scene is loud and vibrant, the people are warm and welcoming.

The city really is multi-cultural and we hope this will attract people to the bid.

Sports
Sport is huge in the city, with teams playing in all three big Mytanar compeititions; Association football, rugby union and Mytanar Gridiron - and the fans have built up a loud, proud and colourful culture with their teams - with flares being commonplace in stadiums where their teams are playing, the fans have some strange rituals including the 'Kippax Bounce' where all the fans stand up in unison and then start to bounce up and down as one, which really is eye-catching but kind of confusing on the eyes.

There are lots of street sports too, with football and Cotdelapomais gridiron played on the streets. Cotdelapomais migrants arriving in Mytannion and setting-up a Cotdelapomais Football Street-League, these games are free to attend and very exciting to watch.

A trip to Maine Road to watch one time Rushmore Copa de Campeones champions Atletik Thessia play is always worth it, but a less expensive trip to either the Kaunostadion (with its' 2000 standing capacity and amazing atmosphere) to watch Olympic Thessia or Koblar Lane to watch Thessia '23 - the two smaller football teams in the city may be a bit nicer on the pocket. A trip to watch any of the cities football teams play is always worth it as teams almost constantly attack. Being a part of the fan culture around these teams is a brilliant thing and you will instantly find yourself accepted if you join in with the rituals and chants - whether you understand them or not!

Music
The city is famous for it's local scene and it is the birthplace to the 'Otskok' style of music, which literally translates as 'Bounce' - this is the trademark of the beat and is really what makes this music. If you enter the eastern part of Thessia and more specifically the Zenit Toranj district you will hear this music blaring from residential tower blocks and in the narrow streets where small children play and families struggle for money (Zenit Toranj is one of the poorest districts in Mytannion - but has a vibrant culture), the music comes from all sides and you will find yourself nodding your head to the beat.

There are two big music festivals in Thessia, the Thessia Music Festival and Muzykasilu, the two attract over one million visitors between them over their duration and big Mytanar bands and musicians and bands from the local scene mix and make a loud and proud festival which usually attracts over 600,000 visitors alone over it's three days. Bands such as Revzvuka, Oblako (Cloud), Snegslepoi (Snowblind), Shum Gruppu 1 (Noise Force 1), Izumlenie (Daze), Grey Skies and solo artists such as Antonin Belko and Maria Navltova also take part, amongst local bands too.

Music is influenced by the Cotdelapomais migrants and their indie guitar rock genre. This has generated some interesting sounds and Mytanar-Cotdelapomais ethnic bands are becoming more commonplace. Listening to the street-bands is always a nice experience and you normally find yourself relaxing to this.

The People
The people are welcoming and invite people in with open arms. The mixture of ethnic identities really is refreshing as people of all colours and all nations come together in a celebration of everything Thessian.

There are ethnic Mytanars, Swartazians, Cotdelapomais, Aboriginal Rushmoris and Nordic Mytanars - and then mixtures of these groups. This has resulted in influences in everything, food, music and life as a whole. Poutine Cotdelapomais is a regular dish in Thessia and beef is on the menu a lot more often that in other cities (thank the Swartazians for that!), the different foods have joined together and mutated into new foods and restaurants are an amalgamation of different national foods and cuisine means a lot more than lamb and various vegetables. Street stalls with these different foods are oft-seen and prices for these foods are very cheap.

The people are famous for their street shows, with bands playing on makeshift stages outside cafes and restaurants and their stalls with food and home-made items are good fun for tourist items, although the people in the city are quite poor because of the combination of snow (weather plays havoc with industry in Mytannion) and lack of jobs. This should always be remembered when visiting Thessia and the slums are an eye-opener to visit as you can see first-hand what these people have to go through on a day-to-day basis.

Welcome to Athenstoft, Civil Citizenry! One of the largest cities in Civil Citizenry, Athenstoft is generally considered the country's leader of culture. The city has so many things that make it unique and exciting, from being the earliest Citiz settlement to hosting the nation's best football team to having the best art program in the nation. If you're a humanist, or you just love cultural variety, you'll find Athenstoft is the place for you - and the place for the first Rushmori Capital of Culture.

Athenstoft is...

...the earliest major settlement of what is now Civil Citizenry. Many years ago, various independent peoples from the northeast region of the Goose Coast migrated southwest towards the open sea, searching for arable land to begin an agriculture-based village. Several small groups found a certain area to be more than sufficient, so they banded together to create an early form of a city - or what is now Athenstoft.

Dozens of old carvings and ink paintings have been found around the area. The evolution from black-and-white drawings and wood and stone bases to color and paper is one of the most intriguing ongoing archaeological searches. All of this became the inspiration for the Museum of Historic Local Art in Athenstoft; MoHLA (pronounced MOH-luh) is a must-see tourist attraction and the second-largest public museum in the nation. Many a time, excavation sites receive visits from school history classes and ordinary tourists and city people as a fun and exciting way to discover the history of Civil Citizenry.

