In Purpelia, the only ones allowed to own or carry firearms are members of the army or police force. The only exception to this rule are hunters who are allowed to carry fire arms but only in designated hunting grounds. And even they are not allowed to own their weapons and instead rent them out from the hunting ground supply center.

For those in violation of these laws, the punishment is swift and terrible.
  1. Illegal ownership of a firearm is considered a capital offense and carries with it a sentence of between 10 and 20 years imprisonment.
  2. If a person is arrested on any crime and later found in ownership of a firearm, even if that gun was not in his or her possession at the time of the arrest he automatically gets convicted of armed resistance to arrest. This is a crime that carries with it 5 years of imprisonment or a 50% bonus to your final conviction in terms of any other crimes you are on trial for at the time, what ever makes more. Furthermore another part of punishment for the crime of armed resistance to arrest is that the judge must assign the maximum available sentence for it and any other crime regardless of other circumstances.

    It should be noted that in Purpelia, you are not tried separately for each crime you did but instead it is all bunched up in a single large trial with several different charges at once. And as such, 1 and 2 combine to ensure that anyone owning a gun and caught with it receives a minimum of 30 years in imprisonment.
  3. In addition to the above, any crime committed while in ownership of a firearm, even if said firearm is not on your person receives a 50% extension to the punishment and is labeled as a crime with firearm.


Let's explain this through a hypothetical situation.
Imagine a boy named Jimmy.
Jimmy is 14 years old, but that does not mater as Purpelian law treats all citizens as equal. Jimmy is a typical lad with no criminal record or anything. However, unknown to his parents Jimmy has a dark secret. In his house, under his bed is hidden a gun.

One day while coming back from school Jimmy looks at the window of a corner store and sees a candy bar. However, he has no money to pay for it having spent his last money on crack cocaine (completely legal). And in his foolishness and state of high he decides to steal it. Naturally, he is no match for the brave and loyal members of the police force who capture him swiftly and raid his house for contraband and evidence afterward. And there under his bed they find that crime against Purpelia, the hidden gun.

Now, had it not been for that gun Jimmy would have gotten of easy. He is young, has no previous record and just made a honest mistake. As such, the worst punishment he could expect is 6 months of compulsory weekly seminars on why stealing is bad and some community service.
However, becouse he owns a gun his punishment will look like this:

  • Stealing - Maximum Punishment due to #2 - 10 years imprisonment
  • Illegal ownership of a firearm - Maximum Punishment due to #2 - 20 years imprisonment
  • Armed Resistance to Arrest - 50% bonus to all other punishments
  • Crime Committed While in Ownership of a Firearm - 50% bonus to all other punishments

Total:
10 + 20 = 30
30 + (50% + 50%) = 60

Suffice to say, little Jimmy won't be so little no more when he finally gets out of prison at the age of 74.


While harsh and devastating these laws have ensured that there is absolutely no civilian gun ownership in our glorious nation. After all, the risks for the would be criminal are way to high. And the gain minimal compared to what you can get with alternative weapons.

Firearms are mostly unrestricted, sans required taxes and such of any other good, as well required licences to use heavier ordnance (things like mortars and handheld rockets, which are obviously expensive and only for the most daring of collectors (or stockpilers). Military issue rifles and their ammunition is subsidised by the government, and civilians are widely encouraged to take firearms safety courses which are usually taught in secondary school, or during militia training. In the rare event that a Gallan joins the military who hasn't handled a firearm, safety is taught there as well (much to the chagrin of the mostly experienced recruits), and post-secondary schooling requires an officership in the professional military.

The Republic has no right whatsoever to regulate the sale of guns; you could, for example, buy an assault rifle from your local supermarket (usually located somewhere in the back of the store). Heavier things, such as rocket launchers or tanks, aren't sold freely in the markets; you would have to put in a special order with one of the many Arms Manufacturing companies, who would make it for you for a large sum of money. It is highly encouraged to own a weapon of some kind; most own a cheap assault rifle.

Guns are not allowed to be possessed by citizens in the UER, except for air rifles for farmers in the countryside. Citizens who require handguns for a purpose are screened carefully by the Government to ensure that they will not put others at risk. There is no "right to bear arms" in the UER, and we pride ourselves on having one of the lowest gun crime rates in the world. Only around 0.003% of the population own some sort of gun.

There are no national laws on guns, aside from denying access to them for criminals. The prefectures and local governments do have the power to regulate weapons, but almost none of them have much more than registration laws and laws to keep them out of the hands of the criminals and the insane.

The citizens of the Federal Republic of Calimera aren't allowed to have guns etc.
Only, when they are a policeman, and they are surving in the army. But you can only take them at home if you are mental 'OK'.

We have strict gun laws that restricts only the military and police force to gun use. Citizens can own guns but the process of obtaining a license is long winded, bureaucratic and difficult by design to try and avoid gun ownership. Private security firms can use firearms as long as they have a valid license registered with the G.O.R.B (Gun Ownership Registration Board).

