It has many divisions, getting my nation life through it’s products from medical to transports to oil and so on. Authorisation to acquire ‘Dauntless’, Skyguard and Warhawk –C is granted. Far be it from any to be able to claim that we allow our friends and allies to make do with second rate hardware.

As discussed via more private channels, we wholeheartedly agree with your decision to go with the HILAR. The capability upgrade that it represents will, we feel, be appreciated by your troops tremendously.

We are saddened to hear of your issues regarding piracy, and have a suggestion.

Do not purchase 1000 frigates. That will be a considerable degree of overkill. Acquire 500, and use the Warhawks you have purchased as long-range patrols. 1000 high-speed, very long endurance and well-networked aircraft will provide response times second to none, and cost considerably less to maintain than an equivalent number of ships, not that I for a second assert that ships are not helpful. Either way, it is, of course, your call, but that would be my suggestion. If you wish, I can forward your piracy issues to Executive Command, who can analyse the issue and get back to you.

Thank you for your sound advice and I have forwarded the information to Primary Admiral Jorge Fernando. While Fernando follows the Franshaw Doctrine of large fleet size, he has come to see the logic in your points and has decided to purchase 1,000 Warhawks(the previous 1,000 was to modernize the air force) and 500 Frigates. The piracy problem is not a large one, but it is better to show them no mercy now then let them grow to something worse.

Not to mention the addition fighter support will make an excellent addition to coastal defenses.

First off, I would like to congulate your department on creating such finer machines built for war. I am more than pleased to state that the LYA2 Wolfhound is becoming a tank of choice among armour crews in the Vamperial Order. Because of this, we were forced to have the Wolfhound as out main battle tank from the Pnazer X Battle Tank. I would considered it as a job well done.

Down to business.

We required the following DPR's

AY144L Assault Rifle cost's NS$15bn
LY4A2 Wolfhound cost's NS$50bn

Total: NS$65bn

Additional Armour Requirements

LY224 Sorcha HIFV at NS$7m, we require 500 to be tested. NS$3.5bn
LY7 Rottweiler Medium Tank at NS$10m we require 1000. NS$10bn
LY7/222 King Shepherd AA system selling at NS$18m, we require 1,200. NS$21.6bn

Artillery Division Package at NS$6.8bn, we require ten packages. NS$68bn

Total: NS$103.1bn

Uniforms

Multi-spectral disruptive pattern camouflage uniforms we require them in 1 million packages selling at NS$70m. We require 100 million and that'll be NS$7bn.

Per Soldier in the Kingdom requires:

I, and I should say my good friend Her Excellency Christine herself, were most heartened to hear of Warmarshal of the Protectorate Krell's trust in how we've conducted ourselves as a sovereign State. It does me well but of course to hear praise from one in a position to be objective but, personally, it did Her Excellency even better; she'd have as little hair as Warmarshal Krell by now if she were in the habit of seriously pulling it out at every anxiety attack from the worse among the reports Director Michaels from Committee of Public Safety unified intelligence has to send across her desk every day's Supreme Directory meeting. She sends her wishes the "Old Wolf", as I believe she put it kindly, would win yet another battle and more time for what he can enjoy yet.

Regarding more-urgent (if not necessarily less-personal; for myself, anyway) matters, I write asking after another large order in light of our clearances as you and Executive Command so clarified them. In recent testing, particularly of the training grounds for my old 7th Army command prior to taking this job helming JCS and a good deal more besides, though our present-standards arsenal performed up to specification the exercises revealed of late a disturbing development. After having fully introduced the Prestonian-made M3A1 Gordon into the exercise OPFOR (staffed by People's Outcomes PMC, based in our nation), the requirement of our armored crews to fight outgunned introduced several worrisome factors. Exercise missions were completed, but the requirement to set increasing numbers of close-range gun and indirect-fire missile ambushes at a large (Battalion/Battalion-Task-Force to Subdivision/Subdivision-Battle-Group; the latter level equating to a Lyran Brigade more or less) scale presented unprecedented levels of ATGM (TOW and Hellion both, gun- and box-launched both) consumption and simulated casualties that it could be said 'marginal victory' was more the rule than the exception in that latest training cycle.

Particularly I won't forget the Screening Action Simulation by the 701st Cavalry-Mechanized Division; that is, Seventh Army's primary tank formation when active, where in holding the perimeter of a simulated evacuation of refugees from attack by the OPFOR, the covering force had been dislodged by OPFOR assault groups and pinned into fighting for its' survival in several scattered nasty skirmishes, while the enemy recon-in-force had established itself in the division's main area and the situation fell upon the proverbial triarii (or rather the division's reserve subdivision-battle-group enhanced with additional LY6 Werewolf and attack helicopter support) before long. The engagement to keep the enemy from finding workable avenues of pursuit fully into the 701st's rear, or else artillery positions to harass the evacuation from indirectly was, even if only in simulated terms... grim; less in terms of losses than frustration since our men preserved themselves as best as could and sold their virtual fates fairly at least. Most worrisome was that even in holding on against the enemy armor our side was nearly out of simulated long-to-mid-range AT ammunition stocks, missile and gun both, by the time the enemy had brought up their own Corps-level reserves and matters then devolved to the proverbial "knife fight with a swordsman or worse"; ultimately cohesion was regained though and with our scattered surviving majority from the 701st's unlucky covering force rallied to threaten enemy lines of communication once more while supplies of theirs still remained at all, the division was able to drive the simulated enemy back safely out of range where they could threaten the refugees before extraction was completed and the scenario done.

Odd though it might seem I don't mind telling you or by extension Warmarshall Krell of this. In fact and to be honest, I want him to know especially; that Army was once my own command back when we had to pass such tests for real in Strator, and in some pseudo-maternal way its' troopers will always remain 'mine' in my eyes surely. Bottom line, the training was a success for the units involved in objective terms, even if subjectively I must confess to some personal sense of failure in having underestimated just what capabilities the new contractors (mostly former Revolutionary Guardsmen themselves) and equipment conferred upon the OPFOR we'd hired to provide the best training opposition possible for their successors. In that objective, they particularly succeeded; thus if we are to sweat properly in peace, to bleed less when war itself comes, rectification of the oversights exposed in this Army-level exercise falls unto me and I shall carry it out now as I would've asked my superiors then had similar misfortune emerged back when I was commanding those now named 'The Bloodstones' in honor of their (and our nation's) first real war. To that end I've already secured an order of Lamonian M-21A1s for the infantry divisions, which were in need of a general rebalancing to a more-uniform internal technical standard anyway. But to bring the cavalry forces up to the same standard the LY4A2 and LY224 are most appropriate and indeed, with those two models to mind, we've come up with ways that all 275,000 of our LY4A1s bought or produced so far can yet serve honorably. The rest of the order itself is too large to detail outside of list form seeing as it covers units all across our armed forces, so it's detailed below; but by and large it's focused on evening out the gaps between our direct and indirect engagement capabilities as well as more generally filling in other procurement lacunae as appropriate to take maximum advantage of our existing forces upgraded or no.

Despite assuring the Fedala Accord's leadership, in our recently accepted application, that we were not joining simply to have access to LY20s, I'm afraid that we must purchase some anyway. The bulk of the Zinairian Armed Forces are currently transitioning towards the new ODECON Weapons System, but we would like to retain some commonality with other members of the Fedala Accord who, as we understand it, make extensive use of the 6.5 x 45mm JMC round. The HILAR will mostly be used in the special forces community and for cross-training for rank-and-file troops.

We would also like to procure domestic production rights for the Helios II missile.