...the home of Athens Town, Civil Citizenry's best football club. The team plays at Red Circle Arena, named after the famous circle next to which the arena stands. The circle is so named because it is the spot where an outspoken anarchist was unjustly shot and killed by a (undiagnosed) schizophrenic policeman; the red is to honor the blood of the man who died - not because of his political views, but because his right to freedom of speech was grotesquely violated. Athenstoftmen demonstrate great deference towards the civil and political freedoms Civil Citizenry has - an admirable trait for a city's residents.

Athens Town won the first-ever King’s League title and the first Golden Championship. Red Circle Arena has been sold out for each of the team's home game this year; the residents of Athenstoft are much appreciative of their success. The home of Athens Town will host of the first edition of the Copa de las Islas, a new competition for the best football teams in southwest Rushmore. Athenstoft will be abuzz as clubs like Navel FC, Atletik Thessia, and FC Mildrid duke it out for the title.

…internationally renowned for its educational art programs. Athenstoft is the location of Unified Arts School University, which contains the country’s largest educational painting, drawing, and photography schools. UASU is particularly heralded for producing top-notch print makers. Cafanim Reygaloo, the nation’s most famous print artist, studied at the university; just two years later, he produced “Cactus Hand”, one of Civil Citizenry’s finest pieces of art. Nijakotlu Bivonezay, a top sculptor, was born in Athenstoft, as was Hernipol Mifir and Kawnorasas Qicakoz, two prestigious painters. Top students from every corner of the country journey to this city to master their craft.

Wilkommen zu Cotswalds-Buurg! My name is Henrik Lamens and I will serve as your guide to my beautiful city for this bid for Rushmori Cultural Capital.

General Information
Cotswalds-Buurg is a buzzing metropolitan city, but it is not one dominated by sky scrapers and controlled by suits. It is a city of many ages, many interests that is keen to preserve it's history. Rarely are new tall buildings erected, but instead old buildings are attempted to be restored so that the works of old are not lost to modern glass and stone monstrosities! The city is divided up into 11 regions, with the Kapitel region, where the seat of government is, being at the heart of it all.

The people are kind if quiet by day. They welcome many in with open arms, but will keep certain things reserved but befriend a Waaldish person, you have a friend for life. It is during the night (and sporting events) that the excitement comes out, where they will talk openly (and quite directly) with any who interact with them.

Arts
How could a city be of such massive importance without it's share of of the arts? Directly to the east of the Kapitel Reigon is the Sint-Maartin Region, a place where many great Waaldish perfomers and artists got their start. In this area is the NaationaleKunstGallarie, the art museum of priceless works to the Waaldish History. However Cotswalds-Buurg is not all about the old, the NeuHaus is the leading modern art gallery in Greater Cotswalds with a steadily growing collection that is reaching out to the world to fill!

Musically, independent rock is the name of the game in Sint-Maartin, many old Opera Houses now turned concert venues. Classical music is more typically found around the Kapitel Region.

Dining
The Waaldish people love their food and drink and Cotswalds-Buurg is certainly no different. A trip south of the Kapitel region into Lambec Region and Zee Region contains many fine restaurants and micro breweries. While wine is gaining popularity, it is primarily used in cooking. Beer is a liquid of drinking and great care is made in it's selection and service.

It is not all to be found in the expensive eateries though, visit any clubs or concerts and afterwards you can always find a lovely kebab to soothe that late night eating need.

Sports
Sports is certainly important in the nation's capital. RSK Kapitel has been a leading Football Club in the domestic football league, frequently battling with FK Buurg, their smaller cross town rival. This rivalry is not just in football, but in ice hockey, however the Buurg Metropolitans tend to come out the victors more time than not against the Cotswalds Kapitels.

In the north of the city is Josef-Park, the home of a semi permanent circuit that is the opening race for the Rushmori Grand Prix and host to the Kapitel 12 Hour Endurance Race. The circuit also plays host to a special stage of the Kapitel Rally, which takes place on the streets of the city.

Welcome to Swift, Abcdefghijklmnopqrstuk, a city known for its exquisite cuisine, its sports, as well as the arts.

Cuisine
The city is home to many of the top culinary schools in Abcdefghijklmnopqrstuk, including the state-run Abdian Culinary Arts Institute, regarded as the best culinary school in ABK. The ACAI runs its own restaurant, which has been rated 5-stars for the last decade running.

The city is also home to many street cafes, which serve breakfast to many commuters, as well as dinner for those who enjoy nightlife. The food is not the best quality, but is well worth it for the atmosphere.

Upper Swift, the northern part of Swift, is known for delis that serve fresh pork, ham, and cheeses to families in that neighborhood. Complemented by open-air markets, the food their is fresher than any other part of Swift.

Swift is a true melting pot of different culinary styles.