All men must own, be trained in, and keep up a self-defence wepon, usually a pistol, and are allowed to privatly own with no licence anything up to a .22 Rimfire. However, anything more lethal then that must be licenced, and anything that shots more lead then a semi-automatic heavy pistol can only be legally owned by armed forces and/or law enforcement

[1.1]Subjects may own a firearm from the age of 17 regardless of gender; proper licensing and registration for the firearm(s) must be taken care of.

[1.5]Tastifanians may not own, carry, or operate weapons and can not be registered to obtain a weapon.

[2.2]Subjects must carry their license and weapon registration in addition to their weapon.

[3.1]Not complying with these laws will result in an LC class imprisonment for most cases and upon registering a weapon and obtaining a license; subjects must agree to this.

[3.2]After a Subject has been imprisoned in a LC class prison subejects have lost the right to carry, own, operate, and purchase a weapon weather it is lethal or non lethal.

[3.3]Any Tastifanian that does not comply with this will be subject to execution by means of a firing squad.

Now, the long answer.

Despite being an infamously right wing nation, it may surprise you that there actually isn't any constitutional guarentee to Keep and Bear Arms. In TurtleShroom, that was never needed when the nation was founded in the 1790s. TurtleShroom's Founding Fathers were able to so charismatically unite the populace that the idea just didn't arise.

However, we still have the Right to Keep and Bear Arms. It's just statutory, written by the TurtleShroomer Congress in the 1950s.

    1) Convicted felons shall be forbidden from keeping and bearing arms.
    2) The "No Felon Let In Act" hereby extends Clause One to make felons incapable of ever regaining the right to keep and bear arms, nor the right
        to vote.

§4 The government of TurtleShroom shall be given the power to outlaw certain types of arms if they can not discriminate and excercise discretion on their targets.
    1) Automated weapons and weapons that CAN excercise discretion under a trained user may be permitted amongst those that can prove they are
        capable of wielding this weapon. TurtleShroom shall be permitted, therefore, to require compulsary training and licensing to keep and bear
        certain arms that could not be used with discrimination unless training exists.

§5[Strike] To maintain a list of lawful gun owners,[/Strike] TurtleShroom shall have the authority to issue concealed carry permits and other licenses and permits it so deems neccesary to [Strike]logknow who and who can not be permitted to Keep and Bear Arms[/Strike] administer this law in accordance with the rest of the sections and Paragraphs.
   1) This section may not conflict with Section Three of this article.
   2) This may not be construed to remove arms from law-abiding TurtleShroomers.
   3) The "More Arms Act of 1972" hereby amends this section to strike certain sentences and add new phrases in its place, as indicated in the new
       loggings of Section Five.

§6 This Act may not be construed to permit the ownership of all bombs, landmines, biological weapons, and weapons of mass destruction[Strike], should TurtleShroom ever develop them[/Strike].
   1) "Bomb" is defined as a weapon that violently explodes and shatters, injuring all nearby items and creatures.
   2) "Landmine" is defined as a bomb which is buried.
   3) The "Nuclear and WMD Authorization and Stockpiling Act of 2008" hereby strikes a portion of this Section as indicated in the new loggings of
       Section Six.
 
§7 The private sector shall be permitted to outlaw guns on their property by purchasing and visibly displaying a 'Gun Free Zone' sign at the entrance to the grounds.
     1) Police may enforce Gun Free Zones and the conviction for carryng guns on these areas shall not result in a deprevation of arms, but rather a
         misdemeanor fine or prison sentence not exceeding Ten Thousand Skillets and one year, respectively,
     2) [Strike]No religious institution, including but not limited to churches, tabernacles, synagogues, mosques, houses of worship, and temples,
         shall ever be permitted to legalize arms on their grounds.[/Strike]
     3) The "Let the Congregations Choose Doctrine of 1999" shall strike out Section Seven Clause Two and replace it with the right of a religious
         insitution to declare or not declare a Gun Free Zone on their holy ground, in exact pursuance to Section Seven, just as seculr institutions may
         do if they so direct.

§8 If a previously legal weapon shall be outlawed, a Grandfather Clause shall take effect and keep all existing formerly legal Arms legal in their owners' possession. The government shall issue a Grandfather License to confirm the grandfathered status of the owner to all owners.
    1) Grandfathered arms may be bought and sold legally, but the Grandfather License must accompany it in the transaction, and a Six Hundred 
        Skillet tax appended to the price.

§9 The government shall have power to enforce this legislation.

§10 Creatures found guilty of depriving other creatures of the Right to Keep and Bear Arms without submitting to the exemptions and exceptions provided here, or without due process of law, shall be found guilty of a felony with a fine not exceeding one hundred thousand Skillets or a prison sentence of ten years, or both.

§11 Police and military shall be required to possess arms to ensure the safety of the Masses and defense of the nation.

§12 In accordance with the "Pacifists Should Defend Themselves Too Doctrine of 1988", all Tasers shall be covered under the scope of the Right to Keep and Bear Arms.
   1) A "Taser" is hereby defined as a weapon which shoots electrical currents into the body of another, stunning and/or paralyzing them.
   2) The government shall not issue any licenses or restrict the existance and right to buy, sell, trade, and manufacture Tasers in any fashion
       whatsoever, period.
