JBEILI FRANCOPHONIE

Welcome one and all to the Jbeili Francophonie, a Cultural and Linguistic Alliance made specifically to further the French language and culture in the world.
All nations who either have French as an Official Language or who speak French as an important second language may apply.
All nations who, over the course of their history, have been influenced by French culture may also apply.
This alliance will be a cultural and linguistic one, and in no way, may it ever have a military arm.
After reading the following Rules, I would hope that all nations interested would apply to become members.
RULES:
1- Only nations that have French as an official language, or that have a large number of French speakers may apply to become members.
2-There will be several forms of membership. Listed according to importance:
First: National Member, Membre National: A full member, any nation with French as an official language, or that has at least 25% of its people as Francophones.
Second: Regional Member, Membre Régional: Regional full member, any area within a nation that does not or does recognize or speak French. If the region is 25% Francophone and wishes to become a separate member than the rest of the nation, or if the rest of the nation does not speak French, but the region does, it may apply into this category.
Third: Observer Member, Membre Observateur: Any nation that does not fit the necessary criteria,but is interested in the Francophonie may apply to become an Observer. Also, if any Francophone nation does not wish to become a full member, for any reason, they may apply to become an Observer.
3-Membership in the Francophonie may be revoked at any time, by a majority vote of the Conseil Permanent de la Francophonie. Banning may also occur in these cases:
Nation has committed severe Human Rights abuse.
Nation no longer qualifies as a member according to the necessary criteria.
4-The Francophonie will have several councils, applicants must join all of the councils.
5-Nations with bad Human Rights records will be refused immediately. Unless proven to have changed.
6-The Francophonie's permanent Primary HQs will be in the Jbeili Capital of Pont-Des-Cerises. National and regional HQs may be set up in other nations.
7-The Francophonie will have one Secretary-General, that will direct its activities, and ensure that the Organization runs smoothly. He will be elected by the Conseil des Chefs d’État et de Gouvernement every time they meet. He will be removed from his position once the CCEG meets again. He serves a non-repeatable 2 year term.
8-Every member(National or Regional) must appoint one "Minister" of the French language, upon its entry into the Organization.
9-La Francophonie will have several sub-organizations. To be accepted into the Alliance, applicants must enter at least one of these sub-organizations. Joining more is completely optional.
Councils directing La Francophonie: (The Councils must be joined by National and Regional Members, but not by observers)
Conseil des Chefs d’État et de Gouvernement (CCEG)

This council will meet once every two years. The council's members will be the Heads of State and the Heads of Government of each one of the members. It will put down goals that must be achieved by the Francophonie within the next two years. The council's meeting area will rotate between all the members according to seniority.
Conseil Permanent de la Francophonie (CPF)

This council will meet once every year, in the Main Francophonie HQ in Pont-Des-Cerises. It will consist of the Ministers of French of each member. It will discuss the progress made in each individual nation, and how close each nation is to achieve the goals laid out by the CCEG. It will also discuss how to achieve the goals, and how to accelerate the process if possible.
Assemblée Parlementaire de la Francophonie (APF)

This council will meet every four years, and will consist of one representative from each nation's parliament or whatever the nation's legislative body is. It will discuss the programs currently in place in each nation to improve their citizen's rights, and grow their Francophone population.This council will meet in the Main Jbeili HQ in Pont-Des-Cerises.

This agency's mission will be to establish French schools and universities within the member nations. These schools will be directed by this agency and not by the nation's government.

TV1 Monde. (TV1)

This broadcasting channel will operate in all member countries. It will be divided into several divisions. All TV1 stations will be operated by this agency. All stations will be broadcast only in French.

-TV1 Monde Nouvelles: News Broadcasting, political shows etc.
-TV1 Monde Info: Documentaries about nature, history and the French culture and language etc.
-TV1 Monde Loisir: Shows etc.
-TV1 Monde Enfants: Cartoons, other children shows etc.
-TV1 Musique: Music, video clips, documentaries about stars etc.

Association Internationale des Maires Francophones. (AIMF)

This agency will coordinate communication between different Francophone cities/mayors in the world. It will help in stopping random urban planning and aiding green areas around cities etc.

Association Francophone d'Amitié et de Liaison. (AFAL)

This agency will help coordinate international communication between the different members. It will help spread phone lines and internet access in members, and help residents of member nations to communicate with other citizens of other member nations.

Fédération Internationale des Professeurs de Français. (FIPF)

This agency will act as an international worker's union for all French teachers in member nations.

This agency will act as an international worker's union for French language newspapers and their workers. This agency will also be responsible in supplying its member-nations with French newspapers from around the globe.

This agency will act as an international worker's union for all French language writers in its member-nations. It will also be responsible for supplying its member nations with French literature.