Arts
The arts district is home to many galleries and studios of artists famous in ABK, but not yet known to the outside world. The Swift Art Gala is not as big as the Art Festival in Giga, however, it is visited by many Abdian artists.

The music scene is new, but growing quickly. The most popular music artists are not from ABK, but from Natatnat Island. The Abdians prefer playing indie rock that is heavy on drums, as well as Abdipunk, which is a form of punk rock that was originated in the clubs of Swift.

Nightclubs are springing up all over the city, playing music from indie to abdipunk to pop. They usually stay open to around 4 AM. A few nightclubs specialize in mixpunk, which is a type of music that mixes hip-hop beats with punk vocals. Hip-hop also has a small following in Upper Swift.

Swift is home to the Swift Film Festival, which plays host to indie films from all over ABK. They also play shorts. They steadfastly refuse to play commercial films. The festival is held in the arts district.

Sports
The city is easily the sports capital of ABK, containing 6 First-Division teams, Transport Swift, in the Airport District, Market FC, in the Business District, Swift Kings, Swift FC, Swift City, and Upper Swift, in the Upper Swift area. Swift also has multiple basketball teams in the ABL, and a team in the MLL. Swift is the birthplace of lockey, the national sport of Abcdefghijklmnopqrstuk and home to the Potente Swift Memorial Trophy, the Abdian domestic open-car race.

Greetings from Mascona, Mangolana. The hub to all that which is the great country of Mangolana. The city of Mascona using this brochure, will be bidding to be the Rushmori Capital of Culture.

General Information
Mascona is the central city of Mangolana, known mostly for its great history in the sports world, along with the vast number of buissnesses that call this city, it's home. Mascona is all known for it's vast amount of economic equality, more so than any other city in Mangolana. The city which works all day everyday, become a party town by night, with most of it's residents having there own key hanger at the night clubs. The taxi buissness, which is utilized more than personal transportation, is the biggest industry in Mascona.
The people of Mascona come from everywhere, and have all different faiths and beliefs will quickly befriend you, and help you with any if not all of your needs.

Arts
Mascona is all known for it's great strives in the arts, with the annual open art tournament taking place every year in the beautiful Redono Park. Also the great univerity of Mascona is located inside of the city, with the university mostly known for its creation of great artists.

Musicians are also known for in Mascona with many of Mangolana's greatest bands originating in the garages of this city, with tours even being offered at these homes where engaving from the band can be found, and appearences by band mates themselves often occur on these tours.

Sports
As said before, Mascona is thought of as the Sports capital of the Country. Home to the Mascona memorial stadium, which holdes over 200,000, displays some of the greatest soccer matches in all of Mangolana. The Mascona memorial stadium is home to Mascona FC of the Mangolana premier league, and has been used more than any other stadium for National team play.

The city, which is also home to beach soccer field, which was excluded from the past Beach Cup due to poor management, also includes an athletic center which is used for Mangolana Olympic qualifiers in gymnastics, swimming, and track &field events. Mascona is also home to the Mascona de Road track which will be used for the upcoming Mangolana GP during the Motorcycle grand prix season

The larger of the two islands in the Cynoceph Strait, La Maddelena has slowly evolved into a melting pot of local cultures due to its location. The city emerged from a small town that harboured ships during stormy conditions in the Strait, and has grown into a modern city but retains its old world charm. The island was a key strategic position and was fought over by the north and south; the conclusion of the Cynoceph Wars in 1951 resulted in the subjugation of Northern Cynocephali by the government of Southern Cynocephali. The peace was originally enforced by naval personnel based in La Maddelena, which saw the infrastructure improve and the city expand.

Cultural influences from Northern Cynocephali and local sea gypsy tribes (Na Thale Yipsi) who originally settled on nearby Namtock Island, have blended with the dominant Southern Cynocephalian culture over the past century. The result is a unique cultural crossroads, where the different cultures of Cynocephalians are brought together. The stunning island of La Maddelena has been shaped by these various influences over time to produce a local flavour which accentuates and compliments the competing cultures.

Local sea gypsy settlements around the island possess a distinctly quaint charm, and life in many of these parts continues in the traditional manner (with some modern luxuries of course!). The bohemian lifestyle and relaxed attitude of the city draws artists and musicians from across the nation.

The government of Southern Cynocephali, combined with the Governor of La Maddelena, is proud to submit the following information pertaining to the bid for the Rushmori Capital of Culture. The bid includes a planned schedule of events which are designed to highlight the local culture and will take place (if the bid is successful) at established sites across the city, which are attractions in their own right. We hope, if successful, to draw visitors from across Rushmore to experience the unique culture of La Maddelena.

Events and Attractions

Watʹhnthrrm Museum

This museum showcases local artworks and historical artifacts, with an emphasis on Na Thale Yipsi culture and history. On display are items such as pottery, traditional weaponry, clothing and implements of Na Thale Yipsi life. The foyer features a restored sea-gypsy vessel from c.1820, and a headpiece worn by the chief of the Namtock Na Thale Yipsi (Chief Watʹhnthrrm) who was present as a mediator at the signing of the Namtock Treaty in 1855.

Watʹhnthrrm Museum - Cynoceph Wars Exhibition
The museum also boasts a fine collection of items from across the Cynoceph Wars. On display include uniforms and items from across the century long conflict set in a newly completed wing of the museum. The exhibition has a distinct focus towards the history of the conflict at it applied to La Maddelena, the centrepiece of which is the crumbling nineteenth century military tower located on the museum grounds.

Ṣilpa Yeazima Conservatorium of Music (SYCoM)

The Silpa Yeazima Conservatorium of Music is named after the eminent local composer, Silpa Yeazima. SYCoM draws artists from all backgrounds across the nation, who are drawn to the wide curriculum offered. Classical music, blended with traditional influences, has become the signature of the institution, and has been accredited with the popularisation of Na Thale Yipsi music across the nation. The blended style, often referred to as Maddelenan, invokes a sense of beauty and nature as the resounding depth of the classical style is complimented by the native instruments such as the krajati (plucked, fretted lute) and the matro (bowed string instrument).

The tenure as capital of culture would coincide with the fifty year anniversary of the composer's death, and SYCoM has planned a series of exhibitions designed to celebrate the life of Silpa Yeazima. Yeazima's famous compositions from the last years of the Cynoceph Wars, and those based around the struggles of the local Na Thale Yipsi people will be performed by students from the Conservatorium.

Flux @ La Maddelena Contemporary Arts Museum (LaMCAM)

LaMCAM boasts a wide collection of contemporary artworks from across the nation, exhibiting a range of items such as paintings, sculptures and fashion. In this organised event, Flux, participants in the creative process each react to the artwork preceding their own. Artists of all specialties will be invited to take part in a collective creation, a true work in progress that undergoes successive transformations.

Artists will invent a shared creative space, where meaning flows from one person to the next as part of a reciprocal game between friends and new acquaintances. This process will be enriched by the different backgrounds of the artists who will come from all areas of Southern Cynocephali.

Ville d'Art @ La Maddelena Contemporary Arts Museum (LaMCAM) & Surrounds

Ville d'Art is an event for lovers of contemporary art, music and urban sport, as well as those curious about discovering urban cultures. The event will examined the productive interactions between musical, artistic and sporting practices where artists from all backgrounds will celebrate the constantly evolving cultures breaking new artistic ground. Artists will be able to give free reign to their creativity, expressing themselves across the museum, internal and external roads, and the roofs and terraces of the area around the museum. Planned events include regular rooftop soccer displays, as well as street basketball matches which will spring up around prepared intersections across the city in a flash-mob style. Events also include a large exhibition in the museum building, street performers, film screenings and urban sports events at a specially constructed skate park, plus radio shows, conferences and culinary events.

Voix Haute @ Various (based at La Maddelena Library)

Voix Haute is about bringing texts to life through voice, giving centre stage to words, rhythms and emotions. Texts take on a whole new dimension when they are read aloud. Organised by La Maddelena Library, readings will take place throughout the term, with talented Cynocephalian authors and actors invited to perform texts in exceptional locations around the island.

Vagabondages @ Various

This event will see authors and choreographers staging productions across La Maddelena. It will feature original pieces produced with help from local residents. These productions will build on narratives, personal experiences and meetings with local residents. Everyone will get a chance to tell their personal story. As part of this initiative, the local Gitan Troupe will perform a new production entitled 'le malheur de la bohémienne'.

Liquide @ LaM-Art-Sci

Water is many things: it makes history, it divides regions, it brings countries together, it sustains life and possesses the power to destroy. Upstream and downstream, the flows continually define us.

Liquide is firstly a digital art exhibition, showcasing contemporary digital artists. Visitors will take part in a unique sensory experience combining art and new technologies. Artwork will feature water in all its forms. This includes screens made of mist, fountain/hose choreography, digital storms in clouds of vapour, and sculptures made of water droplets.

Secondly, Liquide will use different approaches to water as part of a scientific and cultural project. By combining art and science, it will contribute to new initiatives, particularly relevant in today’s changing world and advances in scientific research. La Maddelena's art and science centre (LaM-Art-Sci), located next to LaMCAM, will be central to this initiative. LaM-Art-Sci focuses on expressing science through art, and works are heavily based around the local marine culture.

Acoustique @ Various

The climate on La Maddelena provides the perfect environment for outdoor concerts. This also provides the perfect opportunity to discover art in unexpected locations. During the tenure as Capital of Culture, La Maddelena will host evening concerts across the island. The series of concerts will feature music inspired by water and the local environment.

Apart from these planned events and exhibitions, La Maddelena has a strong nightlife, with many small establishments providing live music to accompany late night meals and drinks. Despite there being something on nearly every night, the casual and relaxed atmosphere of the island lends itself to a more subdued evening experience and nightclubs are almost non-existant (although 'Glitzy' in the Marina area has recently opened to fill the niche). Water pipes are a common sight at many bars across the island, and the sight of a few locals enjoying a drink and a communal smoke is a frequent one.

Sports

La Maddelena possesses a young, vibrant and outdoors oriented population, who are active across a number of sports. The island city is home to their own association football team in the SCCPL, although suffer from a lack of funding compared to the stronger clubs on the main island. Visitors are welcome to attend a match at the local stadium, Pehtgnurk Stadium. Named after the Na Thale Yipsi name for the island, the stadium is capable of holding 18,500 people.

Popular sports such as urban soccer and basketball occur across La Maddelena, mainly in an unorganised fashion although some organised events will take place as part of the Ville d'Art exhibition. Cricket, played primarily by Southern Cynocephalians is also on offer although there is only one cricket oval on the island; the sport is mainly played socially at gatherings of family and friends.

La Maddelena is also home to La Maddelena Circuit which will host an upcoming Motorcycle Grand Prix.

If our bid is successful for the Capital of Culture, displays of traditional canoe races and canoe fighting will also take place within Pehtgnurk Stadium. The unique design of the stadium allows it to be flooded to a depth of 10 feet to allow the races to take place (reducing capacity to 15,850), affording spectators with a unique view of the Na Thale Yipsi culture.

Mwy Yipsi, the local fighting style, commonly referred to as Gypsy Boxing, will also take place in demonstrations across La Maddelena. Under significant local scrutiny recently, this brutal traditional fighting technique involves no protection for either fighter, with rope bindings on the fighters hands causing significant damage. Definitely not a spectator sport for the timid, fatalities in the ring are nowadays rare but not unheard of. Rope bindings will not be used during official displays, and contact with the head will be discouraged. Intrepid explorers may be able to hunt down a more 'traditional' display around the island if they so desire.

Food and Drink
La Maddelena has a rich culture of food, heavily inspired by the local seafood and Na Thale Yipsi influences. Street food is the best way to sample a wide variety of dishes from the nation, and government regulations ensure the highest standards of cleanliness. Purchasing street food can be a bit daunting for foreigners, so just look for somewhere popular and it is bound to be good! Local specialties include; crevettes salade de haricots (shrimp salad), woodfruit crêpes, soupe au coup-fort (local steak soup), and salade ver de pin (a salad topped with local pine worms).

Fine dining opportunities are limited to the Marina area of the city, however several chefs from Indica and Lilter have recently opened their establishments around the Marina, which now boasts such restaurants as Sascade, Ramal, and TucK.

Tap water in La Maddelena is perfectly safe, since governmental water standards were enforced several decades ago. The last recorded death from the local water was in 1991, although first time visitors do occasionally experience mild nausea for the first few days from the different bacteria present in the local water. This can easily be avoided by purchasing bottled water which is cheap and plentiful - a 1L bottle will cost around 0.50B in most areas.

Beer and wines from across Southern Cynocephali are widely available in La Maddelena, including wines from the award winning Asycult and Cluwes wineries in the Cynopine Valley. The local rum, MadRum, (often referred to as whisky) is distilled from sugarcane, its potency combined with a low price has been the downfall of many a foreigner. The taste is an experience in itself, however it is forbidden to export the alcohol in any quantity from the island without governmental approval.

Transport
Getting There and Away:

La Maddelena airport is conveniently located only 25 minutes from the city centre, although visitors will need to connect through either Leben (Northern Cynocephali), or Indica (Southern Cynocephali). Flights leave frequently and will be increased to cope with expected demand. Buses organised by the airport authority provide regular connections to the city centre, and boats from the attached marina connect to all parts of the island. A slow boat (4 hrs) is also available daily from Leben.

Around La Maddelena:

The lack of public transport options are negated by a well run private transport service which is cheap and efficient. Utility vehicles with covered trays ply the city streets providing transport to all areas of the island. Colour coded for ease, blue vehicles ply set routes in a similar manner to a conventional bus, and orange vehicles (whilst slightly more expensive) will take passengers to their desired destination. Note that the orange vehicles tend to wait for a full load before leaving, although can be enticed to leave immediately by paying a premium to hire the whole vehicle. Fares begin at 0.75B for short routes, and can rise to 8.00B to 10.00B for a solo hire across the island.

The many inlets and bays around the island allow for travel by water as well as land. Boats are available for hire at many of the bays around the island and can provide a nice alternative to a crowded utility. Boats are privately operated, and standards of vessel to vary greatly, so check out the vessel before boarding! Similar to the land transport, colour coded boats cover different routes and areas of the island.

Capital of Culture: Scott City, Darmen

The Capital of Darmen, Scott City is the center of Darmen, both literally and figuratively, and has been the most important city in Darmen for centuries.

In preparation for Scott City’s Capital of Culture bid, the Government of Darmen, and of Scott City, have pumped millions of Dollars into beautifying, and enlarging the city. Scott City looks nothing like it used too, and returning visitors should be prepared to get lost.

General Information-

Sports-Scott City is the center of Professional Sports in Darmen. Not only does Scott City have teams in every single major sporting league, but the amateur sports scene is also large. Scott City hosted the final of the 6th Champions Hockey League. The four biggest sports in Scott City are Soccer, Baseball, American Football, and Ice Hockey.

Music-The Bars always have live music performances at night, and Concert Halls are regularly packed when big name bands come on tour. Most performers in Scott City prefer the Classic Rock genre, although Reggae and Latino music are also well liked and performed.

People-You’ll never find nicer people in Darmen. Rush hour in Scott City isn’t bad at all, as drivers are always courteous and let others pass. When ever visitors get lost, natives will kindly help them out by pointing them in the right direction. And the crime rate. Let’s just say that the police officers spend more time eating doughnuts than chasing criminals.

Food-Scott City is known for it’s cuisine. Not only is it known for it’s famous pizza’s, but it’s also known for Darmen’s National Dish, Bougarschnut. With a warm crispy breading on the outside, and several different meats and cheeses on the inside, Bougarschnut is loved by all, except the vegetarians of course.

Films-Scott City is the movie capital of Darmen. At least 14 film companies call Scott City home, and over 400movies are filmed in Scott City every year. Scott City hosts several film festivals every year, including the Lyons Film Festival, the premier festival for films in Darmen.

History-The History of Scott City is long and colorful. Of course, it's so long that we can't possibly write it all. Originally founded by Irish immigrants to Darmen, Scott City quickly became a boom town, with thousands of people flocking to the city to work in the gold mines. Scott City became Darmen’s capital in 1747, after it was deemed that Darmen City was no longer big enough, or central enough, to be the capital. Recently, Scott City was in the spotlight for being the target of Anti-Government rebels in the Darmeni Civil War. A large portion of the city was destroyed, but with major funding from the Government, brand new beautiful apartment buildings, hospitals, and schools have been erected in the place of ruble.

Attractions-Some of the major attractions in Scott City include the Duke’s Palace, a large Mansion that is made up of over 134 rooms, the Prime Minister’s Mansion, built in 1749, and the Parliament Building, built in 1834. Other attractions include the Darmen International Transportation Center, a large complex dedicated to transportation, the Lyons Monument, a large statue of Duke Francisco Lyons the First, and the Darmeni Civil War Monument, a 700ft. tall obelisk.

Yearly Events-Yearly events include the Scott City Marathon, the Scott City Shakespeare Festival, the Scott City Poetry Championships, and the Darmeni National Spelling Bee.

Transportation-Scott City is home to the Darmen International Transportation Center, one of the worlds largest multi-purpose transportation center. It includes an airport, harbor, spaceport, heliport, train depot, and an extensive subway system. It is estimated that when the DITC is completed, over 40 million people from all different countries will pass through the Center daily.

As the capital of Polar Islandstates, Franz Josef City is proud to present its bid to become the Rushmori Capital of Culture, to follow on from the excellent work done by La Maddelena of Southern Cynocephali. With a population that is passionate both about their city, known to locals affectionately as 'Old Joe', and also about every little speck of culture that comes with it, the bidding committee are sure that their bid, as presented here, will be a strong and well supported one.

History and Geography
The city we know as Franz Josef City today has been on the same spot for many centuries, albeit not under the same name. Lying on both sides of the Elfsteijn Channel in the Franz Josef Archipelago, the city itself was founded initially as Kuznetsov, a sheltered base for fisherman who used to fish the fertile waters around the many islands. The two islands of Gudjon in the north and Poestre in the south are mountainous outcrops of rock, and the city is spread along the flat land that borders the Elfsteijn Channel, where a deep cut of seawater separates the two islands. Over time, the village grew thanks to its sheltered location, and so when the Republic of Franz Josef was founded in the 1800s, Kuznetsov was the obvious choice to become the administrative capital.

The town of Kuznetsov was renamed Franz Josef City shortly after the formation of the republic, and the tightly packed factories on both sides of the channel were instrumental in creating enough ammunition during the war between the Republic of Franz Josef and Svalbard. Relations with Svalbard were to cool later on with the election of Sir Wilhelm of Franz Josef to the post of Chancellor, who ruled with a peaceful nature and first mooted the creation of the modern-day federation. On his family crest, Sir WIlhelm carried the Arctic Tern, and it is this tern that you can still see today on the crest that was adopted by the city, on the flag of the modern day state, and in insignia all over the federation.

Come the formation of the Federation of Polar Islandstates, Franz Josef City was one of only a few cities viable for the title. In the centre of the nation, and with the highest population, it was and is a central base of population for the nation, ad with extensive transport links already set up, it came as no surprise to see Franz Josef City become the capital of the federation.

Nowadays, Franz Josef City is a bustling metropolis of about 500,000 people that leads the way for the federation internationally. Still sitting firmly astride the Elfsteijn Channel, the gap is bridged by the internationally recognisable landmark of the Efraim Bridge, as well as subverted by many subway and tramway tunnels. The two halves of the city lie more or less to the north-east and to the south-west, usually referred to as East Franz and South Franz, and each contain a great many distinctive and exciting ditricts, like Docklands and Rendahl in East Franz, and Bergen and Drulsen in South Franz. Culturally, even amongst the strong sense of Polarian identity felt by the rest of the populous, this makes Franzians an immensely proud set of people, high on civic pride and always flying the flag for their district.

Naturally, it is cold for all the year, though thanks to warm sea currents drifting down from the volcanically active areas of Aleutia that dissipate in the complicated channels of Franz Josef State, the city itself is kept warmer than it should be, temperatures during the dark months of year averaging between -13°C and -23°C over the course of a day. In the permanent daylight of summer, temperatures do rise above freezing point to a maximum of about 4°C before sinking at twilights to about -7°C, but for the most part the city is cold, receiving roughly 25mm of precipitation each month on average.

Cultural Sights
Franz Josef City is blessed with a high number of cultural hotspots that any visitor could happily immerse themselves in for weeks. First and foremost on list must come the Kulturhaus. Commisioned ten years ago as a new art gallery for the channel-side, the Kulturhaus quickly grew in size and ambition, until the final approved plans featured a theatre, two cinema screens, a concert/opera hall, and a subterranean art gallery. Visitors can truly get lost in its vaulted halls, and it is a hub for new exhibitions by resident artists or concerts by the Franz Josef Symphonia. Its design is iconic, and displays the clean cut simple design that the city and the nation as a whole is so famous for.

Outside the channelside, there are also a clutch of museum dotted around the Efraim Bridge south Terminus, with the Franz Josef Museum of Site and Anthropology displaying permanent exhibits detailing the history of Franz Josef and it's early settlement days as Kuznetsov. A little further out is the Aalto Museum of Architecture and Design, which features several themed lecture series throughout the year on a host of topics to complement its collection of design artefacts, with lecturers coming from all over Rushmore to talk. Amongst its collection is also access to one of the first caves to be used by settlers in early Kuznetsov. And, though the city isn't the hub for the written that Jan Mayen is, Franz Josef Central Library still hosts the biggest collection of books in the nation, along with many rare exhibits.

Food in Franz Josef City is typically based around the meats of deer and seafood, the two being the most easily farmed in the area. Franzians tend to enjoy their vegetables raw as well, and aside from potatoes and peas, you will most likely be seeing salads accompany most meals. Famous in Franz Josef City are Akburkhs, little meatballs made from deer meat, fried in oil then served with a tomato sauce and fried potato slices, often followed by Haalms, a type of vanilla infused pastry that every family has a different recipe for. Haalms are also a popular accompaniment for a nice hot cup of coffee, something for which Franz Josef has recently become known for. The local alcoholic drink of choice is Grogg, available in any self-respecting bar or public house. It is a strong ale with a dark and hoppy finish, and you will almost certainly find some thrust upon yourself by an enthusiastic local if you visit the city.

Music
Franzians are huge music fans, and their live scene comprises of venues from the large end of the spectrum - EnzhilDome, Drulsen Theatre, all the way down to the smaller bar venues so popular with students, such as the famous Mount Olympus Bar, and The Crossroads. The music of choice for the city is hard to define, but Franzian music fans tend to appreciate the intense, or the technically superior. So local bands such as Pop Art and Yeah Sapphire have become incredibly successful thanks to their complex narrative lyrics, full of passion and uplifting melodies, and other bands such as the internationally famous The Flow! Team and Walrus have become popular for reason such as their intensely energetic on-stage performances and their complex, layered, musical guitar work.

All four of these bands frequently take part in Interchange Festival, a two week celebration of the music scene in Franz Josef, featuring gigs at the nearest venue to each and every interchange station on the Rötmetramsit System (see below). This is a big undertaking, and whilst some venues are busier than others, the whole city is alive with people all the city going to see cut price music events, and the streets swarm with buskers and bands mingling with their fans. Many a band has risen to fame on the streets of the Interchange Festival, and many up and coming bands are given specified spots to play on the walkways of the Rötmetramsit itself. Yeah Sapphire were granted this privilege at the station they take their name from, Sapphire, four years ago, and they haven't looked back since.

Sport
Franz Josef City is a city whose people are extremely passionate about their sport. Not only do the state teams for rugby league, rugby union, ice hockey, and lacrosse all play their state championship games in the city, but it also plays host to a great many amateur or Corinthian style clubs that take part in cross-city leagues. It is the centre for almost all Olympic-level sports as well, with a stage of the Midnattsolen Cylcletur planned to go right through the city and over the Efraim Bridge.

Franz Josef City is perhaps best known for its footballing heritage however, and boast three impressive stadia. The Nasjonale Stadion is the stadium in which the national Polar Islandstates football teams play all their home games, and is based towards the centre of the city. Polarian designed, it is famous for the Ostkurven - a magnificent wall of the most passionate Twitchers, who turn the Nasjonale into a phenomenally intimidating cauldron of noise for the opposition.

Franz Josef City is also blessed with two of the strongest football clubs in the federation in the form of fierce rivals SK Franz Josef City and East Franz Athletic. SK, who play at the Landstadt Stadium, are the current holders of the Divisjon One title, and the most successful league club in the history of the FPIFA, as well as the place where national talisman Timo Skye started his career. East Franz Athletic boast club icon Henning Blonqvist as their captain, and play at the Rendahl, an iconic stadium with four spires that light up to commemorate the first match East Franz ever played. Towards the end of the match, light was failing, and so the corner flags were lit up to signal the edges of play. East Franz went onto win the match, and the fire has been commemorated ever since. Both stadia have their own stops on the Rötmetramsit system, and a trip to see either SK or East Franz should be amongst the list of things a visitor should do in FJC. Alternatively, if lower league football is more your style, the city also boasts SK Nasjonale Hauker, Franz Josef Sharks, and Franz Josef Young Boys.

The Landstadt, and the Rendahl

Transport and Commerce
It will come as little surprise to many, given its location, that Franz Josef City is one of the main hubs for the nation in terms of logistics and icebreaking. Sokhorosk Linii, though not based in the city, uses the extensive docks on the east side of the Channel as one of its main hubs for shipping, shipping that would not be able to get anywhere during the winter were it not for the federation's extensive fleet of icebreaking vehicles. Of the four hubs, Franz Josef City's icebreaking ships serve the eastern passages of the federation, up to Aleutia and back, and a culture of 'icebreaking families' has grown up in the areas around the docks on the east side of the city, with many sons and daughters following their parents into the profession, whose parents before them were also in the employment of the icebreakers. Naval service was abandoned as a national service requirement once the federation was formed, but naval traditions still hold strong in the city.

The Merlin Docks occasionally see a cruise ship pulled up alongside them during the summer months, as many visitors come in from overseas to use Franz Josef City as their base for a popular cruise around the archipelago to see the stunning scenery carved out of rock and ice. Additionally, the main Polair hub is situated at Franz Josef International Airport, to the west of the southside.

The main transport focus of the city however, is the Rötmetramsit System. Famous the world over for its extensive network of tramlinks, the Rötmetramsit is the way most Franzians choose to get around the city. Initially funded by an unpopular congestion charge in the centre of the city, the updating of the city's old tram system saw it get a hugely extensive modernisation. New rolling stock, bigger tunnels under the Elfstijn that could support more traffic, more stations, and faster service were all provided, and the congestion charge has had to be dropped, as a lack of traffic casused by the effectiveness of the Rötmetramsit means it is no longer viable. Only freight and deliveries use the roads in Franz Josef City centre these days, a testament to the effectiveness of the Rötmetramsit System. The Rötmetramsit map is almost as famous as the system itself, and many souvenirs of the city will feature its instantly recognisable coloured stripes.

Stretching right from the residential suburbs to the centres of commerce and tourism in the centre, the distincitve and beloved bright red trams weave their way from high level routes over traffic, to tunnels that sweep under the Elfsteijn, and around the centre of the city in tunnels, looping over and around each other at interchanges where hundreds of thousands of passengers change levels each and every day. As mentioned above, the Interchange Festival makes extensive use of the network, one amateur football league is even exclusively for teams based around each station on the Envelope line, and a Franz Josef City without the Rötmetramsit is simply unimaginable. The two go hand in hand, and the system is the envy of many cities throughout Rushmore. Local bus services are also available, and in many suburban areas, the bus service is actually run by a tram, rolling stock saved from the modernisation of the Rötmetramsit.

The HAKK furniture company, famous for its distinctive blue and yellow logo and flat-pack self-assembly furniture, is based in Franz Josef City, and the company based in Drulsen is one of the city's great success stories. Another being the Huytspurr Koffeehaus chain that is currently spreading through the federation like wildfire. The federation's central stock exchange is also based in Franz Josef City, with many financial companies making it their home as well.

The city of La Maddelena happily relinquishes the title of RushmorI Capital of Culture to Franz Josef City. The Governor of La Maddelena, Ms. Marie Emdelle, has the utmost faith that Franz Josef City will continue the proud tradition being established by Rushmori Capitals of Culture and would be honoured to attend the ceremony at the Kulturhaus.
